SOUTHOLD TOWN
CONSERVATION ADVISORY COUNCIL
JULY 19 , 1988
The Southold Town Conservation Advisory Council met Tuesday,
July 19, 1988 at the Southold Town Hall, Main Road, . Southold,
New York.
Present were: John Holzapfel, Chairman
Betty Wells , Member
John Tuthill, Member
Margaret Feeney, Member
Daniel Kujawski,Member
Bruce- Loucka, Member
Linda Cooper, Secretary
Absent was: Heather Tetrault , Member
The meeting was called to order at 5 : 35 P.M. by Chairman John
Holzapfel.
CHAIRMAN' S ANNOUNCEMENTS
The 1988 State of the Bays Conference is scheduled for Friday,
July 29 , 1988 at Southampton College of Fine Arts Theatre, Southampton .
The Town Board has approved the attendance by one CAC member.
John Holzpafel will attend and encourages any other CAC member,
who is interested to attend also.
John Holzapfel announced that he would be doing a series of articles ,
Focus on the Environment , in the Suffolk Times . He welcones
suggestions by the CAC.
John Holzapfel, the CAC representative at the Southold Town Trustees '
meetings , reported that all was going well.
Betty Wells , Daniel Kujawski, and John Holzapfel, reported on
a SEQRA seminar which they had attended. The general feeling

among the three members who attended the seminar, was that the
CAC should be included as part of the scoping sessions .
John Holzapfel reported that , to be eligible for the State CAC
funding a,_;etter of intent had to be sent out . Secretary Linda
Cooper advised the CAC that the letter was complete and only
needed the Chairman' s signature.
The 1988 Conference cnthe;..Environment-.has been announced. It
is scheduled for September 23 , 24 and 25 at Saratoga Springs,
New York. Further details will be forthcoming. The possibility
of submitting the CAC pamphlet to the awards committee was dis-
cussed. The CAC secretary will,,-:check into the matter further.
Betty Wells- encouraged the CAC members , to attend the Association
of Towns which is held every February. She has found it to have.
many topics of interest to the membership.
The Supervisor has requested that those interested in attending
the annual meeting on Fishers Island please notify-., lis office.
Betty Wells , Daniel Kujawski, and Bruce Louca plan to attend.
John Holzapfel requested that the members review a list of activites
he would like the CAC pursue, in keeping with the Council ' s functions .
1 . Wetland Overlays . Aerial maps are now on file in the Trustees '
Office. An overlay, showing the property lines is-also on
file.What is now needed is a Freshwater Wetlands overlay.
A CAC member or two could investigate the matter to determine
how to get the overlay made, by whom and the approximate
cost .
2 . Water Conservation Kits . John Holzapfel had received a couple
of kits which included gadgets to conserve water in the home.
He would like a volunteer to check into where to obtain the
kits and get an estimate of the costs .
3 . Shell Sanitation in Local Waters . Each town will have an
inventory of water quality and the state will be checking.

It will include a complete shoreline inventory.
4 . Road Runoff. Heather Tetrault had done a road runoff survey
a year or two ago. The matter must be pursued: and a follow-
up should be done.
5 . Dock and Ramp Specifications . To aid applicants, guidelines
need to be set up as to what the Trustees would prefer to
see when dealing with docks and ramps.
5 . Restructuring CAC . Evalute the role it plays and the future
it has in working with the County CAC, Trustees , and ZBA, etc.
7 . Coordinate Other Citizen Environmental Groups . Need a list
of various groups . Possibly set up a special meeting with
others . Include a list of the purposes behind each group.
After a brief discussion of the different projects, , members volunteered
for individual projects .

John Holzapfel stated that he has several other projects he would
like to see the CAC become involved with in the future, however:,•,
he felt that the members had plenty to do at present .
APPLICATIONS AND RECOMMENDATIONS
On a montion by John Holzapfel, seconded by Daniel Kujawski,
it was
RESOLVED to recommend to the Southold Town Trustees approval
of Wetland Applicaiton No. 630 of- Alexander Williams to construct
a 4 ' x 10 ' platform, 30" x 16 ' ramp and 6 ' x 20 ' float .
Cedar Point Drive East, Southold
Vote of Council: Ayes : All
Motion carried.
On a motion by John Holzapfel, seconded by Margaret Feeney, it
wasRESOLVED to recommend to the Southold Town Trustees disapproval
of Wetland Applicaitons: NO. -3631f..•.and.-No. -+632_�of-j_Joseph Spitaliere
to construct single family dwellings , sanitary systems, gravel
driveways and decking, as submitted. The CAC recommend disapproval
of these two projects because the proposed projects are within
75 ' of the wetlands ; . natural runoff from the properties would
go directly into the wetlands ; wells were not indicated on the
plans ; the Council feels these projects would cause serious evniron-
mental concerns . ROW off Cedar Point Drive, Southold.
Vote of Council: Ayes: All
Motion carried.
On a moiton by Margaret Feeney, seconded by Bruce Loucka, it
was RESOLVED to recommend to the Southold Town Trustees approval
of Wetland Applciaiton No.633 of Stephen Gottlieb to construct
a 4 ' x 600 ' timber catwalk, elevated 4 ' over existing vegetation.

Vote of Council: Ayes : All
Motion on carried.
Wetlandf Application No. 634 by David Merz was TABLED pending
further investigation.
on a motion by Margaret Feeney, seconded by Betty Wells , it was
RESOLVED to recommend to the Southold Town Trustees approval
of Wetlandk Application No. 635 of John Gutleber to construct
a 3 ' x 14 ' stairway from top of bank to dock consisting of a
4 ' x 40 ' fixed elevated ( 4 ' above grade of marsh) walk; 3 ' x
14 ' hinged ramp; 8 ' x 28 ' float secured by two 8" diameter pilings .

, DISTRIBUTION OF NEW APPLICATIONS
No. 636 - Andrew & Bernice Lettieri - Build elevated catwalk
over fringe marsh and install an offshore mooring pipe.

No. 637 - Mr. and Mrs . Lambert Javelera .- reconstruct a single
family dwelling, foundation and garage. Original dwelling
recently destroyed by fire. No constsruction to take
place seaward of original structure. Snow fencing
and hay bales to be utilzed to prevent runoff during
construction. LARGE MAP AVAILABLE

No. 638 - Dolores Holman - Construct two 30 ' timber groins near
middle and east side of bulkheaded property. Note:
Applicant seeks to duplicate approved project of Barbato

to an existing single family dwelling, 8 ' x 20 ' fixed
dock, 8 ' x 9 ' ramp, 8'.:x, 60 ' floaat dock and to dredge
a 40 ' x 70 ' area to a depth of 8 ' at MLW to allow for
the docking of the applicant ' s sailboat . Spoil to
be trucked to landfill for disposal (aaprx. 25,8. c.y. ) .
