SOUTHOLD TOWN
CONSERVATION ADVISORY COUNCIL
THURSDAY, AUGUST 10, 1989
The Southold Town Conservation Advisory Council held a meeting
on Thursday, August 10, 1989 at 4 : 00 P.M. at the Southold Town Hall,
Main Road, Southold, New York 11971.
Present were: John Holzapfel, Chairman
Stephen Angell, Member
Margaret Feeney, Member
Daniel Kujawski, Member
Bruce Loucka, Member
John Tuthill, Member
Linda Cooper, Secretary
Absent was : Betty Wells, Member
The meeting was called to order by Chairman John Holzapfel. Chair-
man Holzapfel discussed activities befoe the Town Trustees and spoke
of upcoming meetings which might be of interest to the CAC members .
A brief discussion of the Town ' s road runoff problems . It was decided
the Council would meet before the next regular meeting :_, - for the
purpose of selecting the manner and sites for working on the road
runoff problems .
DISCUSSION AND RECOMMENDATION OF WETLAND APPLICATIONS
On a motion by Setphen Angell, seconded by Margaret Feeney, it was
RESOLVED to recommend to the Southold Town Trustees disapproval
of Wetland Application No. 7-5-89-56-4-7 submitted by EnConsultants,
Inc. on behalf of Robert Boger to construct a retaining wall 155 '
in length; 15 ' return on. east side; add two 5 ' x 20 ' floats to exist-
ing 5 ' x 20 ' float; maintenance dredge an area 10 ' x 100 ' to 4 ' below
MLW in the area of floats . Approximately 40 c.y, of spoil to be
removed and used for backfilling retaining wall. Multi-year mainten-
ance permit to dredge.
The Council recommends recommends disapproval of the retaining wall
because no erosion is evident and no need is shown for the retaining
wall. The Council recommends disapproval of the floating docks because
they would create navigational ' :problems . There would be no need
for the dredging without the floating docks .

Wetland Application No. 7-6-89-110-7-28 submitted by Gus Wade was
tabled. The Council needs better plans before it can make a recom-
mendation.
End of East Road, Cutchogue.
On a motion by Bruce Loucka, seconded by John Tuthil, it was
RESOLVED to recommend to the Southold Town Trustees approval of Wetland
Application No. 7-7-89-70-13-20 . 8 submitted by James E. Fitzgerald
on behalf of Richard Hall to construct a single family residence
with a private well and private sewage system; construct walkway
4 ' x 25 ' from retaining wall over rocks; 4 ' x 7 ' stairs for access
to beach from catwalk. Should the applicant construct the swimming
pool which was shown on the plans, the Council suggests the backwash
have its own drywell and that the backwash and drywell be placed
as far from the wetlands as possible.

Motion carried.
On a motion by John Tuthill, seconded by Margaret Feeney, it was
RESOLVED to recommend to the Southold Town Trustees disapproval of
Wetland Application No. 8-1-89-27-2-4 submitted by Peconic Associates
for Narrow River Marina to maintenance dredge the existing channel
to a 4 ' depth at points indicated on submitted plans and dredge marina
entrance. The Council recommends disapproval of the dredging project
because the channel, as marked on survey, will service small boats
and outboards . The project would damage the scallops, silting would
cover the only viable scallop population in Southold Town.

On a motion by John Holzapfel, seconded by John Tuthill, it was
RESOLVED to recommend to the Southold Town Trustees approval of Wetland
Application No. 8-2-89-12-23-38. 1-1-22 submitted by John Geideman on
behalf of Crescent Beach Condo Association to set out 8 piles to
create 7 slips slongside existing dock and add a splash board to
dock in pile area.

Vote of Council: Ayes : All
Motion carried.
On a motion by Bruce Loucka, seconded by John Tuthill, it was
RESOLVED to recommend to the Southold Town Trustees approval with
stipulations of Wetland Application No. 8-3-89-70-6-10 submitted
by Janet Maddens to replace 118 l.f. of bulkhead. The Council recom-
mends approval only if the bulkhead is replaced in kind, in place,
and not within 18" as proposed.

On a motion by John Holzapfel, seconded by Bruce Loucka, it was
RESOLVED to recommend to the Southold Town Trustees approval with
stipulations of Wetland Application No. 643 submitted by Nicholas
Theoharides to construct a timber dock; steps elevated walk; ramp;
float ; and dredging. The approves all aspects of the proposed plans
as submitted with the exception of the dredging. The Council recom-
mends approval of the dredging only if the applicant reduces the
dredging to 3 ' instead of the 4 ' as proposed.

On a motion by Bruce Loucka, seconded by John Holzapfel, it was
RESOLVED to recommend to the Southold Town Trustees approval of Wetland
Appllication No. 6-2-89-7-5-4 .2 submitted by Mrs . George de Menil
to renovate existing garage/apartment and construct 800 square foot
wood frame addition on sono tube piers .
Fishers Island
Vote of council: Ayes: All
Motion carried.
On a motion by Bruce Loucka, seconded by John Holzapfel, it was
RESOVLED to recommend to the Southold Town Trustees approval of Wetland
Application No. 6-3-89-3-7-5 submitted by Mrs . W. G. Rafferty to
renovate existing garage/apartment and construct 400 square foot
addition.
Middle Farms Road, Fishers Island.
Vote of Council: Ayes : All
Motion carried.
On a motion by John Tuthill, seconded by Bruce Loucka, it was
RESOLVED to recommend to the Southold Town Trustees approval with
stipulations of Wetland Application No. 6-4-89-35-4-7 . 2 submitted
by Harold Stetler to construct an addition to an existing dwelling.
The Council approves but suggests the applicant be careful of the
runoff, especially in the northeast corner. Applicant should use
haybales during construction to prevent erosion.

On a motion by Daniel Kujawski, seconded by Bruce Loucka, it was
RESOLVED to recommend to the Southold Town Trustees approval of Wetland_
Application,No_- 7-1-89-4.3-5-3 . 17 submitted by Winifred Antoiam to
build -a .-catwaal k_, 5' x 60' across Gull Pond Inlet . The Council recom-
mends approval providea Laure is a .minimum OL disturbance to -E fie _-
vegetation_ .

FUTURE MEETING DATES
Tuesday, August 22 , 1989 at 4 : 00 P.M. was scheduled for a special
CAC meeting to discuss a plan of action for the road runoff
project .
The next regular meeting was scheduled for Tuesday, September
19, 1989 at 4 : 00 P.M. at the Southold Town Hall. Group inspections
were scheduled for Tuesday, September 19 , 1989 Members are
to meet at 3 : 00 P.M. at the Southold Town Hall.
WAIVER REQUEST
In the matter of a waiver request for an applicant on Fishers
Island, the CAC recommends to the Southold Town Trustees that
the waiver request be denied.
There being no further business to come before the council, the
meeting was adjourned.
