SOUTHOLD TOWN
CONSERVATION ADVISORY COUNCIL
TUESDAY, NOVEMBER 29, 1988
4 : 30 P.M.
The Southold Town Conservation Advisory Council held its regular
meeting on Tuesday, November 29 , 1988 at 4:30 P.M. at the Southold Town
Hall, Main Road, Southold, New York.
Present were: John Holzapfel, Chairman

Chairman John Holzapfel called the meeting to order at 4 :40 P.M.
John Holzapfel announced that the Connors DEIS public hearing was
scheduled for the next Trustees ' meeting and comments would be accepted
until December 9 , 1988. Margaret Feeney would be making comments as
the CAC representative.
A motion was made by John Tuthill, seconded by Bruce Loucka and
approved unanimously to approve the minutes of October 18, 1988 and
November 15, 1988.
DISCUSSION AND RECOMMENDATION OF WETLAND APPLICATIONS
Wetand"Appl cations-No: -6-7-2—of Young's -Marina to extend--existing` `steel

bulkhead 45 ' to prevent further erosion and dredge approximately 100 c.y.
from existing channel was tabled by the Council.
On a motion by John Tuthill, seconded by Betty Wells it was
RESOLVED to recommend to the Southold Town Trustees approval of Wetland
Application NO. 673 of David C. Creato to restore pond filled in by runoff
and silt from area farms and reduce road flooding.

On a motion by Heather Tetrault , seconded by Daniel Kujawski, it was
RESOLVED to recommend to the Southold Town Trustees approval with recommend
ations of Wetland Application No. 674 of William Corwin to construct
an irregular shaped wooden deck on the north and east of the single
family dwelling as shown on submitted site plan. ( Project shown on
submitted plan was recommended by the NYSDEC . ) The CAC approves with
the recommendation that applicant install drywells and add naatural
plantings between the lawn and wetlands .

Motion carried.
Wetland Application No. 675 of Oyster Farm Associates to dredge, enlarge,
and bulkhead existing marine basin was tabled by the Council. The
Council has serious reservations concerning the project . Also it would
like to consider the project as a whole, not segmented, other Departments.
may have some influence on the project as a whole.
On a motion by John Tutill, seconded by Bruce Loucka, it was
RESOLVED to recommend to the Southold Town Trustees disapproval of Wetland
Application No. 676 of Gus Wade to install a 65 ' x 8 ' ( clear) prefabricated
steel bridge to span former underwater (now filled upland) of Trustees .
Bridge to be supported by concrete vertical members at each end. Approx-
imately 175 c.y. of clean sand and loam fille to be trucked in and
capped with 15 c.y. of gravel to create sloped "ramps" at each end.
Purpose of the bridge is to allow access to proposed house of applicant
for which permission is also being requested. House will be "pedestal"
type and to' have associated sanitary system, blluestone driveway, etc.
All work to be as submitted plans .
The CAC disapproves as it feels it is an environmentally dangerous project .
The Council disapproves of the proposed house in the location as proposed.
Since it disapproves of the house, there is no need for the access bridge.
The Council also questions the segmenting of the SEQRA process.
On a motion by Bruce Loucka, seconded by John Holzapfel, it was
RESOLVED to recommend to the Southold Town Trustees approval with stipula-
tions Wetland Application NO. 677 of Village Marine to construct an
8 ' x 40 ' accessory building within existing parking area for use in
equipment storage and services . Building to be located adjacent to
existing structure. The CAC recommends approval with the recommendation
that applicant install a pumpout station and that stipulates that appli-
cant install catch basins . Since servicing will be done in the build-
ing provisions must be made to prevent any seepage or runoff into adjacent
waters .

Motion carried.
On a motion by John Holzapfel, seconded by Heather Tetrault , it was
RESOLVED to recommend to the Southold Town Trustees approval with stipu-
lations of Wetland Application No. 679 of Frederick Krug to maintenance
dredge indented area 8 ' x 58 ' to 4 ' below MLW, approximately 18 c.y.
to be removed and placed on owner ' s property. The Council approves
if the applicant places the spoil at least 75 ' from the edge of creek.

Wetland Applicaiton No. 680 of Lew Edson to construct a' one family
dwellin, sanitary system, deck, bluestone driveway, and well,
as shown on submitted site plan was tabled by the ':Council.
On a motion by Margaret Feeney, seconded by John Tuthill, it was
RESOLVED to recommend to the Southold Town Trustees approval
of Wetland Application NO. 681 of Philip Salice to add two 6 '
x 10 ' extensions to easterly ends 'of existing floating docks .
Extensions are needed as esisting water depths are insufficient
to keep boat afloat at all tidal stages .

Vote of Council: Ayes: All
Motion carried.
On a motion by Heather Tetrault , seconded by John Tuthill, it was
RESOLVED to recommend to the Southold Town Trustees approval
with a stipulation Wetland Application No. 682 of John Stack
to construct a 20 ' x 50 ' in ground swimming pool and 60 ' x
120 ' tennis court which will be in ejjxcess of 100 ' from a
small, man made ppond to west of subject parcel. The CAC
approves with the stipulation that no land clearing be done
within 75 ' of the wetlands .

Vote of Council: Ayes : All
Motion carried.
On a motion by Betty Well, seconded by Maragaret Feeney, it was
RESOLVED to recommend to the Southold Town Trustees denial
of the waiver and approval with stipulations of Wetland Appli-
cation No. 683 of Dr. Frank Sciotto to construct a pool, decks
and gazebo as shown on submitted plans. (Waiver requested
as all work to be- landward of bulkheads. ) The CAC recommends
denial of the waiver to allow the public an opportunity to
voice any opposition. The CAC recommends approval of the
application with the stipulation that applicant installs drywells
to contain backwashing and that applicant truck in water to
fill the pool as not to endanger the watertable.

Motion carried.
On a motion by John Tuthill, seconded by John Holzapfel, it was
RESOLVED to recommend to the Southold Town Trustees approval
of Wetland Application NO. 684 of J. Trataros to construct
one 4 ' x 30 ' timber catwalk (elevated 4 ' over existing marsh) ,
3 ' x 16 ' aluminum ramp, 6 ' x 20 ' float and install two 2" x 20 '
galvanized pipes as mooring poles .
Private ROW off Main Road, East Marion.
Vote of Council: Ayes: All
Motion carried.
On a motion by Heather Tetrault , seconded by Bruce Loucka, it was
RESOLVED to recommend to the Southold Town Trustees disapproval
of Wetland Application No. 685 of Frank and Sandra Curran
to build a pool and deck. The CAC recommends disapproval
because the project is too close to the wetlands and ground-
water. Backwash would go into the creek and it is located
within the floodplain.

DISTRIBUTION OF NEW APPLICATIONS
No new applications were received within the past month.
SET NEXT MEETING DATE
The next meeting of the CAC was scheduled for Monday,
Decmeber. 12 , 1988 at 7 : 00 P.M. at the Southold Town Hall,
Main Road, Southold, New York.
The meeting will deal with discussions of environmental
issues, the brochure, and other topics before the Council.
There being no further business to come before the Council,
the meeting was adjourned at 6 : 15 P.M.
