TELEPHONE Southold, New York 11971 (516)765-1801 SOUTHOLD TOWN CONSERVATION ADVISORY COUNCIL December 17 , 1987 The regular meeting of the Southold Town Conservation Advisory Council was held Thursday, December 17, 1987 at 4 : 30 P.M. at the Southold Town Hall, Main. Road, Southold, New York11971 . Present were:. John Holzapfel, Chairman Ralph 'Condit , .Vice-Chairman Betty Wells, Member Heather Tetrault, Member Margaret Feeney, Member Daniel Kujawski, Member Linda Cooper, Secretary Also Present were: Wilbur Klatsky Joseph Fischetti Charles Beckett DISCUSSION OF WAIVER REQUEST - THE COVE AT SOUTHOLD Wilbur Klatsky, Joseph Fischetti and Charles Beckett .were present to discuss the waiver request for a condominium project to be located on the southside of Main Bayview Road, Southold. They presented the project ' s history to the Council and re.sponded to some concerns the CAC had voiced. Of concern to the CAC is whether binding stipulations and mandates may be placed on waivers . The Council had previously been informed by the Southold Town Trustees that no conditions could be placed on a waiver. It was stated that conditions could and would be placed on the waiver of the Cove at Southold. With the conditions to be part of the waiver the following action was taken: On a motion. by John. HOlzapfel, seconded by Heather Tetrault , it was RESOLVED to recommend to the Southold Town Trustees approval of the waiver request of the Cove at Southold with the following conditions: 1 . A vegetation plan be submitted .for the area within the buffer zone. 2 . A "pooper scooper" regulation be enforced. 3 . No undgerground sprinkler system within 100 ' of wetlands 4 . No lawns within 100 ' of wetlands. 5 . Any other conditions the Trustees deem necessary. Vote of Council: Ayes: All Motion carried 12-17-87 Page 2 ;s - DISCUSSION AND .RECOMMENDATION OF WETLAND APPLICATIONS On a motion by John Holzapfel, seconded by Ralph Condit , it was RESOLVED to recommend to the Southold Town Trustees disapproval of Wetland Application No. 593 submitted by Joseph Fischetti, Jr. for The 'Cove at Southold toconstruct a swimming pool, 10 'x 14 ' equipment shed and concrete deck behind existing bulkheads and construct a gravel access road. The CAC disapprove because it is located within the wetlands area, its too low, located in an area which may be flooded during a storm. Suggest applicant reloate to higher ground. Main Bayview Road, Southold. Vote of Council:, Ayes : All Motion carried. On a motion by Heather Tetrault , seconded by John Tuthill, it was RESOLVED to recommend to the Southold Town Trustees disapproval of Wetland Application No. 590 submitted for John Keating by Patricia C. Moore to move existing house, rebuild residence, and convert house into garage. The CAC recommends disapproval because location is too close to the bluff. The DEC recommends a distance of 75 ' , :-CAC feels applicant should follow DEC recommend- ation. Recommend application move project further from bluff. 19995 Soundview Avenue, Southold.. Vote of Council: Ayes : All Motion carried. On a motion by Ralph Condit , seconded by John Tuthill, it was RESOLVED to recommed to the Southold Town Trustees approval of Wetland Application No. 591 Submitted by En-Consultants, Inc. on behalf of Dr. Stanley Keating to:_construct a timber dock consist- ing of a 4 ' x 32 ' ' fixed elevated ( 3 .4 ' above grade of marsh) walk; 4 ' x 12 ' hinged ramp; 8 ' x 20 ' float secured by ( 2 ) 8" diameter pilings . Dock replaces previous structure destroyed by storms, deterioration, etc. Haywaters Road, Cutchogue. Vote of Council: Ayes: All Motion carried. On a motion by John Tuthill, seconded by Ralph Condit , it was RESOLVED to recommend to the Southold Town Trustees approval of Wetland Application No. 592 submitted by Paul Kalunas to construct bulkhead and pilings abutting existing bulkhead. Gull Pond, East Shore, East Marion'. Vote of Council: Ayes: All Motion Carried. On a motion by John Tuthill, seconded by Ralph Condit , it was RESOLVED to recommend to the Southold Town TrusteesAapproval of Wetland Application No594 submitted by Floyd King (Orient Wharf Co. ) toL!ektend =float arrangement 50 ' . Village Lane, Orient , Vote of Council: Ayes: All Motion carried. 12-17-87 Page 3 On a motion by John Holzapfel, seconded by John Tuthill, it was RESOLVED to recommend to the Southold Town Trustees approval of Wetland Application No. 595 submitted by Charles A. King to improve existing blue stone ramp with black top coat . 200 East Mill Road, Mattituack. Vote of Council: Ayes : All Motion carried. DISTRIBUTION OF NEW APPLICATIONS No. 596 - Charles A. Kirby by Glenn E. Just - Reconstruct within 18" approx. 52' of deteriorated timber bulkhead and to backfill siad structure with approx. 20 c.y. of clean sand 6130 Peconic Bay Blvd. , Laurel Margaret Feeney Inspection No. 597 - Frederick Raymes - Build a one family dwelling with deck and tool storage building. (Former waiver request) 704 Wiggins Lane, Greenport. Group Inspection No, 598 - Edward and Regina Nordstrom - Construct 3' x 49' catwalk, 3' x16' ramp, 6' x 18' float and 12 pilings. Wood Lane Peconic, New York Daniel Kujawski, Inspection:, No. 599 - Maii-A-Mar Marina by Donald Cocks, Manager - Extend existing docks (37' x 6' E 8 W; 105' x 8' N 8 S) west in effort to avoid shoal that is hazardous to approaching deep draft boats. This is in addition to the 10' allowed on Permit No. 2263, Dated 1 /87 Wickham Avenue, Mattituck Group Inspection The next regular meeting of the Southold Town Conservation Advisory Council was scheduled for Thursday, January 21, 1988 at 4 : 00 P.M. iit the Southold Town Hall. Group Inspections were scheduled for 3 : 00 P.M. on Thursday, January 21 , 1988. Members will meet at the Southold Town Hall. ANNOUNCEMENTS Monday, December 21, 1987 a meeting regarding Freshwater Wetlands is scheduled to be held at 7 : 00 P.M. at the Southold Town Hall. Margaret Feeney will attend.- Chairman John Holzapfel announced that the Council on Environ- mental Quality (CEQ) , which is the Suffolk County Conservation Advisory Group, meets once a month at the H. Lee Dennison Bldg. The Southold Town _CAC is invited and has a vote on items pertaining to Southold. John Holzapfel reported that the pamphlet has progressed nicely 12-17-87 Page 4 F and wanted all the members to review the pamphlet . Margaret Feeney would be responsible for obtaining a contractpl with the , printer so CAC 1987 funds may be Encumbered. There being no further business to come before the Council, on a motion by Ralph Condit , seconded by Margaret Feeney the Council adjourned at 6 : 05 P.M.
