Box 1179 (516) 765-1801Southold, New York 11971 SOUTHOLD TOWN CONSERVATION ADVISORY COUNCIL TUESDAY, SEPTEMBER 19 , 1989 The Southold Town Conservation Advisory Council held a meeting on Tuesday, September 19 , 1989 at the Southold Town Hall, Main Road, Southold, New York 11971. Chairman John Holzapfel called the meeting to order at 4 : 45 P.M. Present were: John Holzapfel, Chairman John Tuthill, Member Margaret Feeney, Member Daniel Kujawski, Member Bruce Loucka, Member Stephen Angell, Member Betty Wells, Member ( 5 : 15 P.M. ) Linda Cooper, Secretary REPORTS AND DISCUSSIONS John Holzapfel, Dan Kujawski, Bruce Loucka and Stephen Angell met on August 22 , 1989 at 4 : 00 P.M. at the Southold Town Hall to discuss the road runoff problem. They reported their discussion to the other members . The had called the NYS DOT and are awaiting a return. phone call from that agency. It was decided that a letter would be sent to Highway Superintendent Raymond Jacobs concerning the runoff problems which were identified in former CAC member Heather Cusack Tetrault ' s Road Runoff Study. The members discussed a letter which is to be sent to the Southold Town Trustees suggesting policies the CAC would like to see instituted. They would include: 1 . A schedule for fines for projects without permits. 2 . No lawns::. within 50 ' of water and appropriate landscaping within 50 ' of wetlands . 3 . Gutters and downspouts to drywells on houses within 100 ' of wetlands. 4 . Hay bales.within 75 ' . 5 . Backwash from swimming pools to go into drywells . Chairman Holzapfel will draw up a letter to have transmitted to the Trustees. 9/19/89 Page 2 ISSUES AND PROJECTS Council members discussed several projects and issued they would like to see addressed in the upcoming year. Foremost in their minds was the road runoff problem. Priority should be given to this problem and a town project would be to see this runoff problem totally eliminated town wide. Dan Kujawski and others will work on a booklet concerning the application process and development guidelines . Mr. Kujawski also the Town check into the possiblilty of using recycled paper. He will investigate the matter and report back tot he council After discussion on serveral courses of action, the CAC decided it would like to address the following projects within the next year: 1 . 'Runoff: Identifying and rectifying the problems . 2 . Booklet on application and development process and guidelines . 3 . Oil tanks: Urging owners of underground tanks to keep tanks properly maintained and making owners aware of the consequences bf an accidental spill due to a leaky tank. 4 . Producing a mailing list of property owners along water- front for future mailings. 5 . Excess swans. Due to the pollution problems caused by swans the Council will seek permission to have eggs shaken to destroy the embryo without destroying the egg itself. ( Swans will lay more eggs should. the first batch be destroyed. ) 5 . Dredging: Prepare a concise report on the effects of dredging and its effect on the bottom life. 7 . Aerial photographs: Will be taken after a heavy rain to pinpoint severe runoff problems. 8. Pumpout stations : Pursue issue of regulations for stations and setting up no discharge checks . Have posters and signs placed for boaters making them aware of laws and dangers of discharging waste from their boats . DISCUSSION AND RECOMMENDATION OF APPLICATIONS No. 755 Wetland Application No. 8-4-89-7-2-8 submitted by J.M.O. Con- sulting on behalf of Robert Searle to construct a single family dwelling, sanitary system and .gravel driveway as per submitted. Private Road, Fishers Island l The CAC makes no recommendation on this application. Site is located on Fishers Island and CAC is unable to make an inspection. 9/19/89 Page 3 No. 756 On a motion by Betty Wells , seconded by Margaret Feeney, it was RESOLVED to recommend to the Southold Town Trustees APPROVAL of Wetland Application NO. 9-2-89136-1-1 submitted by the Land Use Company on behalf of Vera Cusumano to construct 1 4 ' x 42 ' catwalk leading to an existing fixed dock leading to a proposed 3 ' x 15 ' ramp, secured by two 8" piles and a 5 ' x 30 ' float secured by one 8" pile. 435 Briarwood Lane, ( ROW off Harbor Lane ) Cutchogue. Vote of Council: Ayes: All Motion carried. No. 757 Wetland Application No. 9,,-1-89-55-7-3 submitted by Richard and Patricia Snow to consstruct a catwalk with two platforms to beach level was TABLED .by the Council. Members were unable to locate the exact parcel and project location. 1585 Long Creek Drive, Southold. No. 758 Wetland Application No. 9-3789-70-13-20 . 2 submitted by Al Koke to maintenance dredge a channel 1200 ' in length and maximum width 60 ' . Width to be less ( 25± ) where channel goes between two islands ; maximum depth of dredging to be 6 ' below MLW; approximately 6500 c.y, of spoil will be removed and used for beach nourishment of island to east . (Note by applicant : Project is identical to one applied for by SCDPW, however, adjacent owners fear that Suffolk County will not be able to do work in time for next season and, therefore, wish to proceed on their own at their cost . ) Ten year maintenance permit requested. The CAC TABLED the appli- cation until it obtains information regarding the scope of the SCDPQ proposed project . Pine Neck Road, Southold. No. 759-A On a motion by John Holzapfel, seconded by Margaret Feeney it was RESOLVED to recommend to the Southold Town Trustees APPROVAL of Wetland Application NO. 9-4-89-110-7-1 submitted by- En- Consultants, Inc. on behalf of James and Susan Trentalange to install 85+ l. f, of stone and rip-rap generally following contour of shoreline. Approximately 70 c.y, of stone to be used, includ- ing 2-3 ton capstone. Backfill, if any, to be trucked in. The Council members felt a rip-rap is needed and approved--the - -project •project as long as the applicant follows the submitted plans. The members suggest the applicant plant a nat-ural vegetative "buffer" . 9/19/89 Page 4 d � West Road, Cutchogue. Vote of Council: Ayes : All Motion carried. WAIVER REQUESTS W-1 Diamond Scarduzio. requests a waiver to construct a single family dwelling, 10 ' deck, and associated sanitary system; and place 200 c.y. of fill to raise the elevation to 9 ' above mean sea level. Budds Pond Road, Peconic. The Council recommends the Southold Town Trustees DENY the waiver request and that the applicant . go through the normal wetland application process . Vote of Council: Ayes : All Recommendation carried. W-2 Walter Gaipa requests a waiver -for the expansion of a deck and pool, not to extend past existing deck towards Marion Lake. R.O.W. off Bay Avenue, East' Marion. The Council recommends the Southold Town Trustees DENY the waiver request and the applicant go through the normal wetland application process. Vote of Council: Ayes: All Recommendation carried.. SET NEXT MEETING AND INSPECTION DATE The next meeting of the Southold Town Conservation Advisory Council was scheduled for Tuesday, October 10 , 198'9 at 4 : 00 P.M. at the Southold Town Hall. Group Inspections were scheduled for. Tuesday,• October 10, 1989 . Members will meet at 3 : 00 P.M. in the lobby of Southold Town Hall.
