Box 1179 TELEPHONE 7�0� �10� Southold, New York 11971 (516)765-1801 rV SOUTHOLD TOWN CONSERVATION ADVISORY COUNCIL AUGUST 23 , 1988 The Southold Town Conservation Advisory Council held its regular meeting on Tuesday, August 23 , 1988 at Southold Town Hall, Main Road, Southold, New York 11971. The meeting was called to order at 4 :55 P.M. by Council Chairman John Holzapfel. .Present were: John Holzapfel, Chairman Betty Wells , Member John Tuthill:, Member Margaret Feeney, Member Daniel Kujawski, Member Bruce Loucka, Member Linda Cooper, Secretary Absent was : Heather Tetrault REPORTS John Holzapfel reported that a grant was sent into the DEC. An RFP Solid Waste Management .which. has $300 ,000 . available to State CRCs . The Southold CAC .has requested funding of $41, 000 .00 to conduct an education program. The program would encompass pamplets and talks broken into three catagories . One part would be directed to the schools . It would involve lesson plans , involement in devopement of education concepts , pamphlets, and contests . The second part would concentrate on general public education. This would include public meetings , distribution of educational jpam- phlets , talks with slides, and displays. Part three would address the carters which would include the possiblity of new regulations regarding the, separtation of garbage from can-, bottles , etc. Five, thousdand dollars was earmarked for a coordinator for the different programs. Report from the State' of the Bays meeting indicates that the Bay is in critical condition. Southold was applauded for its -survey of runoff and use of reed beds to help improve water flowing into the bay. A meeting of the Council on Environmental Quality is scheduled for August 31 . The agenda includes the proposal to designate Peconic Bay as a Critical Environmental area. CAC members Margaret Feeney, Bruce B.o)ucka and Betty Wells indicated that they would try to attend the meeting. t August 23 , 1988 Page 2 r SUBCOMMITTEE REPORTS Betty Wells, who was in charge of assembling a list of environ- mental groups , reported that thus far she has been able only to gather a list for Fishers Island and New Suffolk. John Holzapfel asked that she continue with her list and submit it at the next meeting. He also suggested that she contact Ronnie Wacker of the North Fork Environmental Council for assistance. Bruce Loucka, volunteered to look into the Shellfish Sanitation in local waters: He reported that he had been in contact with Trustee Jay Bredemeyer. He stated that although the government has listed NYS as nonconforming, the situation is not urgent and matters are still very much up in the air. Daniel Kujawski, who was responsible for contacting the Trustees for dock and ramp specifications, reoprted that the Trustees were able to supply him with a sheet of guidelines . Margaret Feeney reported that the matter of overlays should wait until October of this year, at which time the States Freshwater Wetland maps would be available. At that time overlays could be checked into. Linda Cooper, assigned to check into Water Conservation Kits which were distributed by other twons reported that she had re- ceived the names of suppliers and informal price quotes. Prices ranged from $ .36± to $ .76± per kit , with the higher priced kit containing more water conservation "gadgets" . John Holzapfel and Daniel Kujawski were unable to meet during the month to work up a program for restructuring the CAC and the role it plays within the town. John Holzapfel did report on some legislation by the Trustees regarding pump-out stations . All new marinas would be required to install pumpout stations . At this point , the need to educate the public about the facilities is of upmost importance. With the local and state governments working together with marinas , pump-out stations will soon become more prevalent . APPLICATIONS AND RECOMMENDATIONS On a motion by John Holzapfel, seconded by Margaret Feeney, it was RESOLVED to recommend to the Southold Town Trustees disapproval of Wetland Application No. 634 of David Merz to construct a 150± l.f. stone revetment (50-100 lb. ) generally above SHW and extending from top of bank seaward 6± ' and construction of an open wood deck on south side of existing house. (Maximum dimensions of deck will be 43 ' 6" x 16 ' 6" . The Council recommends disapproval because it feels the area would be better served with a bulkhead. A stone revetment would cause more damage. J August 23 , 1988 Page 3 On a motion by John Holzapfel, seconded by Daniel Kujawski, it was RESOLVED to recommend to the Southold Town Trustees disapproval of Wetland Applicaiton No. 636 of Andrew and Bernice Lettieri to build an elevated catwalk over fringe of marsh and install an offshore mooring pipe. The council recommends 'disapproval because it feels the proposed project is not practical. . There is not enough space and therefore would create a dangerous situation. 