Box 1179 Telephone � � � (516) hone Southold, New York 11971 SOUTHOLD TOWN CONSERVATION ADVISOR' COUNCIL JANUARY 16 , 1990 A- meeting of the Southold Town Conservation Advisory Council was held Tuesday, January 16 , 1990, at the Southold Town Hall, Main Road, Southold, New York. The meeting was called to order at 4 : 00 P.M. by Chairman John Holzapfel. Present were: John Holzapfel, Chairman Stephen Angell, Member Margaret Feeney, Member Bruce Loucka, Member Betty Wells , Member (Arrived at 4 : 15 P.M. ) Linda Cooper, Secretary John Bedemeyer III , President of the Southold Board of Trustees ( 4 : 30 - 4 : 35 P.M. ) Chairman Holzapfel began the meeting by announcing a two- day conference would be held February 28 and March 1 in Albany, New York. The conference would concern coastal growth. It was decided that work on oil tanks would be put on hold for the time being. Stephen Angell stated he his planning to fly over Southold Town in the springtime. He plans to go at sometime after a heavy rain fall and observe areas of major runoff. Chairman Holzapfel suggested a list be obtained from the Highway Department of the runoff areas which have been taken care of. The Council suggested a letter be sent to golf courses requesting they reduce the amount of fertilizers being used. The Council discussed the absence of the CAC in connection with the Town Board ' s Wastae Management Task Force. It was suggesed a letter be written to the Town Board reminding them of the CAC ' s interest and role in matters of conservation and the environment , such as the Solid Waste Task Force and recycling. The President of the Southold Town Board of Trustees spoke 1/16/90 Page 2 with the Council concerning the CAC ' s role involving Wetland Applications . He suggested that the Council adopt procedures for certain types of simple applications to steamline the process, , resultin.g. in more time for the CAC to devote to major projects . He also suggested the CAC have a greater advisory capacity con- cerning projects before the Planning Board. The CAC were agreeable to the suggestions but wished to make it clear that its job was entirely advisory to the Planning Board. Members felt it was not within their duties to designate wetland lines, etc. , instead they felt it was more in their realm to inspect properties to determine whether wetlands are involved and whether wetland lines shown on submitted surveys were correct . DISCUSSION AND RECOMMENDATION OF APPLICATIONS No. 769A, 769B, 769C On a motion by John Holzapfel, seconded by Bruce Loucka, it was RESOLVED to recommend to the Southold Town Trustees- approval of Wetland Applications No. 12-2-89-117-5-16, 12-2-89-117-5-12 . 1 and 12-2-89-117-5-48. 1 of William Wickham and Mssrs . Kwit and Lockwood to replace withing 18 ' , 54 l. f. of existing timber bulk- head on Kwit property; remove and replace, in same location and configuration, 82 l.f. of bulkhead, dredge up to 10 ' in front to maximum depth of 4 ' below MLW, on Wickham and Lockwood property. Approximately 10 c.y. of spoil to be removed -and used for backfill. Old Harbor Road, New Suffolk. Vote of Council: Ayes: All Motion carried. No. 770 On a motion by Bruce Loucka, seconded by .John Holzapfel, it was RESOLVED to recommend to the Southold Town Trustees approval of Wetland Application No. 12-3-89-35-4-12 submitted by John H. Geideman ohn behalf of Robert S. Koebele to add 4 ' x 18 ' to an existing float , 30 ' x 61 , using an additional pile. 1525 Gull Pond Lane, Greenport Vote of Council: Ayes : All Motion carried. No. 771 On a motion by John Holzapfel, seconded by Bruce Loucka, it was RESOLVED to recommend to the Southold Town Trustees Conditional Approval of Wetland Application No. 1-1-90-70-10-28.2 of Joseph Perricone to construct a timber dock consisting of a 4 ' x 15 ' fixed, elevated (4 ' above grade of marsh) walkway; 4 ' x 14 ' hinged ramp; and two 6" x 12 ' floats secured by four iron pipes . Approval is based upon the submission of a site plan by the applicant . Submitted plan shows locations in Carmel and Putnam. 2060 Clearview Avenue, Southold.' Vote of Council: Ayes: All Motion carried. 1/16/90 Page 3 SET NEXT MEETING AND INSPECTION DATE The Council suggested that the secretary use her discre- tion when setting up an inspection time. If there are only one or two inspections scheduled, she could set a later time and advise the members in the meeting notice. The next meeting date was scheduled for Thursday, February 15, 1990 at 4 : 00 P.M. at the Southold Town Hall. The next inspection date was scheduled for Thursday, February 15, 1990 at 3 : 00 P.M. Members will meet , as usual, in the main lobby of the Southold Town Hall.
