SOUTHOLD TOWN
CONSERVATION ADVISORY COUNCIL
MINUTES
AUGUST 19, 1993
A meeting of the Southold Town Conservation Advisory Council
was held Thursday, August 19, 1993 at 4:00 P.M. in the Conference
Room of the Southold Town Hall, Main Road, Southold, New York.
Present were: John Holzapfel, Chairman
Bruce Loucka, Member
John Hagerty, Member
Patricia. Isaksen, Member

CHAIRMAN'S ANNOUNCEMENTS
Chairman Holzapfel advised members that he had received the
request for the CAC 1994 Budget. With the members' approval, he
would resubmit the same budget as submitted for 1993. Members
agreed with his proposal.
John asked members to be prepared to share ideas for CAC
focus for 1994.
REPORTS
Bruce Loucka reported on the Trustees' July meeting. The Gus
Wade project was discussed. and Bruce Anderson is to prepare a
report ' giving three options and the possible results of each of the
options.
RECOMMENDATION OF APPLICATION
Moved by John Holzapfel, seconded by Bruce Loucka it was
RESOLVED to recommend to the Southold Town Trustees APPROVAL
of the Wetland Application of CLEAVES POINT VILLAGE 38-7-4.2 8 8
and 38.2-1-45 existing dock modification. The CAC recommends
approval provided there is no increase in the number of slips.

Motion carried.
Moved by Bruce Loucka, seconded by John Holzapfel, it was
RESOLVED to recommend to the Southold Town Trustees APPROVAL
WITH SUGGESTIONS of the Wetland Application of the MATTITUCK
PARK DISTRICT 99-2-19.1 to repair east side of. parking lot at
Breakwater Beach which was storm damaged and to remove materials
which were placed under lot. (Application a result of violation
issued.
The Council recommends approval with the following suggestions:
materials be removed and replaced properly; applicant may wish to
realign, the present configuration does not provide the best.

Motion carried.
Moved by John Holzapfel, second by Bruce Loucka, it was
RESOLVED recommend to the Southold Town Trustees APPROVAL of
the Wetland Application of the NORTH FORK COUNTRY CLUB
109-4-7.1 to create new 16th teeing ground and fairway in wooded
area to the east of existing 15th green .and 16th fairway according to
submitted plans. The Council recommends approval- with the
understanding that- the runoff be contained and native vegetative
buffer areas be maintained.

Vote of Council: Ayes: All
Motion carried.
Moved by Patricia Isaksen, seconded by John Hagerty, it was
RESOLVED to recommend to the Southold Town Trustees APPROVAL
of the Wetland Application of LEON L. MUNIER 128-6-1 which is a
Grandfather Permit for stairs and decks for bulkheads; deck . and
bathhouse approximately 12' x 40' located in between bulkheads.

Moved by Patricia Isaksen, secpnded by John Holzapfel, it was
RESOLVED to recommend to the Southold Town Trustees APPROVAL
of the Wetland Application df VICTOR CATALANO 128-6-13.3 to
replace (within 18") 103 l.f'. of timber bulkhead. Wall to be
backfilled with 350 c.y. of clean backfill to be trucked in from
upland source and delivered over owner's property. Remove an
existing concrete stairway and replace with a 5' x 7' wood stairway.
Property damaged by winter storms. The Council recommends
approval and suggests the applicant may wish to tie in the adjacent
bulkheads to create a solid line.
Peconic Bay Boulevard, Laurel.
Vote of Council: Ayes: All
Motion carried.
Moved by John Holzapfel, seconded by Patricia Isaksen, it was
RESOLVED to recommend to the Southold Town Trustees
DISAPPROVAL of the Wetland Application of ROBERT TAYLOR
126-6-9.1 to construct 58' of timber retaining wall no more that 2'
in front of existing retaining wall, with a 30' return on the ' east
property line. Approximately 40 c.y. of clean backfill to be trucked
in in from upland source.
The Council recommends disapproval as submitted because there is
plenty of room behind the existing seaward bulkhead (not retaining
wall); the proposed plan would be 2' in front of adjacent western
bulkhead which would create 'an angle, which can create erosion
problems. The Council also questions the MHW, it does not appear to
be correct on the submitted plans.
Sigsbee Road, Mattituck
Vote of Council: Ayes: All
Motion carried.
FISHERS ISLAND
Three members of the CAC were able to inspect two projects on
Fishers . Island. The following recommendations are a result of the
inspections:
Moved by John Holzapfel, seconded by John Hagerty, it was
RESOLVED to recommend to the Southold Town Trustees APPROVAL
of the proposed house, pool and deck of LIONS/BROWN provided
the project stays out of the 75' buffer, and
RESOLVED to recommend to the Southold Town Trustees APPROVAL
of the rock revetment of TIM RUSSELL.
Vote of Council: Ayes: All
Motion carried.
SET NEXT MEETING AND INSPECTION DATE
The next meeting of the Southold Town Conservation Advisory
Council was scheduled for THURSDAY, SEPTEMBER 23, 1993 at 4:00

P.M. in the Conference Room at Southold Town Hall, Main Road,
Southold.
If there are any Group Inspections, members will meet in the
lobby of the Town Hall at 3:00 P.M. on THURSDAY, SEPTEMBER 23,
1993.
There being no further business, the meeting was adjourned.
