SOUTHOLD TOWN
CONSERVATION ADVISORY COUNCIL
THURSDAY, NOVEMBER 19 , 1987
4 : 30 P.M.
The Southold Town Conservation Advisory Council held its regular
meeting on Thursday, November 19 , 1987 at 4 : 30 P.M. at the Southold
Town Hall, Main Road, Southold, New York.
Present were: John Holzapfel, Chairman

Absent was: Heather Tetrault
The meeting was called to order by Chairman John Holzapfel .at 4 : 40 P.M.
Reports
Chairman John Holzapfel announced the Suffolk County Cooperative
Extension will be holding a meeting on Local Waterfront Revitalizaation
on Thursday, December 23 , 1987 and encouraged members to attend.
Mr. Holzapfel also reported that the Southold Town Board had approved
the Council ' s proposed pamphlet and will allow a committee of three
to four people, working on the pamphlet , be paid at the rate of
$30 . 00 per meeting, for meetings to develop the pamphlet .
He alos reported that Dave Newton, an environmental expert , has
agreed to meet with the CAC and help with the pamphlet .
New Business
A motion was made by Betty Wells , seconded by John Tuthill and carried
to approve a letter written by Ralph Condit in response to a letter
by the Nassau Point Property Owners Assoc. requesting new, more
stringent shellfishing laws. Mr. Condit ' s letter advised the Town
Board to let the shellfish regulations remain as they are.
Discussion and Recommendations of Applications
On a motion by Daniel Kujawski, seconded by Ralph Condit , it was
RESOLVED to recommend to the Southold Town Trustees approval of
Wetland Application No. 576 of Richard Mohring, Jr, to fill with
3000 yds, of fill and to construct a house that will be more than

75 ' form the bulkhead, to extend the berm parallel to the existing
bulkheading and to be placed approximately 40 ' landward of -the exist-
ing bulkhead.

Vote of Council: Ayes : All
Motion carried.
On a motion by Heather Tetrault , seconded by John Holzapfel, it was
RESOLVED to table Wetland Application No. 577 of Anthony W. and
Carolyn R. Leggio.
2300 Glenn Road, Southold.
Vote of Council: Ayes: All
Motion carried.
Chairman John Holzapfel will advise, at the next Trustees ' meeting,
the CAC ' s recommendation for Wetland Application No. 578 of Anthony
Robustelli to add a deck.
5 Haywaters Road, Cutchogue.
On a motion by Margaret Feeney, seconded by John Tuthill, it was
RESOLVED to recommend to the Southold Town Trustees approval of
Wetland Application No. 579 of Michael J . Schulam, submitted by
Glen E. Just/JMO consulting to reconstruct approximately 118 ' of
timber bulkhead which is located above the SHT. New structure is
to be reconsstructed in line with adjacent bulkheads to either side.
Existing lawn area to be graded to backfill the new structure.

Motion carried
On a motion by John Tuthill, seconded by Ralph Condit , it was
RESOLVED to recommend to the Southold Town Trustees approval with
stipulations , Wetland Applications No. 580 and 581 submitted by
Stephen Perricone to clear and construct , on each lot , a one family
dwelling. No. 580 to be 75 ' from wetlands , decks and necessary
sanitary system to be 68 ' from water's edge. No. 5.81 to be 65 '
from wetlands , decks and necessary sanitary system to be 50 ' from
water ' s edge. The CAC spproves with the stipulation that the cesspools
are placed no closer to the wetlands than indicated on the submitted
palns . The Council would prefer that the applicant try to place
the cesspools as far from the wetlands as possible.

Motion carried
On a motion by John Tuthill, seconded by Ralph condit , it was
RESOLVED to recommend to the Southold Town Trustees approval with
stipulations , Wetland Application No. 582 of J.M.O. Consulting for
Marjorie Todd to reconstruct approximately 70 ' of timber bulkhead
and to backfill said structure with approximately 30 c.y. of clean
sand which is to be trucked in from an upland source . The Council
recommends approval with the stipulation thata the bulkhead is in-
stalled in kind, in place or behind the existing structure. Under
no circumstances should the bulkhead be placed within 18" in front
of bulkhead.

