SOUTHOLD TOWN
CONSERVATION ADVISORY COUNCIL
APRIL 18, 1989
The Southold Town Conservation Advisory Council held a meeting
on Tuesday, April 18, 1989 at the Southold Town Hall, Main Road,
Southold, New York.
The meeting was called to order at 4 :50 P.M. by Chairman John
Holzapfel.
Present were: John Holzapfel, Chairman

On a motion by Betty Wells, seconded by John Tuthill it was
RESOLVED to recommend to the Southold Town Trustees' approval
of Wetland Application No. 3-2,-89-97-7-10 of John Levien to construct
a catwalk tofloating dock.
Beebe Drive, Cutchogue.
Vote of Council: Ayes: All
Motion carried.
On a motion by John Holzapfel, seconded by John Tuthill it was
RESOLVED to recommend to the Southold Town Trustees disapproval
of Wetland Application No. 3-3-89-41-1-7 of Robert Staples to
construct a single family dwelling. The CAC recommends disapproval
because the project would be too close to the wetlands and the
lot is too small to contain a sanitary system, it would impact
the freshwater wetlands.

On a motion by BRuce_Lou_c_ka-, -_seconded_ by__Mar..garet _Feeney it-it-was,
RESOLVED to recommend to the Southold Town Trustees approval
of Wetland Application No. 3-10-89-78-1-10. 14 of Kenneth B.
Coles to construct a walkway, ramp and floating dock and piles.

On a motion by John Tuthill, seconded by Daniel Kujwaski it was
RESOLVED to reocmmend to the Southold Town Trustees approval
of Wetland Application No. 3-4-89-26-2-21/22 of William A. Hands
to construct a 130 ' bulkhead with returns .

Vote of Council: Ayes: Betty Wells , John Tuthill, Daniel Kujawski
Nays: John Holzapfel, Margaret Feeney, Bruce
Loucka, Stephen Angell
Members voting against the resolution
stated they were against bulkheads as
a matter of principle. They suggested
a revetment instead of bulkheading since
it doesn 't damage nature as much as
a bulkhead.
Motion LOST.
On a motion by Betty Wells, seconded by John Holzapfel it was
RESOLVED to recommend to the Southold Town Trustees approval
of Wetland Application No. 3-9-89-111-1-17 . 1 of Lynne S. Chanin
to construct a 4 ' x 120 ' elevated walk, 4 ' x 122 ' ramp and 6 '
x 16 ' float .

Vote of Council: Ayes : All
Motion carried.
On a motion by Stephen Angell, seconded by Margaret Feeney it was
RESOLVED to recommed to the Southold Town Trustees approval with
stipulations of Wetland Application No. 3-7-89-122-3-27/28 of
James and Frances Klein and Katherine Klein to remove and replace
an existing retaining wall and construct new sections with returns.
The CAC recommends approval if the applicants move the retaining
wall back to continue with adjoining properties ' retaining walls.
They require the retaining wall be placed along the property
in back of the spartina and not to replace the bulkhead.

On a motion by John Holzapfel, seconded by Stephen Angell it
was
RESOLVED to recommend to the Southold Town Trustees approval
of Wetland Application No. 3-5-89-80-13-15 of Frederick F. Rapp
to remove and replace bulkhead and dredge 10 c.y.
Lake Drive, Reydon Shores, Southold.
Vote of Council: Ayes: All
Motion carried.
On a motion by JOhn Holzapfel, seconded by Margaret Feeney it
was
RESOLVED to reocmmend to the Southold Town Trustees approval
of Wetland Application No. 3-8-89-18-6-17 of John Tuthill to
consstruct a catwalk, ramp and three floats .

On a motion by Daniel Kujawski, seconded by Margaret Feeney it
was
RESOLVED to recommend to the Southold Town Trustees approval
of Wetland Application No. 3-9-89-56-5-31 of Claudio Zustovich
to construct a 5 ' x 20 ' floating ramp.

Motion carried.
On a motion by John Holzapfel, seconded by John Tuthill it was
RESOLVED to recommend to the Southold Town Trustees approval
of Wetland Application No. 4-2-89-14-2-3 .26 of Adele Dusenbury
and Elizabeth Garrity to construct a single family dwelling.
Mulford Court , Orient .
Vote of Council: Ayes: All
Motion carried.
On a motion by John Holzapfel, seconded by Stephen Angell it
was
RESOLVED to reocmmend to the Southold Town Trustees disapproval
of Wetland Application No. 4-89-107-4-11 of Edward Adams and
the Mattituck Park District to determine the site for spoil and
area to be graded and revegetated. The Council sees the action
as a major problem. They suggest there be no further action
until a plan is developed and approved. The Council suggests
the Trusstees require the spoil be removed from the site. NOTE:
a large amount of work has already been completed in the area.

on a motion by Daniel Kujawski, seconded by Margaret Feeney it
was
RESOLVED to recommend to the Southold Town Trustees approval
with stipulations of Wetland Application No. 4-4-89-11-1-16/17
of John D. Fife to reconsstruct a timber bulkhead with returns
and backfill. The CAC stipulates that the applicant put in a
drywell near the bulkhead and replant with native vegetation.

On a motion by Margaret Feeney seconded by Stephen Angell it
was
RESOLVED to recommend to the Southold Town Trustees approval
with stipulations of Wetland Application NO. 4-5-89-115-11-10
of Anthony Bambino to construct a catwalk, ramp, and two floats .
The CAC approves if the applicant alters his plan and places
the dock paralled to the neighboring, existing docks or should
he decide to place the dock according to the submitted plans ,
he shorten the length of the dock.

On a motion by John Holzapfel, seconded by Daniel Kujawski it
was
RESOLVED to recommend to the Southold Town Trustees approval
with recommendations of Wetland Application No. 4-7-89-122-4-
7 of Charles Allen Construction Management Co. to construct a
single family dwelling, fixed dock, ramp and float . The CAC
suggests applicant not go out too far with the ramp and floats ,
do not put past existing stakes.

On a motion by John HOlzapfel, seconded by Bruce Loucka it was
RESOVLED to recommend to the Southold Town Trustees approval
of Wetland Application No. 4-8-89-56-5-32 of Steve Donadic to
construct a floating ddock. CAC suggests the boat should never
extend past the float .

Motion carried.
On a motion by Stephen Angell, seconded by Daniel Kujawski it
was
RESOLVED to recommend to the Southold Town Trustees disapproval
of Wetland Application No. 4-1-89 of Peter Fakiris to construct
a timber deck and berm. The work has already been completed
and the CAC finds that the fill has been placed above the height
of the neighboring property. The Council feels the applicant
should remove the fill until it is level with the neighbor ' s
property and plant with native vegetation.

Motion carried.
The Council strongly urges the Town Trustees to follow trough
with violations when work has been completed without first ob-
taining a Wetland Permit . Violators should be fined. Too many
pjrojects are being completed without the proper permits, perhaps
fines, etc. owuld act as a deterrent for future violators.
NOTE: Wetland Application No. 4-5-89-89-86-1 of Richmond Shores
Associates was withdrawn on 3/18/89 .
SET NEXT MEETING DATE
Due to the lengthy agenda and lack of time for general discussions
of projects the CAC decided to hold a special meeting on April 24 , 1989
for the sole purpose of discussions of project and the Planning
Board Referral scheduled for this meeting.
There being no further business to come before the Council, the
meeting was adjourned at 6 : 00 P.M.
