CONSERVATION ADVISORY COUNCIL
MAY 12, 1988
The regular meeting of the Southodl Town Conservation Advisory Council
was held on Thursday, May 12, 1988 at 4:15 P.M. at the Southold Town
Hall, Main Road, Southold, New York 11971 .
Present were: John Holzapfel, Chairman

Due to an over abundance of meetings at Southold Town Hall, the meeting
took place at a picnic table, behind Town Hall.
Heather Tetrault reminded interested members that she, John Holzapfel,
and anyone else who was interested, of a meeting scheduled for May 20,
at the Cooperative Extension in Riverhead, to discuss applying for a
CAC reimbursement. The meeting will take place with Sophie Morris of
the DEC and a representative from Albany at. 2:30 P.M.
Betty WElls reported on a meeting she attended last Thursday regarding
construction in flood plain areas. She felt the meeting was of more interest
and informative to contractors and builders.
John Holzapfel discussed with the members a. request made by Trustee
President, Frank Kujawski, that the CAC play a more active role in
deliniating wetland- lines and Planning" Board referrals. The members
decided that the CAC would be glad to supply input but did not wish .
to be -held 'responsible for making the final decisions. . They would be
willing to look at specific cases but would not want to do it on a routine
basis.
Members also decided, as a result of the recent change in the law giving
the ZBA jurisdicti-= over the Sound, that the would notify the ZBA of
the CAC's availability if the ZBA should need advise or recommendations
on specific'projects.

DISCUSSION AND RECOMMENDATIONS
On a motion by John Holzapfel; seconded by Heather Tetrault, it was
RESOLVED to recommend to the Southold Town TRustees APPROVAL of
Wetland Application No. 622 submitted by J.M.O. Consulting on behalf
of Dr. Edouard P. Beaugard to remove approximately 160' of structured
dilapidated timber bulkhead, reconstruct structure, in kind, in place
and to backfill with approximately 100 c.y. of clean sand which shall
be trucked in from an upland source.

Motion carried.
On a.. motion by Heather Tetrault, seconded by John Tuthill, it was
RESOLVED to recommend to the Southold Town Trustees APPROVAL of
Wetland Application No. 623 submitted by Sanford Hanauer to construct
a new deck to aligh with existing stairs.

Vote of Council: Ayes: All
Motion carried.
On a motion by John Holzapfel, seconded by Heather Tetrault, it was
RESOLVED to recommend to the Southold Town Trustees APPROVAL of
Wetland Application No. 624 submitted by Gus Mueller on behlaf of Reydon
Shores Property Owners Assoc. to maintennace dredge entrance channel
and place spoil above mean high water. Approximately 95 c.y.

Motion carried.
Wetland Applciation NO. 625 was TABLED pending a reinspection.
On a motion by John Tuthill, seconded by Betty Wells, it was
RESOLVED to recommend to` the Southold Town Trustees APPROVAL of
Wetland Application No.626 submitted by En-Consultants, Inc. for Goldsmith's
Boat Shop to remove and replace (in same location and .configuration)
779 I.f. of existing timber bulkhead, (All but 80' section nearest Hobart
Road) . Maintenance dredge basin and other areas in front of bulkhead
to grant line to 4' below MLW. Approximately 450 c.y. will be 'removed
and placed .on upland area of owner's second marina..in Southold.

Motion carried.
On a. motion by John .Holzapfel, seconded by Heather Tetrault, it was
RESOLVED to recommend to the Southold Town Trustees DISAPPROVAL
of Wetland Application No. 627--submitted by Joan and John T. Wetzel
to construct a walkway 2.211 x131, ramp 2Z' x 10', floating dock 5' x 151,
eight pilings. The CAC disapproves due to the lack of space available.
The CAC suggests the neighbors get together to install one functional
dock.

DISTRIBUTION OF NEW APPLICATIONS
No. 628 - Anthony Panzarino by En-Consultants, Inc. to construct a 153'
timber retaining wall generally along the line of SHW plus 5' return
on n/s and 46' return on s/s. Backfill area between proposed
retaining wall and existing concrete block wall with 150± c.y-. of
clean loam to be trucked in. Maximum depth of fill will be approximately
2' and will be over existing lawn. Construct a timber dock consisting
of a 4' x 60' fixed elevated (4' above grade of marsh) walk;
4' x 16' hinged ramp; 8' x 24' float secured by (2) 8" diameter
pilings. Proposed dock will repalce an existing, smaller dock
on approximately same location.
Construct additions to existing wood decks attached to beach
house to be no closer to water than existing deck. Repair existing
decks. Construct 7' x 4' concrete pad on n/s of beach house
and enclosed with fence to house pool filer. (Note: backwah
willgo into drywell.) Construct--a 6'x6' additon to w/s of beach
house. No new cesspools are proposed.
800 Strohson Road, Cutchogue
Group inspection
No. 629 - Linda Wilton •by En-Consultants, Inc. , to construct a one-family
house, bluestone (or similar pervious) driveway as indicated
on submitted site plan. Approximately 5.00 c.y. of clean fill
will be trucked in to raise grade. House will be served by
public water and sewage collection.

Group Inspection
No. - Andrew and Bernice Lettieri to build elevated catwalk over fringe
marsh 'and install an offshore mooring pipe.

DBM Company - Subdivision - Southold

Large map will be supplied for inspection. Both subdivisions require
the group inspection.

Daniel and Patricia Stegner - Recommend that Trustees do not grant waiver.
Claire Wooley - Recommend Trustees grant waiver.
SET NEXT MEETING 'AND INSPECTION DATES
The nest regular meeting of the Southold Town Conservation Advisory
Council is scheduled for Thursday, June 26, 1988 at 4:00 P.M. at the
Southold Town Hall.
Members shall meet at 3:00 P.M. on Thursday, June 26, 1988, at the
Southold Town Hall to go on inspections.

Conservation Advisory Council, the meeting was adjouned at 5:10 P.M.
