Box 1179 TELEPHONE ool 0� Southold,New York 11971, (516)765-1801 1�[ SOUTHOLD TOWN CONSERVATION ADVISORY COUNCIL The Southold Town Conservation Advisory Council held its regular meeting on Thursday, July 16, 1987 at 7: 30 P.M. at the Southold Town Hall, Main Road, Southold, New York 11971. Present were: John Holzapfel, Chairman Ralph Condit, Member Daniel Kujawski, Member John Tuthill, Member Margaret Feeney, Member Heather Cusack, Member Linda Cooper,. .Secretary - Absent was: . Betty Wells, Member Annoucements Annual Town Board meeting on Fishers Island. It was decided that _ CAC members Margaret Feeney and Daniel Kujawski would attend the Annual Town Board meeting on Fishers Island, .scheduled for Wednesday, August 5 , 1987, leaving at 9:00 A.M. from Claudio'.s dock in Greenport. Chairman John Holzapfel gave an update report on the Trustees ' June meeting. One of the applications discussed at that Trustees ' meeting was the Koke/Kerb project on Narrow River Road in Orient•. There is a possibility of the DEC purchasing the property. Mr.. Holzapfel stated the- Trustees would like the CAC to write a letter - to etter -to the Trustees asking that the Trustees pursue the matter. On a motion made by Ralph Condit , seconded by John Tuthill, it was RESOLVED to approve the letter by John Holzapfel to the--Southold .Town Trustees to pursue the -possiblity of the DEC purchasing the Koke/Kerb property in Orient '. Vote of Council: Ayes: All Motion carried: Chairman John Holzapfel reported that he has received a letter from Sohpie Morris of the DEC regarding the Southold Town Con- servation Advisory C auncil' s report for State .Funding. He asked Heather Cusack to pursue the matter. 7/16/87 Page 2 APPLICATIONS FOR DISCUSSION AND RECOMMENDATIONS On a motion made by Ralph Condit , seconded byJohn Holzapfel, it was RESOLVED to recommend to the Southold Town Trustees approval of Wetland Application NO. 537 submitted by Fredic J. Bruce on behalf of Wunneweta Pond Association to maintennace dredge the entrance to Wunneweta Pond to a depth of 6 ' MLW. Cutchogue Harbor, Cutchogue. Vote of Council: Ayes : All Motion carried. On a motion made by Heather Cusack, seconded by Ralph Condit , it was RESOLVED to recommend to the Southold Town Trustees approval of Wetland Application NO. 538 submitted by Howard R. Brower, Jr. to install a floating dock 6 ' x 20 ' secured by 2 galvanized pipes and installation of 30 ' ramp. 1170 Eugene ' s Road, Cutchogue. Vote of Council: Ayes : All Motion carried. Wetland Application NO. 539 submitted by William Pymm was tabled pending further information regarding the placement of the swimming pool which was not shown onthe submitted diagram. Reeve Road, Mattituck. On a motion--.by John Holzapfel, seconded by John Tuthill it was RESOLVED to recommend to the Southold Town Trustees approval of Wetland Application NO. 540 submitted for Joseph Perricone to construct a timber dock consisting of a 4 'x 15 ' fixed elevated ( 4 ' above grade of marsh) walkway; 4 ' x 14 ' hinged ramp; ( 2 ) 6 ' x 12 ' floats secured by ( 4 ) iron pipes . 605 Leeward Drive, Southold. Vote of Council: Ayes : All Motion carried. On a motion by John Holzapfel, seconded by Ralph Condit , it was RESOLVED to recommend to the Southold Town Trustees approval with stipulations Wetland Application NO. 541 submitted for William F. Beal to devegetate and fill to grade in order to construct a house. The stipulation is that applicant do no further clearing on westerly edge toward marsh to avoid runoff into wetlands . It appears that the devegetation has already been done and no further devegetation be done. New Suffolk Avenue, New Suffolk. Vote of Council: Ayes : All Motion carried. On a md:ion by John Holzapfel, seconded by Daniel Kujawski, it was RESOLVED to recommend to the Southold Town Trustees disapproval of Wetland Application NO. 542 submitted for Christopher Conners to construct a single family dwelling. The Council feels this project is located on freshwater wetlands and the project should be declared significant and a full EIS and public hearing process gone through. The CAC may make additional comments when further information is available. 