On a motion by Daniel Kujawski, seconded by John Tuthill, it was
RESOLVED to recommend to the Southold Town Trustees approval of
Wetland Application No. 583 submitted by Glenn Just for Joseph Berardino
to construct a 14 ' x 16 ' timber dock.

Vote of Council: Ayes : All
Motion carried
On a motion by Ralph condit , seconded by Betty Wells, it was
RESOLVED to recommend to the Southold Town Trustees approval of
Wetland Application No. 584 submitted by En-Consultants, Inc. for
Wunneweta Pond Association to replace (within 18" ) 85 ' of existing
timber jetty on east side of channel to Wunneweta Pond. Proposed
bulkhead to be lower in elevation than old and will equal height
of outer section whcih will remain.

Motion carried.
On a motion by John Holzapfel, seconded by John Tuthill, it was
RESOLVED to recommend to the Southold Town Trustees approval of
Wetland Application No. 585 submitted by John Dwyer to replace,
withing 18 ' existing bulkheads on west and north sides of property.
On west side, 87± l. f and on north side 75± l. f. will be built .
These include sections of N?W corner which have washed out . The
Council suggests the work be done as soon as possible.

Motion carried.
On a motion by JOhn Holzapfel, seconded by John Tuthill, it was
RESOLVED to recommend to the Southold Town Trustees approval with
stipulations Wetland Application No. 586 submitted by Patricia C.
Moore for Manfred E. Kuerner to construct a garage and extension
to existing residence. The Council approves with the stipulation
that all runoff (rain, water, etc. ) be collected and contained on
site.

Motion carried.
On a motion by Betty Wells, seconded by Margaret Feeney, it was
RESOLVED to recommend to the Southold Town Trustees approval of
Wetland Application No. 587 summitted by JMO Consulting for Dr.
Veljko J. Krstulovic to reconstruct within 18" approximately 174 '
of timber bulkhead and returns and to backfill said structure with
approximately 71 c.y. of clean sand which shall be trucked in from
an upland source.

On a mtion by Ralph Condit , seconded by Margaret Feeney, it was
RESOLVED to recommend to the Southold Town Trustees disapproval
of Wetland Application No. 588 submitted by The Land Use Company
for Ellen Guiton to construct 310 ' of timber retaining wall with
a 20 ' return at either end to to backfill structure with approximately
350 c.y. of clean sand to be trucked in from an upland source.
The Council recommends disapproval because no need is shown and
there are no adjacent bulkheads . This would set a precedent in
the area.

Waiver Request
The Council suggests the Southold Town Trustees not grant a waiver
Frederick Raymes . The cesspools are not located on the submitted
plans .
Distribution of New Applications
No. 490 - John Keating by Patricia C. Moore to move existing house,
rebuild residence and convert house into a garage.
19995 Soundview Avenue, Southold.
Group Inspection
No. 491 - Dr. Stanley Keating by En-Consultant Inc. to construct
a timber dock consisting of a 4 ' x 32 ' fixed elevated
( 3 . 5 ' aabove grade of marsh) walk; 4 ' x 12 ' hinged ramp;
8 ' x 20 ' float secured by two 8" diameter pilings. Dock
replaces previous structure destroyed by storms , deterior-
ation, etc.

float arrangement 501 , recently constructed on Permit

No. 495 - Charles A. King to improve existing blue stone ramp with
black top coat . (Existing ramp since 1973 )

Set Next Meeting and Inspection Date
The next meeting of the Southold Town Conservation Advisory Council
was scheduled for December 17 , 1987 at 4 : 00 P.M.
Group inspections will be December 17, 1987 and will begin at 3 : 00 P.M.
There being no further business to come before the Council, the meet-
ing was adjourned at 7 : 00 P.M.
