SOUTHOLD TOWN
CONSERVATION ADVISORY COUNCIL
THURSDAY, SEPTEMBER 17 , 1987
7 : 30 P.M.
The Southold Town Conservation Advisory Council held a meeting on
Thursday, September 17, 1987 at 7 : 30 P.M. at the Southold Town Hall,
Main Road, Southold, New York.

On a motion by Ralph Condit , seconded by John Tuthill, the minutes
of August 20, 1987 were approved. unanimously_by the Council.
Chairman ' s Announcements
Chairman John Holzapfel reported that the Marina Bay Club was causing
a good deal of controversy. He will check with the Trustee ' s secretary
about the EIS. He also asked CAC secretary to contact Linda Fletcher
to advise her the CAC would continue as a party of interest in the
matter.
Reports
Margaret Feeney spoke to the Council about Brewster Young of the
Suffolk County Cooperative Extension. Ms. Feeney plans to invite
Mr. Brewster to speak to the CAC at either the October or November
meeting. It was suggested that the Trustees should also be invited
to attend.
Ralph Condit reported that he helped plant scallops earlier in the
day. The project looks promising, he reported.
Old Business
The Council discussed the pamphlet it plans to publish. Among other

items , it should advise the public to not use drain pipes into creeks
to channel runoff from their property. Also, the pamphlet should
discuss the effects of bulkheads and groins on beaches in the bay,
creeks, and sound.
Betty Wells suggested the CAC sponser a "Conservation Day" . She
will work up more details for the Council and present at a later
date .
Guest Speaker - Valerie Scopaz
Valerie Scopaz addressed the Council about the Local Waterfront
Revitalization Program. She suggested that the CAC become further
involved in the program and made some general suggestions as to
what the Council ' s role would be.
Ellen Larsen
Ellen Larsen, Southold Town Trustee, answered some queries by the
Council concerning the numerous waiver requests being granted by
the Southold Town Trustees . Ms . Larsen explained that the Trustees
and CAC could make stipulations on any of the requests that are
granted by the Trustees .
Discussion and Recommendations of Applications
The Council made an inspection of the Planning Board referral Minor
Subdivision of Raymond and Eleanor Kerester of 13 . 85 acres which
extends from the north side of North Bayview Road and the west side
of Paradise Point Road, Southold. The Council discussed the application
with Valerie Scopaz . Due to the extensive size of the area involved,
members were not sure just what the Planning Board required of the
Council. MS. Scopaz explained that the Board was asking to the
Council to advise if anyone knew of any wetland areas or special
environmental concerns which the Board should be made aware. Ms.
Scopaz suggested the Council advise the Planning Board 'if and when
such an concern arises . She stated that she realized that the Council
could not do a thorough inspection of the area and would only expect
input from the Council if they were aware of any problems.
As a result of the discussion, the Council advised Ms. Scopaz that
it was unaware of any problems with the planned subdivision.
On a motion by John Tuthill, seconded by John Holzapfel, it was
RESOLVED to recommend to the Southold Town Trustees approval with
stipulations, Wetland Application No. 561 by En-Consultants, Inc.
for Strong' s Marine Center to maintenance dredge by dragline 20 '
x 70 ' area at east end and 20 ' x 200 ' area along south side to 4 '
below MLW; place resultant 350 c.y. of spoil on upland, landward
of bulkheads and paved roads . The Council recommnds approval with
the stipulation that a 3 to 1 slope is maintained so there is no
undermining of the banks . James Creek, Mattituck.

Motion carried
Following the motion and vote a discussion ensued regarding a trench
into the creek at the northwest corner, by the bathrooms . The CAC

secretary was instructed to contact the Bay Constable about a possible
wetland violation.
Wetland Application No. 562 by Glenn E. Just for Joseph W. Henderson
was approved last month by the Council.
On a motion by John Tuthill, seconded by Margaret Feeney, it was
RESOLVED to recommend to the Southold Town Trustees disapproval
fo Wetland Application No. 563 by Glenn E. Just jfor Robert Koch
to reconstruct in kind and in place four 35 ' timber groins and construct
a 3 ' x 15 ' ramp and a 6 ' x 20 ' float dock. The CAC suggests thaat
since it is such a limited area, the applicant pursue a consistant
plan among the four or five property owners since they all are facing
the same problem. The environment would be better served with a
joint effort .

