Box 1179 TELEPHONE ��01 ao� Southold, New York 11971 (516)765-1801 ry SOUTHOLD TOWN CONSERVATION ADVISORY COUNCIL WEDNESDAY, JULY 19 , 1989 A meeting of the Southold Town Conservation Advisory Council - was held Wednesday, July 19 , 1989 at the Southold Town Hall, Main Road, Southold, New York. . The meeting was called to order at 4 : 36 P.M. by Chairman John Holzapfel. Present were: John Holzapfel, Chairman John Tuthill, Member Betty Wells , Member r Margaret. Feeney, �Member Bruce Loucka, Member Stephen Angell, Member Linda Cooper, Secretary Absent was: Daniel Kujawski, Member ANNOUNCEMENTS AND REPORTS- CAC members John Holzapfel, Margaret Feeney and Daniel Kujawski attended public informational meetings held by the New York State DEC concerning the proposed freshwater wetland maps. They agreed the meetings were geared more toward those people present at the meetings whose properties would be affected by the freshwater wetland maps. One point that was brought up, however, dealt with. possible tax abatements should some properties be considered condemned because of the presence of freshwater wetlands .and the possibility of the owners receiving some monetary compensation for the property. Members discussed whether the CAC should try a newspaper ad to have people come forward to reveal freshwater wetlands on their property or neighboring properties . Some members suggested that if the CAC let people know of a tax abatement or monetary compensation, some people might be more willing to have their properties placed on the map. After a discussion, it was decided that the Council may mislead the public if it tried to print an ad of that nature. Betty Wells suggested she might write to the NFEC about properties it knows of for inclusion in the map. Any additions would have to be sent to the DEC by August 30- to be included in the DEC process . Y� Page 2 John Holzapfel advised members that the Suffolk Times was interested in running the Pollution Watch column again this summer. Due to his candidacy for Trustee, Chairman Holzapfel felt his name on the column would not be appropriate and suggested the other members consider writing the column. Betty Wells expressed an interest and said she would consider the assignment . Chairman Holzapfel reminded members of the runoff workshop to be held August 17 , 1989 at Suffolk county Community College. Chairman Holzapfel reported that he had met with the Southold Town Board to discuss the paid position of CAC Chairman. The Town Board advised Mr. Holzapfel that they would prefer the Council continue as it had in the past , with possible compensation for the Chairman for his expanded duties . The Board seuggested the CAC come back to the Town Board with a proposal. After a lengthy discussion, the Council decided to ask the Town Board for compensation at $15 .00 per hour for "special projects" . Members working on a special project would keep a log of the time spent and submit a voucher for the work. Chairman Holzapfel will present the proposal to the Town Board at its next meeting. for its approval. A discussion was held concerning the possible use of recycled paper at the Southold Town Hall. The Council would recommend to the Town Board to have recycled paper be used at the Town Hall after the Council researches the feasibility of obtaining the paper and its cost . WETLAND APPLICATIONS 741 Wetland Application No. 6-4-89-35-4-7 .2 submitted by Harold Stetler was TABLED. Council members wish to reinspect the project . 670 Wiggins Lane , Greenport . 742 On a motion by Margaret Feeney, seconded by Stephen Angell it was RESOLVED to recommend to the Southold Town Trustees DISAPPROVAL of Wetland Application No. 6-5-89-123-10-2 submitted by Robert Keith to construct a 40± fixed dock, a 3 ' x 10 ' ramp to a 6 ' x 20 ' float . The Council felt the applicant should submit a full environmental statement and there should be a sounding for depth. Members felt the dock was too long and stuck out too far and would impede access to the channel by others. The Council recommends the applicant have a bottom profile done, shorten the dock, and turn the floata perpendicular to the shoreline. Foot of Willis Creek, Mattituck. Vote of Council: Ayes : All Motion carried. 743 On a motion by Bruce Loucka, seconded by John Holzapfel, it was RESOLVED to recommend to the Southold Town Trustees APPROVAL Page 3 of Wetland Application No. 6-7-89-93-1-2 submitted by Costello Marine Contracting Corp on behalf of Joseph Macari to construct 6 ' x 144 ' , 6 ' x 48' , and 6 ' x 32 ' fixed timber docks , 4 ' x 80 ' attached lower platform dock and two dolphins . Paradise Point Road, Southold. Vote of Council: Ayes : All Motion carried. 744 On a motion by John Holzapfel, seconded by Stephen Angell it was RESOLVED to recommend to the Southold Town Trustees APPROVAL of Wetland Application Non. 6-6-89-70-12-39 . 9 submitted by En- Consultants Inc. on behalf of Edward Fergus to construct a timber dock consisting of a 4 ' x 20 ' fixed, elevated ( 4 ' above grade of marsh) walk; 4 ' x 16 ' ramp; and two 6 ' x 16 ' floats . Owner North Road, Southold. Vote of Council: Ayes: All Motion carried. 745 Wetland Application No. 7-1-89-43-5-3 . 17 submitted by Winifred Antoian was TABLED pending recommendation by Council member Daniel Kujawski. 330 Inlet Lane, Greenport . 746 On a motion by Bruce Loucka, seconded by Margaret Feeney, it was RESOLVED to recommend to the Southold Town Trustees DISAPPROVAL of Wetland Application No. 7-2-89-110-7-13 submitted by J. H. Geideman on behalf of Stanley J. Salter to construct 80± ' of bulkhead with 10± ' returns . The Council recommends disapproval because no need was shown; the bulkhead may destroy the beach in front of it . The Council suggests the applicant put some stabilizing on the bluff and keep people off the bluff to prevent erosion. Foot of Pequash Avenue, Cutchogue. Vote of Council: Ayes: Bruce Loucka, Margaret Feeney, John Holzapfel, Betty Wells, Stephen Angell Abstain: John Tuthill 747 On a motion by John Holzapfel, seconded by Stephen Angell, it was RESOLVED to recommend to the Southold Town Trustees DISAPPROVAL of Wetland Application No. 7-3-89-70-5-52 submitted by Harbor Marine Construction, Inc. on behalf of Luis Protal to construct a single family house and 100 ' bulkhead with a 20 ' x 30 ' slip; dredge 100 c.y, with spoil to be used as backfill behind bulkhead. The Council approves the single family dwelling but disapproves the bulkhead and dredgeing because no need is shown for the bulkhead and the marsh fringe could be destroyed in the process of digging and dredging. Council suggests a catwalk and floating dock would serve the same purpose but be less damaging to the environment . Jockey Creek Drive, Southold. Vote of Council: Ayes: All Motion carried. Page 4 748 On a motion by Bruce Loucka, seconded by John Tuthill, it was RESOLVED to recommend to the Southold Town Trustees APPROVAL of Wetland Application No. 7-4-89-77-3-17 . 2 submitted by James Fitzgerald of Proper T Services on behalf of Dr. Francisco Sciotto toconstruct a walkway 4 ' x 16 ' ; hinged ramp 4 ' x 161 ; tow float- ing docks each 6 ' x 201 ; install four two-pile dolphins to secure the floating docks . ROW off North Bayview Road, Southold. Vote of Council: Ayes: All Motion carried. SET NEXT MEETING AND INSPECTION DATE The next meeting of the Southold Town Conservation Advisory Council was set for Thursday, August 10 , 1989 .at 4 : 00 P.M. Group inspections are shceduled for Thursday, August 10, 1989 . Members will meet at the Southold Town Hall at 3 : 00 P.M.
