SOUTHOLD TOWN
CONSERVATION ADVISORY COUNCIL
December 12 , 1988
7 : 00 P.M.
A meeting of the Southold Town Conservation Advisory Council
was held Monday, December 12 , 1988 at 7 : 00 P.M. at the Southold
Town Hall, Main Road, Southold, New York.
Present were: John Holzapfel, Chairman
Margaret Feeney, Member
Daniel Kujawski, Member
Bruce Loucka, Member
John Tuthill, Member

The meeting was held to discuss environmental topics of concern
to the Council
John Holzapfel began the discussion by telling of a scince
conference held in Charleston. Orin Peltner, geologist from
Duke University and coastal expert was a speaker at the con-
ference. He spoke of beach replishment projects . The govern-
ment would spend million of dollars to rebuild community
beaches and studies have shown that two years later the beaches
would be gone again. Another topic discussed was what was
considered the gradual rise of the sea. Studies indicate
that instead of gradual, the rise appears to be accelerating.
A discussion was held concerning the brochures the Council
plans to publish. The brochures would be reprints of the
articles written by John Holzapfel and published by the Suffolk
Times . The articles dealt with environmental concerns and
ways the general public could avoid or diminish some of the
concerns. The Council decided, with the permission of the
Town Board, to encumber 1988 funds to cover the cost of publish-
ing. The publication would be in booklet form. The possibility
of inserting the booklets into local newspapers as a means
of reaching the greatest amount of residents and property
owners .

Bruce Loucka reported on research he had done regarding the
Young' s Marina application (Wetland Application NO. 672 ) .
Mr. Loucka suggested the Council approve the application.
His research had revealed the application had been changed
and the project had received NYSDEC approval with the amendments .
The Council decided to add the Lew Edson application (Wetland
Application NO. 680 ) to the next group inspection for reinspection.
A NYSDEC permit is still needed by the applicant .
A check by the Council revealed that the NYSDEC permit had
expired in the Gus Wade project . (Wetland Application
No. 676 ) . The Council still recommends disapproval of the
application. The Council also discussed the driveway materail
left by Mr. Wade on Town bottoms. Mr. Wade was given a direct-
ive to remove the material but apparently never followed the
directive.
Daniel Kujawski reported on an aerial photo course he had
attended. The course supplied a greaat deal of bachground
information and taught those attending how to read aerial
photographs to pick out differnt zoning aread, condos, etc.
Chairman Holzapfel reported thata the Town Board had approved
the CAC budget and will allow the chairman to be paid as a
part-time environmentalist . Among the duties of the chairman
would be to represent the CAC at ZBA, Planning Board and Trustee
meetings . The person would be responsible for reports, and
studying and commenting on DEIS. The other members felt the
person should be responsible for reporting to the Council,
and be directed by the Council, and anserable to the members .
The members discussed the Core Watershed Protection Area report
presented to them at an earlier meeting by Mark McDonald.
They felt they supported the concept of the report however
concern was expressed for the property rights of the individuals .
The consequences of the CWPA should be clearly spelled out
to the property owners within the area. Also, any tax reductions
on their property which may occur should be explained to those
property owners within the area. In addition, it was suggested
that the effect of increased density in the receiving zones
as a result of Transfer Development Rights be studied.
The Council is still awaiting notification from Albany con-
cerning the Solid Waste grant for which the Council had applied.
The meeting was adjourned at 9 : 00 P.M.
