SOUTHOLD TOWN
CONSERVATION ADVISORY COUNCIL
THURSDAY, APRIL 14 , 1988
4 :30 P.M.
The regular mmeting of the Southold Town Conservation Advisory Council
was held Thursday, April 14 , 1988 at 4 : 30 P.M. at the Southold Town
Hall, Main Road, Southold, New York.
Present were: John Holzapfel, Chairman
John Ththill, Member
Margaret Feeney, Member
Betty Wells , Member
Heather Tetrault , Member
Linda Cooper, Secretary
Absent was : Daniel Kujawski, Member
The meeting was called to order at 4 : 55 P.M. by Chairman John Holzapfel.
CHAIRMAN' S ANNOUNCEMENTS
JOhn Holzapfel announced the DEC would be holding a Conference on
Coastal "V" Zone development , May 14 , 1988. He suggested someone
from the CAC should try to attend.
Mr. Holzapfel had attended the last Trustees meeting and reported
that the Trustees vote split 50/50 to approval the Kerb application
( located on Narrow River Road, Orient . ) therefore the motion was
lost and disapproved.
REPORTS
The CAC pamphlets were printed and members were expected to distri-
bute the pamplets at marinas , schools , grocery stores, real estate
offices , libraries , and places such as the Cove.
Each member was assigned an area to cover.
DISCUSSION AND RECOMMENDATION OF APPLICATIONS
The application of Oysster Farm Associates by Neted of American
Ltd, submitted by Henry E. Raynor, Jr, to dredge and enlarge bulk-
head at existing marina basin was TABLED pending additional informa-
tion from the Trustees .

On a motion by John Tuthill, Seconded by Betty Wells , it was
RESOLVED to recommend to the Southold Town trustees approval of
Wetland Application No. 615 submitted by Garrett A. Strang for Bernard

and Carole Kiernan to construct a catwalk, dock and floating dock.
North Parish Drive, Southold.
Vote of Council: Ayes : John Tuthill, Betty Wells, John Holzapfel,
Margaret Feeney
Abstain: Heather Tetrault
Motion carried.
On a motion by Margaret Feeney, seconded by Betty Wells , it was
RESOLVED to recommend to the Southold Town Trustees approval of
Wetland Application No. 616 submitted by Costello Marine Contracting
Corp, for John c. Vassil to replace existing bulkhead, in kind,
in place.
Salt Lake Lane and James Creek Mattituck.
Vote of Council: Ayes: All
Motion carried.
On a motion by John Holzapfel, seconded by Heather Tetrault it was
RESOLVED to have John Holzapfel contact Jay Tanski of Sea Grant
for an opinion and make a recommendation to the Southold Town Trustees
at their next meeting based upon the information by Jay Tanski regard-
ing Wetland Application No. 617 of En-Conslutants, Inc. on behalf
of Janet Swansen to construct 100 ' of timber retaining wall with
two 15 ' angled returns. Wall to be approximately 4 ' north of toe
of bluff and landward of MHW. Wall to be armored with approximately
40 c.y, or 1000 lb of stone.

On a motion by John Tuthill, seconded by Margaret Feeney it was
RESOLVED to recommend to the Southold Town Trustees approval of
Wetland Application No. 618 submitted by J. H. Geideman for Wilhelm
Franken to dredge approximately 300± c.y. maintenance dredge, fill
to upland site by contactor.

On a motion by John Holzapfel, seconded by Margaret Feeney it was
RESOLVED to recommend to the Southold Town Trustees approval with
a stipulation of Wetland Application No. 619 of Daniel Stegner to
set house approximately 30± feet from dredged basin deed line.
House to be 31 feet deepwith approximately 5 ' deck, stairs, 27 feet
wid. Allow fill to comply with health department grading plan.
Replace and improve bulkhead, brine in line with neighbor ' s bulkhead,
Fill as needed. The CAC approves all work as submitted with the
stipulation that the bulkhead is replaced in knidm in place or land-
ward.

RESOLVED to recommend to the Southold Town Trustees approval of
Wetland Application No. 620 submitted by Roger W. and Dorothy Lamour
to install floating dock with ramp from existing bulkhead to floating
dock.

On a motion by John Holzapfel, seconded by Margaret Feeney it was
RESOLVED to recommend to the Southold Town Trustees approval with
stipulations of Wetland Application No. 621 submitted by J.M.O.
Consultants for Cedar Beach Park Associates , Inc, to maintenance
dredge an existing channel to 4 ' at .LW. Resultant spoil, approxi-
mately 1025 c.y, of clean sand to be trucked to an upland site for
disposal. CAC recommends the Trustees . approve the applications
with the stipulation that the bank slope be maintained and that -the
Bay Constable check the work during dredging.

WAIVER REQUEST RECOMMENDATIONS
Kiefer - Recommend approval of waiver request .
Spetsiotes - Recommend approval of waiver request
Pearlman = Recommend denial of waiver request .
Stalk - Margaret Feeney will inspect and report findings to John
Holzapfel who will make a recommendation at the next Trustees meeting.
DISTRIBUTION OF NEW APPLICATIONS
No. 622 - Dr. Edouard P. Beaugard by J.M.O. Consulting to remove
approxilately 160 ' of structured, dilapidated timber bulk-
head, reconstruct structure in kin, in place and to backfill
with approximately 100 c.y, of clean sand which shall
be trucked in from an upland source .
830 Tarpon Drive, Southold

No. 623 - Sanford Hanauer to consstruct a new deck to align with
existing staris .
595 Clearwater Lane, Cutchogue.

No. 624 - Gus Mueller on behalf of Teydon Shores Property Owners
Association to maintanance dredge entrance channel and
place spoil above mean high water. Approximately 95 c.y.

No. 625 - Clifford Eginton to construct a 50 ' retaining wall with
a return on the north side ( 12 ' ) ; return on south side
( 8 ) ; and grade with approximately 30 yards of backfill
to be trucked in.

Margaret Feeney inspection.
No. 626 -Goldsmith' s Boat Shop. by En-Consultants Inc. to remove
and replace ( in same location and configuration ) 779 l. f.
of existing timber bulkhead. (All but 80 ' section nearest
Hobart Road) Maintenance dredge basin and other areas
in fromt of bulkhead to grant line to 4 ' below MLW. Approx
imately 450 c.y to be removed and placed on upland area
of owner' s second marina in Southold.

No. 627 - Joan and John t . Wetzel to construct a walkway 21-2' x 13 ' ,
ramp 2%2' x 10 ' , floating dock 5 ' x 151 , 8 pilings .

SET NEXT MEETING AND INSPECTION DATE
The next meeting of the Southold Town Conservation Advisory Council
was scheduled for Thursday, May 12 , 1988 at 4 : 00 P.M. at the Southold
Town Hall, Main Road, Southold, New York.
Group inspection were set for Thursday, May 12 , 1988 at 3 : 30 P.M.
Members will mkeet at the Southold Town Hall.
There being no further business to come before the Council, the
meeting was adjourned at 6 :22 P.M.