350 West Drive, Southold. Cella to construct a 110 ' fouck bulkhead North Sea Drive and Long Island Sound, Orient . RESOLVED to recommend to the Southold Town Trustees approval of Wetland Application NO. 545 submitted for Jeanne E. Martin to construct a 110 ' rock Bulkhead with a 12 ' return. North Sea Drive and Long Island Sound, Orient . RESOLVED to recommend to the Southold Town Trustees approval of Wetland Application NO. 546 submitted for Emanuel Piperakis and others to construct' a 110 ' rock bulkhead with a 12 ' return. North Sea Drive and Long Island Sound, Orient . Vote of Council: Ayes: All Motion carried. On a motion made by John Tuthill, seconded by Margaret Feeney it was RESOLVED to recommend to the Southold Town Trustees approval with stipulations Wetland Application NO. 547 submitted for Richard Fiedler to remove and replace existing bulkhead. The Council noted that the area contains considerable wetlands and stipulates that the work be done in such a manner that the wetlands are not disturbed. 1380 Beach Road, Greenport . Vote of Council: Ayes : All Motion carried. on a motion by John Holzapfel, seconded by John Tuthill, it was RESOLVED to recommendto the Southold Town Trustees APPROVAL of Wetland Application NO. 548 submitted for Pat Cicorelli to construct a one family house, decks, bluestone (or similar pervious ) drive- way, sanitary system as shown on submitted survey. Approximately 700 c.y, of fill will be trucked in toraise grade. Camp Mineola Road, Mattituck. Vote of Council: Ayes : All Motion carried. On a motion by John Tuthill, seconded by Margaret Feeney, it was RESOLVED to recommend to the Southold Town Trustees approval of Wetland Applicaiton NO. 549 submitted for Benjamin L.Sokobin to erect low profile retaining wall to stabilize erosion damage. Harbor Road, Orient . Vote of Council: Ayes: All Motion carried. On a motion by John Holzapfel,seconded by Ralph Condit , it was RESOLVED to recommend to the Southold Town Trustees approval of Wetland Application NO. 550 submitted for Ernest Guettinger to remove 8 ' x16 ' existing float and replace with one 6 ' x 12 ' and one 8 ' x 32 ' floats a/c shallow water silting. Smith to repair an existing inclined boat ramp of irregular._. dimensions as' shown" on' submitted work plan. Repairs will consist of removal and replacement of side walls , decking, tie-rods ; support pilings , ' etc. 370 Williamsburg Drive Southold. `` Vote of Council: Ayes: All Motion carried. On a -_-motion -by Ralph Condit , seconded by John Tuthill, it was RESOLVED to recommend to the Southold Town Trustees approval of Wetland Application NO. 552 submitted for James Long- to construct a 361x 4 ' catwalk, a 3 ' x 10 ' ramp and 8 ' .x.24 ' float . #32 Oak Street , Cutchogue. Vote of Council: Ayes: All Motion carried. DISTRIBUTION. OF NEW APPLICATIONS No. 553 - Charle 8 Charles Sidorowicz -. Install approximately 80 tons of 6" - 14" run stone a total of 74" in length a,ndkeyed in a minimum of, one foot below grade. The rip-rap is to have a minimum of one foot vertical to 2 feet horizontal slope. All work is tooccur landward of tidal wetlands. 3300 Cox Neck Road, Mattituck. Group Inspection No. 554 - Christopher W. Karb by the Lane Use Company - Construct a 120' x 3' catwalk leading to a 3' x 16' ramp and 6' -x 16' float dock. Said catwalk shall be. elevated 3.5' over existing marsh. Margaret Feeney Inspection, No. 559 - Ine.z B. Vail - Construct a concrete retaining wall- consisting of 91' with leg 25'... The 25' leg at the property line will be 8" wide. Construction to height of surrounding_ground. Depth will be whatever is necessary to prevent' undermining. Wells Avenue, Southold. Group Inspection On a motion by Daniel Kujawski, seconded by John Tuthill, it was RESOLVED to approve the minutes of June 18,.: 1987. Vote of Council: Ayes : All. T Motion carried. WAIVER REQUESTS The -Council recommends disapproval of the two waiver requests it- has received. Both requests deal with the construction of houses and the Council .feels that both should go through the wetland process. . NEST MEETING AND INSPECTION DATES The next regular meeting of the Southold Town Conservation Advisory is scheduled for Thursday, August 20., 1987 at 7 : 30 P.M. at the Southold Town Hall Main Road, -Southold, New York 11971. Group inspections are set for Thursday,--August 20,_ 1987 The Council will meet- at the Southold Town Hall at`g.;.00.'- P.M.,, There -being' no further business to come before the Council, on a motion by :John Tuthill, seconded by Ralph Condit , and carried the Southold Town Conservation Advisory Council adjourned at 8: 55 P.M.
