Box 1179 (5Te Telephone Southold, New York 11971 SOUTHOLD TOWN CONSERVATION ADVISORY COUNCIL JANUARY 21 , 1988 4 : 00 P.M. The regular meeting of the Southold Town Conservation Advisory Council was held Thursday, January 21 , 1988 at 4 : 00 P.M. at the Southold Town Hall, Main Road, Southold, New York. Present were: JOhn Holzapfel, Chairman Heather Tetrault , Member Margaret Feeney, Member John Tuthill, Member Ralph Condit , Member Daniel Kujawski, Member Betty Wells, Member Linda Cooper, Secretary The Council began the meeting by discussing the restrictions and covenents, and new map submitted by the Cove. The Council was pleased to see the applicants had addressed the matters which the CAC had suggested. One point the Council would like included is to have the covenents and restrictions be transferred to any new ownership should a transfer of ownership occur. It was pointed out to the Council that such a clause was included within the restrictions. and that the devloper had added that said developer would not be held responsible should future owners not comply with the covenents and restrictions . CHAIRMAN' S ANNOUNCEMENTS Legislator Gregory Blass announced a five-point plan which addressed some of the conditions which resulted in the Brown Tide. 1 . Upgrade the Scavenger Waste plant located in Riverhead. 2 . Upgrade the sewage plant operated by the Town of Riverhead. 3 . Substantially reduce the discharge from duck plants . 4 . Discontinue chemical applications to Indian Island located in Riverhead. 5 . Correct all county, town and village road runoff points with recharge basins. A speaker at the Brown Tide Taskforce stated the the Bronw Tide alge was most likely a oceanic alge which cme into the bays due to the dramatic change in the salinity of the water three years ago. A Page 2 Will send a letter to the Town board asking it to send a letter to all politicians for out area to increase funding for the study and correction of the Brown Tide. Suggest a member go with the Trustees to do inspections on Fishers Island. The Trustees fly over to Fishers .Island and will be happy to take a CAC member with them. REPORTS Margaret Feeney reported on a Freshwaters Wetlands meeting held with the DEC in which freshwater wetlands within Southold Town were identified in part . It is very necessary that all the areas be identified to be included in the DEC map. John Holzapfel suggested that a copy of the map be held in the main hall so the general public can aid in the identification of the freshwater wetlands . John Holzapfel presented a rough draft of the pamphlet to the Council for its review and editing. DISCUSSION AND RECOMMENDATION OF APPLICATIONS At the request of the Trustees and John Holzapfel the following application was reinspected and discussed. On a motion by Ralph condit , seconded by Margaret Feeney it was RESOLVED to recommend to the Soutohold Town Trustees disapproval as submitted, Wetland Application No. 575 by Enconsultants, Inc. for Harriet Freedman, Bruno Ilibassi and Thomas Ball to construct 300± l.f. of timber retaing wall entirely above line of MHW and backfill with 270± c.y. of clean sand to be trucked infrom an up- land source. Wall is to extend from existing bulkhead return 7 ' n/o corner and end in 10 ' return on east side. The Council still recommends disapproval and suggests applicant resubmit for a rip- . rap to be placed againsta the bluff and natural vegetation planted. The CAC also suggest a filter cloth be placed under the rip-rap. The council recommend disapproval because it feels a bulkhead would result in the loss of beach. Arshamomaque Avenue, Southold. Vote of Council: Ayes: Ralph Condit , Margaret Feeney, John Holzapfel, Heather Tetrault , Daniel Kujawski, Betty Walls Nays: John Tuthill Motion carried. On a motion by Margaret Feeney, seconded by Ralph Condit , it was RESOLVED to recommend to the Southold Town trustees approval of Wetland Application No. 596 submitted by Glenn E. Just for Charles A. Kirby to reconstruct within 18" approximaately 52 ' of deteriorated timber bulkhead and to backfill said stsructure with approximately 20 c.y. of clean sand. 6130 Peconic Bay Boulevard, Laurel. Vote of Council: Ayes: All Motion carried. L `d Page 3 On a motion by Ralph Condit , seconded by Daniel Kujawski, it was RESOLVED to recommend to the Southold Town Trustees approval with stipulations, Wetland Application No. 597 submitted by Frederick Raymes to build a one family dwelling with deck and tool storage building. The CAC recommends approval with the stipulation that applicant contain all runoff on property. Hay bales should be used during construction to control runoff. 704 Wiggins Lane, Greenport . Vote of Council: Ayes: All Motion carried. On a motion by Daniel Kujawski, seconded by Heather Tetrault , it was RESOLVED to recommend to the Southold Town Trustees approval with a stipulation of Wetland Application No. 598 ofEdward and Regina Nordstrom to constarauct a 3 ' x 49 ' catwalk, 3 ' x 16 ' ramp, 6 ' x 18 ' float and 12 pilings. The CAC approves with the stipulation that applicant stay above wetlands. Wood Lane, Peconic. Vote of Council: Ayes: All Motion carried. On a motion by John Tuthill, seconded by Ralph condit , it was RESOLVED to recommend to the Southold Town Trustees approval of Wetland Application No. 599 of Matt-A-Mar Marina to extend existing docks ( 37 ' x 6 ' east and west ; 105 ' x 8 ' north and south) in an effort to avoid shoal that is hazardous to approaching deep draft boats . This is in addition to the 10 ' allowed on Permit No. 2263 , dated 1/87 . Wickham Avenue, Mattituck Vote of Council: Ayes: John Tuthill Nays: Ralph Condit , Betty Wells, Margaret Feeney, Heather Tetrault , John Holzapfel Abstain: Daniel Kujawski Motion lost . On a motion by Ralph condit , seconded by Margaret Feeney, it was RESOLVED to table Wetland Application No. 599 of Matt-A-Mar Marina pending receipt of depth drawings of low and high tide. On a motion by John Holzapfel, seconded by Heather Tetrault , it was RESOLVED to recommend to the Southold Town Trustees approval as submitted with restriction and covenents Wetland Application No. 601 of The Cove at Southold. Wilderness Point , Fishers Island. Inspection by anyone available to go to Fishers Island. No. 602 - Dr. David M. Winkler by En-Consultants to construct a one family house, bluestone driveway, and sanitary system as shown on submitted site plan. No fill, other than that from excavation for foundation will be needed. Deter- mination on non-jurisdiction is requested for work beyond 75 ' . Beebe Drive, Cutchogue Group inspection No. 603 - Joseph F. Citardi by Peconic Associates to reconstruct a one story, single family dwelling. 56225 County Route 40 , Greenport . Group inspection No. 604 - Francis Weisent to cover work done on wood retaining wall and stairs as replacement and repair of pre-existing structure. 1925 Naugles Drive, mattituck Margaret Feeney inspection No. 605 - Miriam and Robert Klotz to construct stairs down bluff to Long Island Sound beach in accordance with NYS DEC approved plans and permit . 2010 The Strand, East Marion. Group inspection No. 606 - Robert Hulsman by Latham Sand and Gravel to construct 135 l.f. of timber bulkhead and backfill from upland source. Willow Terrace, Orient . Group inspection NO. 607 - Lawrence Huke by En-Consultants to construct a tim;ber dock consisting of a 4 ' x 60 ' fixed elevated ( 4 ' above grade of marsh) walk; 4 ' x 16 ' hinged ramp; ( 2 ) 6 ' x 16 ' floats secured by ( 3 ) 8" pilings . Group inspections were scheduled for 3 : 00 P.M. on Wednesday, February 24 , 1988. Members will meet at the Southold Town Hall.