1200 Cedar Point Drive East , Southold. Vote of Council: Ayes: All Motion carried. Wetland Application No. 637 of Mr. and Mrs Lambert Javelera was tabled The CAC was informed that the application is due to be resubmitted. The CAC will make a recommendation after it has reviewed the new material. Equestrian Aavenue, Fishers Island. On a motion by John Holzapfel, seconded by Margaret Feeney, it was RESOLVED to recommend to the Southold Town Trustees disapproval of Wetland Application No. 638 of Dolores Holman to construct two 30 ' timber groins near middle and east side of bulkheaded property. The Council recommends disapproval because it feels the project does not represent the best engineering. The space between groins should be ata least two and a half to three times the length of the groin and filled with sand. The Council suggests only one groin may perform better. The groin should .be of a low profile and filled with sand: West Lake Road, Southold. Vote of Council: Ayes: All Motion carried. Wetland Application No. 639 of Frank and Antoinette Notaro was tabled. The application shows no access to the dock and the CAC cannot make a recommendation until that information is supplied. Calves Neck Road, Southold. Wetland Application No. 640 of the Gardiners Bay Estae Home Owners Association Inc. was tabled. The CAC needs further information from the applicant showing the bulkhead and catwalk. Boat channel and Spring Road, East Marion. The housing project proposal on Richmond Creek, Peconic, was tabled. Chairman Holzapfel wanted to check some legal questions with the Town, Attorney before making a recommendation.. DISTRIBUTION OF NEW APPLICATIONS No. 641 - Laughing Waters Property Owners Association - to reconstruct in kind/in place approx. 227' of deteriorated timber bulkhead. An area 3' seaward of said structure shall be dredged to a depth of 3' at MLW. The resultant spoil;_ approx—50 c.y. of sand shall be utilized as backfill for the new bulkhead. Group Inspection ruaust 23 , 1988 Page 4 No. 642 - Paul Ferdenzi - To construct a walkway 20' x 4' , hinged ramp 12' x 4' , and floating. dock 16' x 6' ; install two 8" piles . to secure floating dock. Cedar Point Road West, Southold. Daniel Kujawski Inspection No. 643 - Nicholas Theoharides - To construct a timber dock consisiting of an 8' x 8' raised platform with bench/locker to store gear; steps; 4' x 20' fixed elevated (4' above grade of marsh) walk; 4' x 16' hinged ramp; 6' x 16' float secured by four 8" .dianeter pilings. Dredge a 30' x 30' area around float and 10' x 140' channel, all to maximum depth of 4' below mean low water to connect to previously dredged area of Henry Smith to south. Approximately. 200 c.y. of spoil will be removed by barge-mounted crane and off-loadedto suitable upland site. 800 Maple Avenue, Southold. Group Inspection No. 644 - Thomas E. Boyle - To repair existing concrete wall by reinforcing with rip-rap in front of and behind existing wall in an attempt to prevent collapse. Truck in fill from an upland source to place behind existing wall. Leeton Drive, Southold. Daniel Kujawski Inspection No. 645 - Thomas E. Boyle - To construct a rock bulkhead, approximately 90' . Leeton Drive, Southold. Daniel Kujawski Inspection No. 646 - Robert E. Mitchell - Construct a walkway 12' x 4' ; hinged ramp 12' x 3' ; and floating dock 16' x 6' ; install two 2-pile dolphins to secure floating dock. Oakwood Drive, Southold. John Holzapfel Inspection No. 647 - Kenneth Rock - Replace (within 18:) 193 linear feet of existing timber bulkhead. Remove and replace (in same locations and configuration) 27' and 7' bulkhead section on extreme east and west sides. Maintenance dredge basin and channel (total dimensions 170' x 25') to maximum depth of 4' below mean low water. Approximately 300 c.y. of spoil will be removed by barge to suitalbe upland- site. 1200 Broadwaters Road, Cutchogue. Group Inspection No. 648 - Harold Knight _ To construct a 16' angled bulkhead return on north side of property and backfill with 7± c.y. of clean-loam to be trucked in from upland source. Return is needed to prevent further loss of backfill from existing damaged bulkhead. Calves Neck Road, Southold. John Holzapfel Inspection ' August 25 , 1988 Page 5 No. 649 - Alfred Nadel - Approval of completed project as follow,s.:, Construct 127± l.f. of timber bulkhead above mean high water to connect to existing adjacent bulkheads 11' from corner of westerly, 6' from corner of easterly and backfill with 50 c.y of clean upland fill. Construct timber pier, 4' x .18' catwalk, min. of 3'' above grade, 4' x 12' hinged ramp, 6' x 16' float anchored by two piles. Robinson Road, Southold. John Holzapfel Inspection No. 650 - Joseph Policano - To clear 75' x 120' of dead trees and underbrush at Inlet View Estates, Lot 13. Some soil may be disturbed during tree removal. (NOTE: CAC recommended approval of Waiver Request) Inlet View East, Mattituck. Betty Wells Inspection No. Port of Egypt Enterprises, Inc. - To erect a 25,440 square foot boat storage building. Route 25, Southold. Group Inspection. SET NEXT MEETING AND INSPECTION DATE The next regular meeting of the Southold Town Conservation Advisory Council was scheduled for Tuesday, September 20, 1988 at 4 :30 P.M. at the Southold Town Hall, Main Road, Southold, New York Group inspections were scheduled for Tuesday, September 20, 1988.
