Box 1179 0 � � (516) 765-1801 Southold, New York 11971 SOUTHOLD TOWN CONSERVATION ADVISORY COUNCIL TUESDAY, OCTOBER 18, 1988 The meeting of the Southold Town Conservation Advisory Council was held Tuesday, October 18, 1988 at 4 : 30 P.M. at the Southold Town Hall, Main Road, Southold, New York 11971 . Present were: John Holzapfel, Chairman Betty Wells, Membe John Tuthill, Member Daniel Kujawski, Member Margaret Feeney, Member Bruce Loucka, Member Linda Cooper, Secretary Absent was: Heather Tetrault The meeting was called to order at 5 : 00 P.M. by Chairman John Holzapfel. Chairman ' s Announcements Chairman Holzapfel announced that there would be a meeting of the CEQ the following week, however, the agenda contained no matters concerning Southold Town. He also reported that he was scheduled to meet with the Southold Town Board for a Budget Review the following Tuesday at 3 : 00 P.M. Reports Daniel Kujawski had attended the Annunal Conference on the Envir- onment and reported that the main topic concerned recycling. Among items of interest was the fact that 990 of toxic waste is destroyed by incineration. It was suggested that Betty Wells use the list of environmental groups which she had compiled by sending each group a letter to introduce the CAC and give the groups a general idea of the CAC ' s functions . It was also suggested she include a copy of the CAC ' s pamphlet with each letter. Bruce Loucka reported on a matter he had discussed with the Southold Town Attorney regarding who was responsible for violations of land clearing. He was informed that whomever was present at the time could be held responsible, whether it be the owner, contractor, bulldozer driver, etc. ' Page 2 Chairman Holzapfel would be checking with Heather Tetrualt concerning identification projects for overlay maps . Discussion and Recommendation of Wetland Applications On a motion by John Holzapfel, seconded by Daniel Kujawski, it was RESOLVED to concur with any recommendation by Environmental Consultant Larry Penny regarding Wetland Application No. 652 of Linda Wooldridge to construct a single family dwelling, decking, sanitary system, gravel drive, pool and decking. Private Road, Fishers Island Vote of Council: Ayes : All Motion carried. On a motion by Daniel Kujawski, seconded by Margaret Feeney it was RESOLVED to recommend to the Southold Town Trustees approval with stipulation of Wetland Application No. 653 of Linne ' s Ostling to replace existing bulkhead approximately 12 " - 18 " in front of existing bulkhead which would be in allignment with the existing bulkhead of the southerly neighbor. The CAC recommends applicant regrade slope of backyard or put in system of drywells to control runoff. Osprey Nest Road, Greenport . Vote of Council: Ayes : All Motion carried. On a motion by John Holzapfel, seconded by Daniel Kujawski, it was RESOLVED to recommend to the Southold Town Trustees approval with stipulations of Wetland Application No. 654 of Harold W. Conroy to construct new bulkhead within 18 " of existing bulkhead. CAC recommends applicant to put in system of drywells to contain runoff before it reaches the bulkhead. Applicant should note that over fertilization of lawns contribute to the water pollution problems . Lighthouse Lane, Southold. Vote of Council: Ayes : All Motion carried. On a motion by John Holzapfel, seconded by Bruce Loucka, it was RESOLVED to recommend to the Southold Town Trustees disapproval of Wetland Application No. 655 of Robert K. and Elizabeth A. Simon to build a 12 story, single family dwelling consisting Of 1000 square feet . The CAC recommends disapproval because the project would damage the environment ; project is too close to the wetlands and the cesspools would drain downhill into the wetlands . ' ROW off Indian Neck Land/Wood Lane, Peconic. Vote of Council: Ayes : All Motion carried. Page 3 On a motion by Margaret Feeney, seconded by John Tuthill, it was RESOLVED to recommend to the Southold Town Trustees approval of Wetland Application No. 656 of Martin W. Kruse to construct 45 ' of 4 ' catwalk, 80 ' of 6 ' dock, 8 ' x 40 ' float dock with a 20 ' ramp and related mooring pilings . The CAC approves , however, it would like to note that the length of the dock exceeds the Trustees ' guidelines of 751 . ROW off Indian Neck Lane/Wood Lane, Peconic . Vote of Council: Ayes : All Motion carried. On a motion by John Holzapfel, seconded by Bruce Loucka, it was RESOLVED to recommend to the Southold Town Trustees approval with stipulations of Wetland Application No. 657 of Robert Keith to construct a one-family house, sanitary system, drive- way, and decks as shown on revised plans . Approximately 475 c.y. of fill to be imported to raise grades as shown on plans . The CAC- that there be no disturbance of land within a 50 ' buffer area and that area be left as a buffer area and undisturbed for perpetuity. Willis Creek Drive , Mattituck. Vote