Box 1179 TELEPHONE oy�® ��� _ Southold, New York 11971 (516)765-1801 1 SOUTHOLD TOWN CONSERVATION ADVISORY COUNCIL MAY 16, 1989 The Southold Town Conservation Advisory Council held a meeting on Tuesday, May 16 , 1989 at Southold Town Hall, Main Road, Southold, New York. The meeting was called to order at 4 :25 P.M. by Chairman John Holzapfel. Present were: John Holzapfel, Chairman John Tuthill, Member Margaret Feeney, Member Daniel Kujawski, Member Bruce Loucka, Member Stephen Angell, Member Linda Cooper, Secretary CHAIRMAN' S ANNOUNCEMENTS Chairman Holzapfel reminded members that the terms for all CAC members will expire soon and that members should be sure to get in their requests to be reappointed as soon as possible. The membership .discussed the reappointments and it was decided that a letter be sent to the Town Board requesting that the terms be staggered for continuity. Chairman Holzapfel announced thata a joint meeting of CAC would be held Monday at 8: 00 P.M. at the Riverhead Town Hall. Fred Theile will be the guest speacker It was decided that in observation of Water Week, John Holzapfel would write an article for the Suffolk Times and Betty Wells has a Water Week poster which will be put up at Town Hall. May 19 , 1989 a freshwater wetlands meeting will be held by the NYSDEC Wednesday, May 17 the CEQ will be discussing Arshmomaque Pond Drainage. A Save the Bays will be occuring soon and Chairman Holzapfel urged members to attend. Those interested could contact John for further details. 5/16/89 Page 2 Daniel Kujawski reported that he had obtained a Development Hand- book from East Hampton and he would start working on that project . It was suggested other towns be contacted to see if they have similar handbooks available. Stephen Angell reported that he has been working on the dredging project . He gave a synopsis of the study so far, which includes the effects of dredging on shellfish, potholes by equipment , change of salitity, turbity, and a study of Goose Creek which began in 1968. Mr. Angell will continue with the study and report back to the Council regularly. DISCUSSION AND RECOMMENDATION OF APPLICATIONS On a motion by Bruce Loucka, seconded by Stephen Angell it was RESOLVED to TABLE Wetland Application No. 4-13-89-56-6-11 of William Geraghty to place and grade approximately 9000 c.y. of clean fill to complete filling of parcels to LIRR enbankment . The Council plans to garther more information concerning the project before making a recommendation . Main Road, Southold. Vote of Council: Ayes:All Motion carried. On a motion by Bruce Loucka, seconded by Daniel Kujawski it was RESOLVED to TABLE Wetland Application No. 4-9-89-78-4-15 of John O'Hagen to construct a private single dock, catwalk and mooring. The CAC needs clarification regarding the ownership of land. Foot of Cory Creek Lane, Southold Vote of Council: Ayes: All Motion carried. On a motion by JOhn Holzapfel, seconded by John Tuthill it was RESOLVED to reocmmend to the Southold Town Trustees approval of Wetland Application No. 4-12-89-110-7-1 of James and Susan Trentalange to puce and compact approximately 200 c.y. of clay- loam base overlain with 175± c .y. of topsoil in rear yard of existing house and construct a 4 ' wide stair from yard to beach. West Road, Cutchogue. Vote of Council: Ayes: All Motion carried. On a motion by Bruce Loucka seconded by John Tuthill it was RESOLVED to recommend to the Southold Town Trustees approval of Wetland Application No. 4-10-89-0-13-20 .4 of Joseph Cornacchia to install a floating dock. Kimberly Lane, Southold. Vote of Council: Ayes : A; ; Motion carried. On a motion byJohn Tuthill, seconded by Daniel Kujawski it was RESOLVED to recommend to the Southold Town Trustees approval of Wetland Application NO. 4-11-89-26-2-25 of Walter Fink to construct approximately 135 ' of timber bulkhead above the SHT line and to backfill structure with approximately 300 c.y. of clean sand. r 5/16/89 Page 3 Willow Terrace Lane, Orient Vote of Council: Ayes: John Tuthill, Daniel Kujawski Nays: John Holzapfel, Margaret Feeney, Bruce Loucka, Stephen Angell Members voting against the approval stated they were against bulkheads as a matter of principle. They suggest a revetment instead of bulkheading since it doesn't damage nautre as much as a bulkhead. Motion LOST. Application No. 4-14-89-9-2-15 of Robert Coleman to repair retaining platform, install galvanized pipe to hold floats in place was not discussed by the Council since an inspection was not made The project is located on Fishers Island. On a motion by John Holzapfel, seconded by Margaret Feeney it was RESOLVED to recommend to the Southold Town Trustees approval with stipulations of Wetland Application No. 4-12-89-110-7-1 of Richard Siriano to install a ramp to facilitate "launching" hand hauling of floating dock. the Council approved the project as submitted with the stipulation that the ramp site is located exactly as indicated on plans ( approximately 12 ' from south property line ) , any other location is unacceptable as it would disturb the spartina. The Council also wishes to remind the applicant to allow for a buffer area between the wetlands and newly installed lawn. 600 Beebe Drive, Cutchogue. Vote of Council: Ayesd: All Motion carried. On a motion by Stephen Angell, seconded by Bruce Loucka it was RESOLVED to recommend to the Southold Town Trustees approval of Wetland Applicaiton No. 4-1-89-86-2-11 of Daniel Maggio to construct a single family dwelling and septic system withing 75 ' from tidal wetlands . The approval is based on the septic system being placed along the road area as shown on plans and that no major problems are revealed in the Long Environmental Assessment Form which is required because the project is located along Richmond Creek which has been designated a CEA. Wells Road, Peconic Vote of Council: Ayes: All Motion carried. On amotion by Daniel Kujawski, seconded by John tuthill it was RESOLVED to recommend to the Southold Town Trustees approval with stipulation of Wetland Applicaiton No. 5-4-89-86-6-29 of John Dempsey to construct a timber dock consisting of a 4 ' x 60 ' fixed, elevated walk; 4 ' x 14 ' hinged ramp; 6 ' x 16 ' float secured by tow 8" diameter piles . the Council approves only if the ramp is placed along the easterly section. The Council rejects the placement of a ramp along the western portion because it would interfere with adequate space for navigation. Wood Road, Peconic. Vote of Council: Ayes: All Motion carried. -- 5/16/89 Page 4 On a motion by John Tuthill, seconded by Daniel Kujawski it ws RESOVLED to recommend to the Southold Town Trustees approval of Wetland Application No. 5-5-89-26-2-22 of Robert Keith to construct a bulkhead 130 ' long with one 10 ' return. Motion LOST SET NEXT MEETING AND INSPECTION DATES The next meeting of the Southold Town Conservation Advisory Council was scheduled for Tuesday, June 13 , 1989 at 4 : 00 P.M. at the Southold Town Hall, Main Road, Southold. Group ionspections were scheduled for 3 : 00 P.M. on Tuesday, June 13 , 1989 . Members are to meet at the Southold Town Hall.
