Box 1179 (516) 765-1801 Southold, New York 11971 SOUTHOLD TOWN CONSERVATION ADVISORY COUNCIL The regular meeting of the Southold Town Conservation Advisory Council was held Wednesday, February 24 , 1988 at 4 : 30 P.M. at the Southold Town Hall, Main Road, Southold, New York. Present were: John Holzapfel, Chairman Ralcph Condit , Vice-Chairman John Tuthill, Member Heather Tetrault , Member Margaret Feeney, Member Daniel Kujawski, Member Linda Cooper, Secretary Absent was: Betty Wells , Member The meeting was called to order at 5 : 00 P.M. by Chairman John Holzapfel. Mr. Holzapfel discussed bulkheading and rip-rap. He reported that the NYS DEC has a policy that rip-rap be placed at the foot of bulk- heading for armor. Discussion and recommedation of applications The Council discussed the possibility of sending Daniel Kujawski to Fishers Island with the Southold Town Trustees to inspect - the application of Russell Planitzer. The Trustees secretary will be contacted to advise Mr. Kujawski when the Trustees will be flying to Fishers Island. Planning Board Refferal for the subdivision of Dorman, Townsend, Mackay and Millis was discussed by the Council. After inspecting the area involved, the Council kdecided it was unaware of any critical areas within the parcel to notify the Planning Board to be careful of. The CAC is not saying there are no critacal areas , just that they are not personally aware of any problems . In accordance with the discussion with Town Planner, Valerie Scopaz , nothing further is needed from the CAC. Ms. Scopaz had previously stated that Plan- ning Board referrals were to make the Council aware of any activity and to advise the Board should the Council know of any problem with a particular area. On a motion by Heather Tetrault , seconded by Ralph Condit , it was RESOLVED to recommend to the Southold Town Trustees approval with stipulations of Wetland Application No. 602 submitted by En-Consultants for Dr. Daavid M. Winkler to consstruct a one family house, Bluestone driveway, and sanitary system as submitted with no fill other than than from excavation for foundation being needed. Page 2 The CAC recommends approval with the stipulation that a 50 ' buffer of native vegetation be maintained. Beebe Drive, Cutchogue. Vote of Council: Ayes : All Motion carried. On a motion by John Tuthill, seconded by Heather Tetrault , it was RESOLVED to recommend to the Southold Town Trustee approval with a stipulation on Wetland Application No. 603 submitted by Peconic Associates for Joseph f. Citardi to .reconstruct a one story, single family dwelling. The CAC recommends approval jprovided that the cesspools be moved back from the water to the road side of the house. 56225 County Route 48, Greenport . Vote of Council: Ayes : All Motion carried. On a motion by Margaret Feeney, seconded by Heaather Tetrault , it was RESOLVED to recommend to the Southold Town Trustees approval with a stipulation of Wetland Application No. 604 submitted by Francis Weisent to cover work done on wood retaining wall and stairs as replacement and repair of pre-existing structure. The Council recommends approval with the stipulation that the applicant angle the driveway so runoff does not occur. 1925 Naugles Drive, Mattituck Vote of Council: Ayes : All Motion carried. On a motion by John Turhill, seconded by Daniel Kujawski it was RESOLVED to recommend to the Southold Town Trustees app_oval W4 the provision that the DEC conditions are strictly adhered to in the matter of the Wetland Application of Miriam and Robert Klotz to construct stairs d-Dwn the bluff to Long Island Sound beach in accordance with NYS DEC approved plans and permit . 2010 The Strand, East Marion. Vote of Council: Ayes: All Motion carried. On a motion by John Tuthill, seconded by Ralph Condit , it was RESOLVED to recommend to the Southold Town Trustees approval of Wetland Application No. 606 submitted by Latham Sand and Gravel for Robert Hulsman to construct 135 l. f. of timber bulkhead and backfill from upland source. Willow Terrace, Orient Vote of Council: Ayes: John Tuhtill Nays: Heather Tetrault , Margaret Feeney, John Holzapfel, Ralph Condit , Daniel Kujawski Motion lost . Page 3 On a motion by Heather Tetrault , seconded by Margaret Feeney, itwas RESOLVED to recommend to the Southold Town Trustees disapproval of Wetland Application No. 606 submitted by Latham Sand and Gravel on behalf of Robert Hulsman to construct 135 l. f. of timber bulkhead and backfill from upland source. The CAC recommends disapproval because its policy is no bulkhead is approved unless a need is shown. Applicant should consider rip-rap. Willow Terrace, Orient . Vote of Council: Ayes : Heather Tetrault , Margaret Feeney, John Holzapfel, Ralph Condit , Daniel Kujawski Nays: John Tuthill Motion carried. On a motion by Margaret Feeney, seconded by Ralph Condit , it was RESOLVED to recommend to the Southold Town Trustees approval of Wetland Application No. 607 of En-Consultants for Lawrence. Huke to construct a timber dock consisting of a 4 ' x 60 ' fixed elevated (4 ' above grade of marsh) walk; 4 ' x 16 ' hinged ramp; ( 2 ) 6 ' x 16 ' floats secured by ( 3 ) 8" pilings . Corner of Silkworth Road and Westphalia Avenue, Mattituck. Vote of Council: Ayes: All Motion carried. On a motion by John Holzapfel, seocnded by Daniel Kujawski, it was RESOLVED to recommend to the Southold Town Trustees approval of Wetland Application No. 608 submitted by William d. Moore on behalf of Ernest and June Pappas to construct an accessory storage structure. 75 Cedar Point Drive East , Southold. Vote of Council: Ayes: All Motion carried. Distribution of new applications . No. 609 - James F. Murphy to install a 5 ' x 20 ' floating dock. 765 Waterview Drive, Southold. John Holzapfel inspection No. 610 - Joseph and Joyce Zevits to construct a home and small catwalk and float for boat dockage. Little Peconic Bay Lane, Southold. Group Inspection No. 611 - Edward Deutsch to construct a 4 ' x 100 ' fixed elevated ( 4 'above grade of Marsh) walkway; 4 ' x 14 ' hinged ramp; ( 2 ) 6 ' x 16 ' floats secured by ( 3 ) 8" diameter pilings. Cedar Beach Road, Southold John Holzapfel inspection Page 4 No. 612 - Arnold Blair to add to existing dock a 3 ' x 10 ' ramp to a 10 ' x 30 ' float to moor a small pleasure craft . Vanston and Sunset Road, Privatecanal off Cutchogue Harbor Heather Tetrault inspection No. 613 - Willard S. Mahood to construct a single family dwelling with sanitary system, decking, lawn and to grade area adjacent to proposed dwelling. Crescent Avenue, Fishers Island Daniel Kujawski inspection Set next meeting and inspection date The next regular meeting of the Southold Town Conservation Advisory Council was scheduled for Thursday, March 24 , 19.88 at 4 : 30 P.M. at the. Southold Town Hall, Main Road, Southold, New York. Group inspections were scheduled for 4 : 00 P.M. on Thursday, March 24 , 1988. CAC members will meet at Southold Town Hall.
