SOUTHOLD TOWN
CONSERVATION ADVISORY COUNCIL
MARCH 18, 1993
A meeting of the Southold Town Conservation Advisory .Council was
held Thursday, March 18, 1993 at 4:00 P.M. at the Southold Town
Hall, Main Road, Southold, New- York.
Present were: John Holzapfel, Chairman
Bruce Loucka, Member
Stephen Angell, Member
Betty Wells, Member
Robert Keith, Member
John Hagerty, Member
Linda Cooper, Secretary
REPORTS
Chairman Holzapfel advised members that the North Fork
Environmental Council and North Fork Audobon would be holding a
meeting in Riverhead, sometime in April. The subject matter would
be wetlands. He suggested any member interested in more
information should contact• him at home.
Bruce Loucka reported on the actions taken by the Trustees at its
meeting of February 1993.
RECOMMENDATION OF WETLAND APPLICATIONS
On a motion by Robert -Keith, seconded by Bruce Loucka, it was
RESOLVED to recommend to the Southold Town Trustees approval
with ' stipulations of Wetland Application No. 94-1-6 of LYNN
ROSSINI to construct 102 linear feet of timber retaining wall
attached to adjacent existing walls. Backfill with 300 .cubic yards
of clean sand fill to be trucked in via Bailie Beach Road to west.
Replace 4' x 80' stairway and add 4' x 10" retractable steps to beach.
The CAC recommends approval of the retaining wall but recommends
that the applicant remove the deck and move it back over solid
ground.

Vote of Council: Ayes: Robert Keith, Bruce Loucka, John
Holzapfel, John Hagerty
Nays: Stephen Angell
Abstain: Betty Wells
Motion carried.
On a motion by Stephen Angell, seconded by Bruce Loucka, it
was
RESOLVED to recommend to the Southold Town Trustees disapproval
of Wetland Application- No. 122-4-p/o 26 of ANNA AND CARLO
DeGAUDENCI to install a 10' x 30' "Geoweb" boat ramp.
The CAC recommends disapproval of the project because:
1 . The bluff is too high, it will create runoff problems and
problems with growth of grasses along margin.
2... Project is not necessary, there are plenty of public ramps
available.

Vote of Council: Ayes: All
Motion carried.
Wetland Application No. 78-8-1 of EDWIN BRANDENBURG to
construct a single family dwelling and catwalk has been tabled by
the CAC. The application is incorrect, it does not reflect the
proper physical condition 'of the property.
Goose Creek Lane, Southold.
Wetland Application No. 52-1-8 -of ARUJAN ARSLANYAN to-
construct approximately 95' of bulkhead, a wooden deck, and, replace
stairs has been tabled. The application is incomplete. A history
of the property and permits is needed
54466 County Road 48, Southold.
On a motion by Bruce Loucka, seconded by John Hagerty, it was
RESOLVED to recommend to the Southold Town Trustees approval of
Wetland Application No. 118-2-14.1 of JOSEPH FLATTERON to
remove existing dock, ramp, and float and construct, in same
location, a 30' x 4' dock, 3' x 10' ramp and 6' x -30' float.

Vote of Council:- Ayes: All
Motion carried.

On a motion by Bruce Loucka, seconded by John Holzapfel, it was
RESOLVED to recommend to. the Southold Town Trustees disapproval
of Wetland Application No. 118-4-4 of ALICE QUINN to construct
a 65' groin to regulate and control beach area sand.
The Council recommends disapproval because no need is shown.

Vote of Council: Ayes: All
Motion carried.

GENERAL BUSINESS
The next meeting of the Southold Town Conservation Advisory
Council was scheduled for Thursday; April 22, 1993 at 4:00 P.M. in
the Conference Room. Group inspections would begin at 3:00 P.M.
The Council tentatively scheduled for 9:00 A.M., Saturday morning,
April 24, 1993 for its walk along the Sound between Mattituck Creek
and Goldsmith Inlet. Plans will be finalized at the Council's April
meeting.
There being no further business to come before the Council, the
meeting was adjourned at 5:35.