On a motion by Margaret Feeney, seconded by Daniel Kujawski, it was
RESOLVED to recommend to the Southold Town Trustees approval with
stipulations Wetland Application No. 564 of Eugene and Barbara Perino
to construct a house and deck within 75 ' of water; to grade around
deck and minimal landscaping along top of bank to stabilize. The
Council approves with the stipulation that the DEC guidelines are
adherred to.

Motion carried.
On a motion by John Holzapfel, seconded by Ralph condit , it was
RESOLVED to recommend to the Southold Town Trustees approval of
Wetland Application No. 565 of Joseph Perricone to construct a deck.

Vote of Council: Ayes : All
Motion carried.
On a motion by John Tuthill, seconded by Daniel Kujawski, it was
RESOLVED to recommend to the Southold Town Trustees approval with
stipulations of Wetland Application No. 566 of the Land Use Company
for Gerard H. Schultheis to reconstruct in kind, in nplace approxi-
mately 2451of dilapidated timber bulkhead and to backfill same with
approximately 80 c.y. of clean sand which shall be trucked in from
an upland source. Also to construct a 3 ' x 12 ' ramp and 4 ' x 36 '
float and to drege a 10 ' x 30 ' area along bulkhead to a depth of
4 ' at MLW, resultant spoil to be trucked to the Southold Town Landfill
Also to construct a 6 ' 4" x 24 ' 6" addition to the existing house
and extend the existing deck 6 ' 4" to the north. The north line
of the addition shall confrom to the northern most lline of the
present structure. A 13 ' timber return to be constructed from the
N/E corner of the house to the bulkhead. The Council recommends
approval of the in kind, in place bulkhead and recommend approval
of the ramp and float with the stipulation that open, free access
to the neighbor' s property be maintained in its present form.

RESOLVED to recommend to the Southold Town Trustees approval of
Wetland Application No. 567 of Anthony Macari to put cement on an
61d ramp 50 ' long by 10 ' wide.

Wetland Application No. 569 of Costello Marine Contracting Corp.
for Robert Waldron was tabled. Council needs better location instructions.
On a motion by Margaret Feeney, seconded by Ralph Condit , it was
RESOLVED to recommend to the Southold Town Trustees approval of
Wetland Application No. 571 of The Land Use Company for Richard
Zeidler to construct a swimming pool with associated decking as
per submitted plans.

Motion carried.
On a motion by Daniel Kujawski, seconded by Ralph Condit , it was
RESOLVED to recommend to the Southold Town Trustees approval of
Wetland Application No. 573 of Marie Ongioni for Gregory Follari
to remove a naatural berm approximately 55 ' , 9 ' high, spanning the
width of the subject property (as per submitted survey) . All ex-
cavated material to be used to regrade the plot in conformity with
the character of the neighborhood and the topography of adjacent
lots .

,Waiver Requests
Manfred Kuerner submitted by Attorney Patricia inoore to construct
an addition ( 7 ' x 281 ) to an existing residence. Council recommends
the waiver be granted if roof runoff is contained and drywells are
installed.

Thomas J. and Frances M. Smith to construct a deck ( 12 ' x 301 ) on
to a new addition to an existing residence. Council recommends
waiver be granted.
200 Haywaters Drive, Cutchogue.
Robert and Dolores Schissel submitted by John Bertani to add a deck
to an existing residence. Council recommends waiver be granted.
West Shore Drive, Southold.
Richard Nass submitted by John Bertani to add a deck to existing
residence. Council will advise at Trustees ' meeting.

Mr. and Mrs . Robert H. Frey to add a deck to an existing dwelling.
Council will advise at Trustees ' meeting.

No. 574 - Youngs Marina by Peconic Associates to enlarge and rebuild
marina for 138 boats to include 4 main docks and 69 finger
piers and approximately 2900 c.y, dredging as per submitted
plans .
Group inspection.
No. 575 - Harriet Freedman, Bruno Ilibassi and Thomas Ball by En-
Consultants , Inc. to construct 300± l.f. of timber retaining
wall entirely above line of MHW. Backfill with 270± c.y.
of clean sand to be trucked in from an upland source.
Wall to extend from existing bulkhead return 7 ' n/o corner
and end in 10 ' return on east side.

Set Next Meeting and Inspection Dates
The next meeting of the Southold Town Conservation Advisory Council
was scheduled for October 22 , 1987 at 7 : 30 P.M.
Group inspections are scheduled for October 22 , 1987 and will begin
at 4 : 00 P.M.
There being no further business to come before the Council, the
meeting adjourned at 9 :45 P.M.