of Council: Ayes: All Motion carried. The Southold Town Conservation Advisory addressed Wetland Application No. 659 , No. 660, No. 661, No. 662 , No. 663 and No. 664 as an omnibus motion. Applicants are : Monica Kenny, Gilbert Pinkham, Joseph H. Williams , Nickolas Pace, Charles M. McCormick, and Canning Elliffee. On a motion by John Holzapfel, seocnded by John Tuthill, it was RESOLVED to recommend to the Southold Town Trustees approval with -recommendations for applicants to remove and replace existing bulkheads in same location and configuration, and dredge as requested with spoil being place as per requested _ in applications . The CAC wishes all applicants be advised that lawns grown to the edge of . a bulkhead can cause water pollution. The Council recommends that there be no fertilzation within 20 ' of the bulkheads and recommends that natural would be best within the 20 ' buffer. Natural vegetation would act as a filter for any runoff which may occur from the properties . Lake Drive and Reydon Drive, Southold. Vote of Council: Ayes : All- Motion carried. Page 4 On a motion by Daniel Kujawski, seconded by Margaret Feeney, it was RESOLVED to recommend to the Southold Town Trustees disapproval of Wetland Application No. 665 of Southold Shores Boat Basin , Inc. to enlarge an existing, private , non-commercial mooring facility at allow for 21 slips, one for each home owner in Southold Shores . This shall include the addition of an additional 385 ' of 4 ' wide float docks as per submitted plans . The CAC disapproves project as submitted. The Council suggests the applicant extend the existing dock out to accomodate the extra slips . The Coucnil is concerned tPiat the configuation, as submitted, would increase the number and size of boats in the small waterway which could cause environmental problems . Foot of Blue Marlin Drive, Southold. Vote of Council: Ayes : All Motion carried. On a motion by Margaret Feeney, seconded by John Holzapfel, it was RESOLVED to recommend to the Southold 'Town Trustees disapproval of 'Wetland Application No. 666 of Arthur J. Bujnowski to construct a timber groin of approximately 35 ' in length as submitted. The CAC feels there is no need shown for the project , a beach cannot be created, and project would damage downdrift . 1365 Watersedge Way, Southold. Vote of Council: Ayes : All Motion carried. On a motion by Margaret Feeney, seconded by John Holzapfel, it was RESOLVED to advise the Southold Town Trustees that, to the Council ' s knowledge, at present , there is not any problems with the Planning Board subdivision, Long Meadow Estates . Off Sound Avenue, Mattituck. Vote of Council: Ayes : All Motion carried. On a motion by John Holzapfel, seconded by Daniel Kujawski, it was RESOLVED to recommend to the Southold Town Trustees disapproval of Wetland Application No. 639 of Frank and Antoinette Notaro to construct two additions to an exisiting single family dwell- ing, 8 ' x 20 ' fixed dock, 8 ' x 9 ' ramp, 8 ' x 60 ' float dock and to dredge a 40 ' x 70 ' area to a depth of 8 ' at MLW. Revised to install 3 ' x 80 ' railroad tie stairway at the request of the Southold Town Trustees . The CAC disapproves the dredging project . The area to be dredge is too deep and too vast . The CAC suggests the applicant revise the dredging project to 6 ' deep and smaller area be dredged, about 20 ' x 70 ' would be sufficient . Calves Neck Road, Southold. Vote of Council: Ayes: All Motion 'carried. Page 5 Distribution of New Applications No. 667 - Robert G. Kassner on behalf of Nunnakoma Waters Association, Inc. Dredge channel, approximately 3600 c.y. of material to be hydraulically removed and pumped to adjacent beach as nourishment. Corey Creek, Southold. Southerly end of Wampum Way Group Inspection No. 668 - Mattituck Inlet Marina - Proposed dock and dredging Mill Road, Mattituck, Group Inspection No. 669 - Marie Nerosyan- To remove and replace (in same location and configuration) 23 I,f. of existing timber blulkhead and attach to existing bulkheads to north and south. An 8' return will be constructed on north side. Replace an existing stairway and 8' x 11' fixed dock with 4' x 20' walk. Maximum 10 c.y. of spoil will be removed from in front of bulkhead to 3' below MLW and used as backfill. Mesrobian Drive, Laurel Margaret Feeney inspection. No. 670 - George Anderegg, Jr. - Remove and replace (in same location and configuration) 57 I.f. of existing timber bulkhead and two 4' returns. Backfill with concrete to be brought in. NOTE: Bulkhead to be removed is second exisitng bulkhead. First bulkhead will remain. 9.045 Nassau Point Road, Cutchogue. (To find: 78A shows on mailbox. Group Inspection Next Meeting and Inspecion Date and Time The CAC set the next meeting for Tuesday, November 15 , 1988 at 4 : 30 P.M. at the Southold Town Hall. i Group inspections were scheduled for Tuesday, November 15 , 1988 at 3 : 00 P.M.
