Box 1179 Telephone (516) 765-1801 Southold, New York 11971 SOUTHOLD TOWN CONSERVATION ADVISORY COUNCIL NOVEMBER 9, 1989 A meeting of the Southold Town Conservation Advisory Council was held Thursday, November 9 , 1989 at the Southold Town Hall, Main Road, Southold, New York. The meeting was called to order by Chairman John Holzapfel at 4 : 15 P.M. Present were: John Holzapfel, Chairman John Tuthill, Member Betty Wells, Member Margaret Feeney, Member Daniel Kujawski, Member Bruce Loucka, member Stephen Angell, Member Linda Cooper, Secretary REPORTS Margaret Feeney attended the Cooperative Extension seminar per- taining to septic treatment systemsl and reported the highlights of that meeting. John Holzapfel had folders for homeowners advising the proper maintenance and treatment of cesspool/septic tank systems. He recommended the Council work on a project to get the same folders and information to the residents of Southold. The CAC secretary was instructed to call Cooperative Extension and find out how the Council could obtain duplicates of the folders, how many it could obtain and what , if any, the cost would be. ISSUES AND PROJECTS Stephen Angell - Mr. Angell reported he had done some background work concerning oil tanks . He suggested the CAC take out ads in the local papers to make the homeowner aware that underground oil tanks can leak and that the homeowner would be liable for any damage and clean up costs involed. Also, he discovered that homeowners insurance would not cover these costs . 11/9/89 Page 2 Mr. Angell also reported on his further progress into planning an airplane flight over Southold Town to photograph runoff areas . He will be able to obtain a quote for costs after the 20th. Bruce Loucka and Margaret Feeney - Mr. Loucka and Ms. Feeney reported that they had been meeting and working on the booklet about applications and development , but still had more work to go. DISCUSSION AND RECOMMENDATION OF APPLICATIONS No. 758 On a motion by Margaret Feeney, seconded by Stephen Angell, it was RESOLVED to recommend to the Southold Town Trustees DISAPPROVAL of Wetland Application No. 9-3-89-70-13-20 .2 submitted by Al Koke to maintenance dredge a channel 1200 ' in length and maximum width 60 ' . Width to be less ( 25± ) where channel goes between two islands ; 6500 c.y, of spoil will be removed and used for beach nourishment of island to east . The Council recommends disapproval because it supports the Trustees ' moratorium on dredg- ing in Town Creek and Jockey Creek; the ramp is accessible to trailered boats; and the dredging would result in "holes" in the creek bottom. Vote of Council: Ayes: Margaret Feeney, Stephen Angell, John Holzapfel and Daniel Kujawski Nays: Bruce Loucka, Betty Wells and John Tuthill They approve of the project but are concerned about the placement of the spoil. No. 759 On a motion by Bruce Loucka, seconded by Margaret Feeney, it was RESOLVED to recommend to the Southold Town Trustees APPROVAL of Wetland Application NO. d10-1-89-70-4-3 submitted by En- Consultants on behalf of Robert Fairlie to construct a 4 ' x 65 ' to fixed, elevated ( 3 . 5 ' above grade minimum) pier extending from bulkhead. 3765 Willis Avenue, Southold. Vote of Council: Ayes : All Motion carried. No. 760 On a motion by Bruce Loucka, seconded by Margaret Feeney, it was RESOLVED to TABLE the Wetland Application No. 10-2-89-56-5-11 submitted by Diamond Scarduzio to construct a single family dwell- ing. The council recommends the applicant complete a long 11/9/89 Page 3 environmental form and address the following concerns: close- ness of the cesspools to the wetlands ( consider an above ground waterless cesspool, and change the runoff pattern(prevent surface runoff to adjacent wetlands and neighbors ) . Budds Pond Road, Southold. Vote of Council: Ayes: John Holzapfel, Margaret Feeney, Bruce Loucka, Daniel Kujawski, and Stephen Angell Nays: John Tuthill - He sees no need for the expense of a long assessment form. Abstain: Betty Wells Motion carried. No. 761 On a motion by Stephen Angell, seconded by Bruce Loucka, it was RESOLVED to recommend to the Southold Town Trustees APPROVAL of Wetland Application NO. 10-4-89-103-3-1 submitted by En- Consultants on behalf of Ralph Rodilosso to an existing dock add; a 4 ' x 30 ' section of fixed, elevated walk, relocated ramp and existing floats westward, and add a 6 ' x 30 ' float in "L" configuration. Purpose of project is to obtain adequate water depth at low tide for owner ' s boat . The CAC approves with the stipulation that the applicant shorten the project to the minimum length possible but still allow adequate depth for the boat ' s access . 1200 Beebe Drive, Cutchogue. Vote of Council: Ayes : All Motion carried. W-10 On a motion by John Tuthill, seconded by Bruce Loucka, it was RESOLVED to recommend to the Southold Town Trustees that no permit is needed for the proposed subdivision plan for Major ' s Terrace, submitted by Henry Raynor on behalf of N. Douglass Latham and Audrey Latham. Orient Vote of Council: Ayes: All Motion carried. W-11 On a motion by Bruce Loucka, seconded by John Tuthill, it was RESOLVED to recommend to the Southold Town Trustees DISAPPROVAL of Waiver Request of Richard Mohring #97-3-13 .4 to construct a single family dwelling. The CAC feesl the applicant should go through the wetland application process. R.O.W. of Main Road, Cutchogue. Vote of Council: Ayes: All Motion carried. 11/9/89 Page 4 The CAC did not comment on the Viola-td,bhc>>, of James Bitses as the matter is now in court . W-12 On a motion by John Holzapfel, seconded by Bruce Loucka, it was RESOLVED to recommend tot he Southold Town Trustees Approval of the Waiver Request of Milliwm J. Mills Co to dig a trench to install wires and pipes . Main Road, Greenprot . Vote of Council: Ayes: All Motion carried. SET NEXT MEETING AND INSPECTION DATE The next meeting of the Southold Town Conservation Advisory Council was scheduled for Tuesday, December 12 , 1989 at 4 : 00 P.M. at the Southold Town Hall Main Road, Southold, New York. Group inspections were scheduled for Tuesday, December 12 , 1989 . The members will meet at the Southold Town Hall at 3 ;00 P.M.
