SOUTHOLD TOWN
CONSERVATION ADVISORY COUNCIL
THURSDAY, JUNE 16, 1988
The regular meeting of the Southold Town Conservation Advisory
Council was held Thursday, June 16 , 1988, at 5:45 P.M. at the
Southold Town Hall, Main Road, Southold, New York 11971.
Present were: John Holzapfel, Chairman

REPORTS
Heather Tetrault and John Holzapfel reported that the scheduled
meeting with Sophie Morris and a DEC representative from Albany
to discuss the budget funding for the Southold Town CAC was cancelled.
It will be necessary to .notify the appropriate agency of the
DEC prior to August 1, 1988 to be eligible for the funding.
Heather Tetrault will handle the matter.
John Holzapfel reported on the Brown Tide Committee. - He stated
that the numbers are down and in some areas the water is the
clearest it has been in years .
Chairman Holzapfel attended the May Southold Town Trustees ' meeting
and reported that there were no problems.
JOhn Tuthill requested that nothing additional be added to the
inspections each month. He stated that it caused a scheduling
problem whereas the regular meeting immediately follows inspections .
DISCUSSION AND RECOMMENDATION OF WETLAND APPLICATIONS
On a motion made by John Holzapfel, seconded by Heather Tetrault ,
it was
RESOLVED to recommend to the Southold Town Trustees that Wetland
Application No. 625 submitted by Cliffor Eginton to construct
a 50 foot retaining wall with a return the the north side 12
feet and return on the south side at 8 feet and project to be
graded with approximately 30 yards of backfill be disapproved.

No major need is shown. The Council suggests the applicant re-
vegetate the slight problem area.

Vote of Council: Ayes : All
Motion carried.
On a motion by John Holzapfel, seconded by Daniel Kujawski, it was
RESOLVED to divide Wetland Application No. 628 of Anthony Panzarino
into two parts , identified as Part A and Part B.
The Council recommends approval of Part A which is to repair existing
deck; construct a timber dock with a fixed elevated walk; hinged
rampl float ; and construct an addition to the west side of beach
house.
Part B. The Council recommends disaproval of Part B which consists
of a retaining wall with returns ; backfilling; additions to existing
wood decks; construct concrete pads on north side of beach house .
The Council recommends disapproval because it feels that the appli-
cant has shown no nedd for the retaining wall and the additional
dick would be too close to the wetlands, and as a result wetlands
would be filled. The land is stable, further work would destroy
the wetlands .

Vote of Council: Ayes: John Holzapfel, John Tuthill, Margaret
Feeney, Heataher Tetrault , Daniel Kujawski,
Bruce Loucka
Nays: Betty Wells . Ms Wells does not feel:-, Part B
should be disapproved. She does agree, how-
ever with .the approval of Part A.
Motion carried.
On a motion by Daniel Kujawski, seconded by John Holzapfel, it was
RESOLVED to recommend disapproval to the Southold Town Trustees
concerning Wetland Application No. 629 submitted by En-Consultants,
Inc, for Linda Wilton to construct a one family house, bluestone
( or similar pervious matereil) ddriveway as indicated on submitted
site plan. Approximately 500 c.y. of clean fills to be truckedng
in tocraise grade. House will be served by public water and sewage
collection. , The CAC recommends disapproval because the property
is almost all wetlands . The Council also suggests the Trustees
ask the Bay Constable to inspect the site for possible violations .

Motion carried.
On a motion by Daniel Kujawski, seconded by Margaret Feeney it was
RESOLVED to recommend to the Southold Town Trustees disapproval
of Wetland Application No, of Andrew and Bernice Lettieri to
build an elevated catwalk over the fringe of marsh and install an
offshore mooring pipe. The CAC recommends disapproval because it
feels there is not enough space for the proposed project and it
would present a navigational hazard.

PLANNING BOARD APPLICATIONS
DBM Subdivision in Southold. The CAC did an inspection of the site
and felt there would be no problem. Suggest the applicant follow
the tree line and stake the wetlands. Mr. Holzapfel will convey
the CAC ' s comments to Town Planner, Valerie Scopaz .
Joseph Gazza subdivision in East Marion. The CAC had no comments
concerning this application.
Thorton Smith - Major subdivision. The CAC coulc not access the
site.
John--Holz=dpfel-will contact Valerie Scopaz about the Planning Board
applications which the CAC had inspected. At the same time he will
suggest to Ms. Scopaz that the applicants have the wetlands staked.
WAIVER REQUESTS
Recommend approval of waiver requests of Henry Smith, , Joseph Policano,
George W. Bornschein, Venetia McKeighan and Jon Mulholland.
DISTRIBUTION OF NEW APPLICATIONS
No. 630 - Alexander Williams to construct a 4 ' x 10 ' platform,
30" x 16 ' ramp and 6 ' x 20 ' float .

NO. 631 - Joseph Spitaliere to construct a single family dwelling,
associated sanitary system, gravel driveway and decking
as shown on submitted plans .

sanitary system, gravel drive and deck.

NO. 633 - Stephen Gottlieb to construct a 4 ' x 600 ' timber catwalk,
elevated 4 ' over existing vegetation.

No. 634 - Daavid Merz to construct a 150± l. f. stone revetment
( 50 - 100 lb. ) generally above SHW and extending from
top of bank seaward 6± ' . Construct an open wood deck

Group inspection
No. 635 - John Gutleber to construct a 3 ' x '14 ' stairway from top
of bank to dock consisting of a 4 ' x 40 ' fixed elevated
(4 ' above grade of marsh) walk; 3 ' x 14 ' hinged ramp;
8 ' x 28 ' float secured by two 8" diameter pilings.

The next meeting of the Southold Town Conservation Advisory Council
was scheduled for Tuesday, July 19 , 1988 at the Southold Town Hall,
Main Road, Southold, New York, at 4 : 30 P.M.
Group inspections will begin at 3 : 30 P.M. on Tuesday, July 19 , 1988.
Members will meet at the Southold Town Hall and proceed on inspections .
There being no further business to come before the Council, the
meeting was adjourned at 7 : 00 P.M.
