Box 1179 TELEPHONE oy�01 Q� Southold, New York 11971 (516)765-1801 l�il r SOUTHOLD TOWN CONSERVATION ADVISORY COUNCIL FEBRUARY 17 , 1989 A meeting of the Southold Town Conservation Advisory Council was - held Thursday, February 17 , 1989 at the Southold Town Hall, Main Road, Southold, New York. " The meeting was called to order at 3 : 35 P.M. by Chairman John Holzapfel. Present were: John Holzapfel, Chairman Bruce Loucka, Member Margaret Feeney•, Member John Tuthill, Member Daniel Kujawski, Member Betty Wells, Member ( 4 : 00 P.M. ) Linda Cooper, Secretary REPORTS John Holzapfel and Bruce Loucka discussed the progress of scallop repopulation in the bay. A meeting of- the CEQ was held the 15th and the runoff problem at Hashamomque Pond was discussed for consideration of monies being used to correct the jproblems associated with runoff at the pond. Margaret Feeney reported that her husband is trying to persuade his class, to do a survey of plastic bag users as a class project : GUEST SPEAKER Southold Town Attorney James Schondebare spoke' to the Council about the SEQRA process . REPORTS ( cont . ) Betty Wells reported that she has a rough draft of the letter to send to the different environmental groups to advise them of the CACs existance and availability. JOINT MEETING WITH TRUSTEES Trusstee President Frank Kujawski and other members spoke to the council concerning the revamping of the Wetland Application system. Henceforth, the Trustees will wait for the Council ' s inspection and comments before the Trustees inspect and assess an application. This is being done to speed up the application process . L 2/19/89 Page 2 DISCUSSION AND RECOMMENDATION OF APPLICATIONS On a motion by John Holzapfel, seconded by Margaret Feeney, it was RESOLVED to recommend to the Southold Town Trustees approval of Wetland Application No. 11-88-78-2-42 of Joseph J. Verwayen to 8 a private boat dock consisting of fixed elevated ( 3 " above grade of marsh) catwalk, hinged ramp, and two floates secured by pilings. 2750 Glenn Road, Southold. Vote of Council: Ayes: All Motion carried. On a motion by Margaret Feeney, seconded by John Tuthill, it was RESOLVED to recommend to the Southold Town Trustees approval with stipulations of Wetland Application No. 11-88-113-6-11 for Gerald Wood to construct a timber dock consisting of a 45 ' x 104 ' fixed elevated (min. 3 . 51 ) walk with outer 5 ' x 36 ' "L" to west . Inner end of dock will be approximately in line with two existing timber pilings and 15 ' west of them. jProposed dock will extend a distance equal to existing adjacent dock to east . The Council recommends approval with a further recommendation that natural plantings in the area to be filled behind the railroad ties to avoid runoff into the creek. Holbrook Lane, Mattituck. Vote of Council: Ayes: All Motion carried. On a motion by Margaret Feeney, seconded by John Tuthill it was RESOLVED to recommend to the Southold Town Trustees approval of Wetland Application No. 1-1-89-127-68 submitted by John and Eleanor Bastone to construct a floating dock and landing. 1810 North Oakwood Road, Laurel. Vote of Council: Ayes: All Motion carried. On a motion by Margaret Feeney, seconded by John Tuthill it was RESOLVED to recommend to the Southold Town Trustees approval of Wetland Application No. 10-88-123-4-5 of Thomas Palmer to replace a 53 ' x 3 ' catwalk and 16 ' x 8 ' float and additional work to dwelling consisting of a 12 ' x 37 ' wood deck to rear of dwelling, 8 ' x 37 ' extension and 11 ' x 22 ' gargage to front of dwelling and move existing 8.4 ' x 8. 4 ' shed to west side of lot ( further from HWM) . 2050 Deep Hole Drive, Mattituck. Vote of Council: Ayes : All Motion carried. 0 a motion by Bruce Loucka, seconded by John Holzapfel it was RESOLVED to recommend to the Southold Town Trustees approval of Wetland Application No. 1-3-89-56-5-36 of Mateo Lettunich to reinforce westerly concrete and rock seawall, including returns and reconstruct easterly rock revetement with additional rocks and filter cloth. The Council recommends approval since the work needs to be done but they would like to go on the record that if the work was a new project they would have recommended disapproval. 2/16/89 Page 3 Bay Home Road, Southold. RESOLVED to recommend to the Southold Town Trustees approval of Wetland Application No. 12-3-88-98-3-17 of Margaret McGwire to8 erect a two-story garage. 22 ' x 28 ' and an adjacent 12 ' x 12 ' storage shed. 365 Campfire Lane (east end) , Peconic. vote of Council: Ayes: All Motion carried. On a motion by Bruce Loucka, seconded by Daniel Kujawski it was RESOLVED to recommend tot he Southold Town Trustees approval of Wetland Application No. 1-5-89-80-3-16 of Hewnry Arbeeny to remove and replace ( in same location and configuration) 60 l. f. of timber bulkhead, dredge a maximum of 10 c.y. (to 3 ' below MLW) from an area 10 ' in front of bulkhead and use spoil for backfill, remove existing dock and replace with 3 ' x 12 ' hinged ramp and 6 ' x 16 ' float secured by two 2-pile dolphins . Lake Drive, Southold. Vote of Council: Ayes: All Motion carried. On a motion by Bruce Loucka, seconded by Daniel Kujawski it was RESOLVED to reocmmend tot he Southold Town Trustees approval of Wetland Application No. 12-88-80-3-17 of John Van Vladrichen to remove and replace in same location and configuration, 60 l.f. of timber gulkhead; dredge a maximum of 10 c.y. in fornt of bulkhead and use spoil as backfill; remove existing dock and replace with 3 ' x 12 ' hinged ramp and 6 ' x 16 ' float secured by two 2-pile dolphins. Lake Drive, Southold. Vote of Council: Ayes: All Motion carried. DISTRIBUTION OF NEW APPLICATIONS No. 696 12-7-88-81-1 Paradise Point Association to maintenance dredge 500 c.y, of material from mouth of basin off Southold Town Harbor. Spoil to be placed as shown on submitted plan. Basin Road, Southold Group inspection. No. 697 12-88-38. 1-1-22 Crescent Beach Condo Association to construct a fixed dock 150 ' x 4 ' , a 10 ' x 3 ' ramp to a 6 ' x 20 ' float . On Condo beach front - foot of Maple Lane, East Marion. Group inspection. No. 698 1-5-139-1-21 Zahra Benz to replace catwalk, ramp and floating dock. 575 Westview Drive, Mattituck Margaret Feeney inspection. No. 699 12-4-88-90-1-16 Thomas Prokop to construct a boat dock, retaining wall and floating dock. Little Peconic Bay Lane, Southold. Betty Wells inspection. 2/17/89 Page 4 Planning Board Application - 1000-79-5-20 . 5 Ray Kerister - Request 8 from Trustees to make a determination whether- project is within Trustee jurisdication. North Bayview Road, Southold. Bruce Loucka inspection. SET NEXT MEETING AND INSPECT'I'ON DATES The next regular meeting of the Council was scheduled for Tuesday, March 7, 1989 at 4 :00 P.M. at the Southold Town Hall. Group inspections will be Tuesday March 7 , 1989 at 3 : 30 P.M. Members will meet at the Southold Town Hall.
