Box 1179 (516) 765-1801 Southold, New York 11971 y�pl ��O SOUTHOLD TOWN CONSERVATION ADVISORY COUNCIL JANUARY 21, 1993 A meeting of the Southold Town Conservation Advisory Council was held Thursday, January?l, 1993 at the Southold Town Hall , Main Road, Southold, New York . The meeting was called to order at 4 : 00 P.M. by Chairman John Holzapfel. Present were: Jbhn Holzapfel, Chairman Bruce Loucka, Member Stephen Angell, Member Betty Wells, Member Robert Keith, Member Cynthia Sturner, Member John McCormick, Member Linda Cooper, Secretary The following recommendation of Wetland Applications were adopted: On a motion by John Holzapfel, seconded by -John McCormick, ; it was RESOLVED to recommend to the Southold Town Trustees partial approval of Wetland Application No. 86-6-p/o26 of Winds Way Building Corp, to construct 4 ' x 50 ' and 4 ' x 40 ' timber stair- way from top of bluff to base of slope . Stairway to lead to 4 ' x 225 ' elevated timber catwalk constructed along slope toe to 4 ' x 60 ' timber catwalk connecting adjoining property staircase ( 4 ' x 401 ) and common beach. Also, to construct 4 ' x 100 ' elevated timber catwalk leading to a 3 ' x 10 ' ramp and two 6 ' x 20 ' floats in "T" formation secured by 8" pilings . Catwalk to be elevated 4 ' over TWL area. The CAC recommends approval of the dock as long as the pathway go- directly from the dock to the 15 ' contour line . The CAC, however, recommends the Trustee TABLE the remainder of the application until the ownership is clarified and written approval from the adjacent property owner is obtained . Page 2 On a motion by John Holzapfel, seconded by Cynthia Sturner, it was RESOLVED to recommend to the Southold Town Trustees disapproval of Wetland Application No. 110-7-25 of Gustave Wade to construct a *one family dwelling, sanitary system, well, 150± l. f. of timber retaining wall landward of the wetland edge using approximately 35 c.y. of clean sand backfill and an additional 25 c.y. of top soil to establish plantings . The CAC recommends disapproval because the lot is environmentally constrained. It cannot support sanitary septic effulent from the septic system and there will be a negative environmental impact due to the proximity of the wetlands to the proposed house. East Road, Cutchogue Vote of council: Ayes : All Motion carried. On a motion by John Holzapfel, seconded by Robert Keith, it was RESOLVED to recommend to the Southold Town Trustees approval with stipulations Wetland Application No. 122-3-15 . 1 of Village Marine to reconsstruct and extend -existing boat ramp utilizing pre-cast concrete slabs. Ramp to extend approximately 20 ' beyond existing ramp terminus . Also to maintenance dredge approximately 1500 s. f. of existing marina to provide a 4 ' depth at MLW. Approximately 140 c.y. of sand/silt to be removed via crane with clam shell and trucked off site. The CAC recommends approval with the stipulation that applicant contains all runoff and eliminate any current runoff. 175 Bay Avenue, Mattituck Vote of Council: Ayes: All Motion carried. On a motion by John Holzapfel, seconded by Cynthia Sturner, it was RESOLVED to TABLE Wetland Application No. 867 of North Fork Country Club to construct a new 16th fairway and tee; extend 15th tee. The CAC tabled the application, it cannot make a recommendation without seeing better plans showing the placement of theh project . Main Road and Moore ' s Lane, Cutchogue . Vote of Council: Ayes : John Holzapfel, Cynthia Sturner, John McCormick, Stephen Angell, Betty Wells, Bruce Loucka Abstain: Robert Keith Motion carried. On a motion by Stephen Angell, seconded by Robert Keith, it was RESOLVED to recommend to the Southold Town Trustees approval of Wetland Application No. 143-5-11 of Joseph Friedman to construct fixed open walkway 3 ' x 35 ' ; hinged ramp 3 ' x 121 ; two floating dock, each 51- x 15 ' and secured by four spiles . The CAC recommends approval provided there will be only one dock/walkway on property. 590 Riley Avenue, Mattituck Vote of Council: Ayes: All Motion carried. F; Page 3 On a motion by Robert Keith, seconded by Robert Keith, it was RESOLVED to recommend to the Southold Town Trustees approval of Wetland Application No. 122-9-7 . 9 of William Pymm to construct pool and deck. The CAC recommends approval based on the plans as submitted in the original application. Reeve Road, Mattituck Vote of Council: Ayes : All Motion carried. On a motion by John Holzapfel, seconded by Cynthia Sturner, it was RESOLVED to TABLE Wetland Application No. 64-3-14 of Dragutin .Gobic to construct 3� ' x 50 ' catwalk, 32" x 20 ' aluminum ramp, 6 ' x 20 ' float and two 2 pile support dolphins . The CAC has tabled the application because it needs an accurate description, submitted plans show discrepancy in measurements . The applicant needs to submit soundings , and the Council has concerns regarding the placement of dock in front of another property. Hobart Road, Southold Vote of Council: Ayes: All Motion carried. WAIVER REQUESTS On a motion by John Holzapfel, seconded by Cynthia Sturner, it was RESOLVED to recommend to the Southold Town Trustees denial of Waiver Request of Noreen Giacome 123-8-28 . 1 to move existing house to allow construction of a porch. The CAC feels this project should go through the wetland application process . Bungalow Lane, Mattituck Vote of Council: Ayes : All Motion carried. CAC representative Bruce Loucka will advise the Trustees of the CAC ' s recommendation of the John R. Crossley waiver request at the .Trustees ' meeting.
