Box 1179 Telephone (516) 765-1801 Southold, New York 11971 i SOUTHOLD TOWN CONSERVATION ADVISORY COUNCIL TUESDAY, MARCH 7, 1989 A meeting of the Southold Town Conservation Advisory Council was held Tuesday, March 7, 1989 at the Southold Town Hall, Main Road, Southold, New York 11979 . Present were: John Holzapfel, Chairman John Tuthill, Member Betty Wells, Member Bruce Loucka, Member Daniel Kujawsk`i, Member Margaret Feeney, Member Stephen Angell, Member Linda Cooper, Secretary Chairman John Holzapfel called the meeting to order at 5 : 00 P.M. .GENERAL DISCUSSION AND REPORTS Chairman HOlzapfel reported that the DEC has developed a list of what is considered natvie or nataural plantings and copies of same were distributed to all members. John Holzapfel also discussed the previous month' s Trustee meeting. During that meeting the dredging problem was discussed. Trustee Krupski had stated that the boat should fit the crrek and not the creek fit the boat ! Therefore, dredging projects which are submitted because a boater cannot navigate a large boat in a small area should be carefully studied and not given automatic approval. Bruce Loucka stated that areas of maintenance dredging were virtually shellfishless. The runoff problem at Hallocks Bay was discussed. John Tuthill has pictures of runoff pipes leading to the bay from state roads . It was decided that a letter would be sent to the NYSDOT asking that the problem be corrected. John Tuthill would supply the pictures as evidence. Stephen Angell, the newest member of the CAC was introduced to all the members . Mr. Angell was appointed to fill the unexpired term of Heataher Cusack. A discussion of fines concerning wetlands was discussed. John HOlzapfel will investigate the matter further and report back to the council. 3/7/89 Page 2 Betty Wells announced that the week of Apriel 1 - 7 was Water Week 'and the CAC should do something. She will work on the project . DISCUSSION AND RECOMMENDATION OF APPLICATIONS On a motion be John Tuthill, seconded by JOhn holzapfel it was RESOLVED to recommend to the Southold Town Trustees approval with stipulation of Wetland Applicaiton No. 12-7-88-81-1 of Paradise Point Association to maintenance dredge 500 c.y. of material from mouth of basin off Southold Town Harbor with spoil to be palced as shown on submitted plan. The Council approves the project provided the spoil is not placed in spoil area II ( other side of bulkhead) and that the applicant limit any spaartina damaage to an absolute minimum. Basin Road, Southold. Vote of Council: Ayes: All Motion carried. On a motion by Bruce Loucka, seconded by John tuthill it was RESOLVED to reocmmend to the Southold Town Trustees approval of Wetland Application No. 12-88-38. 1-1-22 of Crescent Beach Condo Association to construct a fixed dock 150 ' x 4 ' ' , a 10 ' x 3 ' ramp to a 6 ' x 20 ' float . Foot of Maple Lane, East Marion. Vote of Council: Ayes: All Motion carried. On a motion by Margaret Feeney, seconded by JOhn Tuthill it was RESOLVED to recommend to the Southold Town Trustees approval of Wetland Application No. 1-5-89-139-1-21 of Zahra Benz to build (replace ) catwalk, ramp and floating dock. 575 Westview Drive, Mattituck. Vote of Council: Ayes: All Motion carried. On a motion by Betty Wells, seconded by John tuthill it was RESOLVED to recommend to the Southold Town Trustees approval with stipulations Wetland Application No. 12-4-88-90-1-16 of Thomas Prokop to construct a boat dock, retaining wall and floating dock. The Council recommends approval provided that the applicant removes the pipe located at the side of the dock leading into the water. The Council suggests applicant reroute to a drywell. Vote of Council: Ayes: Betty Wells, John Tuthill, John Holzapfel, Bruce Loucka, Daniel Kujawski, Stephen Angell Nays: Margaret Feeney On a motion by John Holzapfel, seconded by Bruce Loucka it was RESOLVED to recommend to the Southold Town Trustees approval with a stipulation of Wetland Application No. 3-1-89-23-1-14 . 6 of Anthony and Rosemary Bolletino to construct accessory swimming poll and tennis court . The Council approves but has serrious concerns about the placement of the pool and its proximity to the groungwater. The Council suggests that perhaps the applicant should be required to buyild the pool with the bottowm at least 1 ' above groundwater. 3/7/89 Page 3 Main Road, East Marion. Vote of Council: Ayes: All Mation carried. The council made an inspection of 1000-79-5-20 . 5 of Ray Kerister to determine whether the project was within the Trustees ' jurisdiction as requested by the Southold Town Planning Board. The Council advises that the parcel contains freshwater wetlands and marsh areas and is within the Trustees ' jurisdiction. SET NEXT MEETING AND INSPECTION DATES The next meeting of the Southold Town Conservation Advisory Council was scheduled for Tuesday, April 18, 1989 at 4 : 00 P.M. at the Southold Town Hall. Group inspections were scheduled for Tuesday, April 18, 1989 . Members will meet at the Southold Town Hall at 3 : 00 P.M.
