Box 1179 Telephone (516) 765-1801 Southold, New York 11971 SOUTHOLD TOWN CONSERVATION ADVISORY COUNCIL APRIL 22, 1993' A meeting of the Southold Town Conservation Advisory Council was held Thursday, April 22, 1993 at 4:00 P.M. in the Conference Room at Southold Town Hall, Main Road, Southold. Present were: John Holzapfel, Chairman Bruce Loucka, Member Stephen Angell, Member Robert Keith,. Member Patricia Isaksen, Member Betty Wells, Member Linda Cooper, Secretary Absent was: John Hagerty REPORTS Betty Wells advised members of that Water Week is coming up at the beginning of May. She has been working at getting posters to the local schools and Town Hall. RECOMMENDATION OF WETLAND APPLICATIONS Moved by Bruce Loucka, seconded by Stephen Angell, it was RESOLVED to TABLE Wetland Application No. 92-1-8 of ANTHONY VITALE to dredge approximately 100 c.y. of sandy material at entrance to Fair Haven Inlet to provide boating access to property owners. Ten (10) year maintenance to dredge 50-70 c.y. each year. The CAC is unable tomake a recommendation without the following information: 1 ) Delineation of area to be dredged and bottom profile. 2) Depth sounding is needed. 3) Proposed slope of dredge project. 4) Site for spoil. Inlet Way, Southold. Vote of Council: Ayes: ,- All 4/22/93 Page 2 Motion carried. Moved by John Holzapfel, seconded by Bruce Loucka, it was RESOLVED to recommend to the Southold Town Trustees DISAPPROVAL of Wetland Application No. 33-2-10 8 4 of ARTHUR ROBERT TORELL, JR. to build a single family dwelling. The CAC recommends disapproval because the project is too close to the wetlands; the septic system would have a dramatic influence on the pond water. 365 Westwood Lane, Greenport Vote of Council: Ayes: All Motion carried. Moved by Bruce Loucka, seconded by Patricia Isaksen, it was RESOLVED to recommend ' to the Southold Town Trustees DISAPPROVAL of Wetland Application No. 51-1-2 of KATIE NICKOLAUS to construct a wood bulkhead structure at toe of existing bluff slope. The CAC recommends disapproval because there are no other walls within the area. The Council feels the bluff should remain in its natural state, but suggest the applicant rebuild the staircase. Soundview Avenue, Southold Vote of Council: Ayes: All Motion carried. Moved by Bruce Loucka, seconded by John Holzapfel, it was RESOLVED to recommend to the Southold Town Trustees APPROVAL WITH STIPULATIONS of Wetland Application No. 76-3-31 8 12.1 of ROBERT HAMILTON to construct a timber dock consisting of a 4' x 20' fixed elevated walk (4' above marsh grass); 4' x 12' hinged ramp; 6' x 20' float secured by two (2) pilings. The Council recommends approval with the stipulation that a vegetative buffer of. at least 25' with no mowing be maintained. 1180 Smith Drive South, Southold Vote of Council: Ayes: All Motion carried. Moved by Bruce Loucka,\ seconded by Robert Keith, it was RESOLVED to recommend to the Southold Town Trustees APPROVAL WITH A STIPULATION of Wetland Application No. 21-1 8 2 of TOWN OF SOUTHOLD to stabilize the existing path at the end of Rocky Point Road by placing backer boards, as needed, along the path and backfill with topsoil. Unvegetated areas to be replanted with grass seed or other suitable cover. The Council recommends approval provided drywells are installed in the road to prevent runoff before the project is started, otherwise, the problem will continue. End of Rocky Point Road, East Marion Vote of Council: Ayes: All Motion carried. et 4/22/93 Page 3 Moved by John Holzapfel, seconded by Bruce Loucka, it was RESOLVED to recommend to the Southold Town Trustees APPROVAL WITH A STIPULATION of Wetland Application No. 70-6-31 of JOHN A. BURNS, JR. to construct a 4' x 50' fixed dock elevated a minimum of 4' over grade, one 3' x 15' ramp and 6' x 20' float. The Council recommends approval provided a natural vegetative buffer is maintained for at least 201. Since there is evidence of heavy watering and high fertilization the buffer is REQUIRED. 755 Lighthouse Lane, Southold Vote of Council: Ayes: All Motion carried. GENERAL BUSINESS The Council had been scheduled to walk along the Sound beach on Saturday, April 24, 1993. Due to scheduling problems, the walk will . take place on Tuesday, April 27, 1993. Members will meet at 3:OOP.M.at the end of Bailie Beach Road, Mattituck and will walk east along the beach to Goldsmith Inlet (weather permitting) . The next meeting of the Southold Town Conservation Advisory Council was scheduled for Thursday, May 20, 1993 at 4:OOPM in the Conference Room at Southold Town Hall. Group inspections would begin at 3:OOPM. There being no further business to come before the Council, the meeting was adjourned at 5:OOPM. Respectfully submitted, Linda J.
