A meeting of the Southold Town Conservation Advisory Council was held Thursday, October 21, 1993 at 4:00 P.M. in the Conference Room Present were: John Holzapfel, Chairman Bruce Loucka, Member Stephen Angell, Member Robert Keith, Member John Hagerty, Member Patricia Isaksen, Member Betty Wells, Member Linda Cooper, Secretary REPORTS JOHN HAGERTY reported he had met with the Town Board at its Work Session on Tuesday, October 19, 1993 to discuss its support of the CAC's resolution of October 14 requesting the County CEQ require a EIS for Robin's Island. The Town Board concurred and supported the CAC's appearance at the CEQ meetings concerning Robin's Island. ROBERT KEITH and PATRICIA ISAKSEN attended` the CEQ meeting concerning Robin's Island on Wednesday, October 20, 1993. The reported that there was tremendous support for the EIS requirement. Due to the nature of the matter, the meeting was TABLED and- will be discussed further at the CEQ meeting- on November 17, 1993. Robert Keith stated that, with the Council's permission, he would' attend that meeting as the CAC representative. All agreed. The Council discussed the possibility of doing an inspection of Robin's Island. Chairman John Holzapfel asked Secretary Linda Cooper to send a letter to the owner requesting permission. Betty Wells volunteered to supply the name and address of the owner. 2 DISCUSSION AND RECOMMENDATION OF WETLAND APPLICATIONS Moved by Robert Keith, seconded by Patricia I saksen, it was RESOLVED to recommend to the Southold Town Board of Trustees APPROVAL of the Wetland Application of FREDERICK AND ANN COLLIGAN 123-8-28.4- to raise the existing bungalow approximately 3' and'secure it to an new pile foundations. Marratooka Point (R.O.w. off Park Avenue Ext. ), Mattituck Vote of Council: Ayes: Robert Keith, Patricia Isaksen, John Holzpafel, Bruce Loucka, Betty Wells, John Hagerty Nays: Stephen Angell Motion carried. Moved by John Holzapfel, seconded by John Hagerty, it was RESOLVED to recommend to the Southold Town Board of Trustees APPROVAL of the Wetland Application of S. HEAGAN BAYLES 119-1-14 to construct 287 Lf. of upland timber retaining wall and deposit and grade approximately 1050 c.y. of clean sand fill to restore eroded bluff. Proposed wall to be entirely landward of existing timber bulkhead. Nassau Point Road, Cutchogue Vote of Council: Ayes: All Motion carried. Moved by John Holzapfel, seconded by Stephen Angell it was RESOLVED to recommend to the Southold Town Board of Trustees DISAPPROVAL of the Wetland Application of STEPHEN J. BUCZAK 115-17=17.11 to construct a single family dwelling and swimming pool.. The Council recommends disapproval because there is 'no reason for the project to be within 75' of the wetlands. The building envelope allows sufficient square footage for the house and pool. The CAC also stipulates that applicant must not allow any backwash from the pool into the creek. Willis Creek Drive, Mattituck Vote of Council: Ayes: All Motion carried. Moved by Bruce Loucka, seconded by John Holzapfel, it was RESOLVED to recommend to the Southold Town Board of Trustees APPROVAL of the ' Wetland Application of JANET T. SWANSON 15-3-1 to construct stairs 61' overall by 41 wide with landing at top and landing in middle section; to replace in new location, storm damaged existing stairs. 1993 Ryder Farm Lane, Orient Vote of Council: Ayes: All Motion carried. s 3 Moved by Stephen Angell, seconded by John Hagerty, it was RESOLVED to recommend to the Southold Town Board of Trustees DISAPPROVAL of the Wetland Application of HARRY AND JANET HOHN 118-6-1 to construct new stairs and catwalk from existing bulkhead to beach. The CAC recommends disapproval because there is no need for the catwalk across the pond. The catwalk would create an obstruction to wildlife and an intrusion to nesting birds on the beach. ,8980 Nassau Point Road; Cutchogue Vote of Council: Ayes: All Motion carried. Moved by Bruce Loucka, seconded by Robert Keith, it was RESOLVED to recommend to the Southold Town -Board of Trustees TEMPORARY APPROVAL of the Wetland Application of Goldsmith's Boat Shop 64-3-11 to install a temporary ramp made of C.C.A. pilings and 2 x 12 C.C.A. decking for the purpose of hauling and launching a seaplane and/or small boats. Ramp to be 40' long x 14' wide and will extend from bank to just beyond low tide Fine and will be removable. The CAC recommends approval only for a TEMPORARY PERMIT of TWO YEARS. Since applicant describes the project as temporary, the permit should reflect the approval for only a limited time. If, after the two year period, the applicant still wishes to have the ramp available, he would have to reapply for a permanent permit. Main Road, Southold. Vote of Council: Ayes: All Motion carried. Moved by Bruce Loucka, seconded by John Hagerty, it was RESOLVED to recommend to the Southold Town Board of Trustees APPROVAL of the Wetland Application of ANTHONY AND VIOLET TAMBURRINO 88-5-56 to extend existing bulkhead return 10' landward and fill void with 4-5 c.y. clean fill. 85 Waters Edge Way, Southold Vote of Council: Ayes: Bruce Loucka, John Hagerty, John Holzapfel, Robert Keith, Patricia Isaksen, Betty Wells Nay: Stephen Angell Motion carried. Moved by Bruce Loucka, seconded by Robert Keith, it was RESOLVED to recommend to the Southold Town Board of Trustees APPROVAL of the Wetland Application of DAVID L. FRENCH 26-2-8 to install a 4' x 100' fixed timber dock and four 2-pile dolphins. 196 Willow Terrace Lane, Orient Vote of Council: Ayes: Bruce Loucka, Robert Keith, John Holzapfel, Patricia Isaksen, John Hagerty, Betty Wells Nays: Stephen Angell Motion carried. 4 Moved by Robert Keith; seconded by Patricia Isaksen, it was RESOLVED to recommend to the Southold Town Board of Trustees APPROVAL of the Wetland" Application of BRUCE AND BARBARA BEANY 103-3-5.1 to replace 4' x 30' fixed timber dock, 30" x 14' ramp, 6' x 20' float dock with pipe support pilings. 1750 Beebe Drive, Cutchogue Vote of Council: Ayes: All Motion carried. Moved by Robert Keith, seconded by Patricia lsaksen, it was RESOLVED to recommend to the Southold Town Board of Trustees APPROVAL of the Wetland Application of JOHN J. CONFORTI 107-7-5 to obtain a permit for an existing floating dock (5' x 701) with 3' x 16' ramp. 1935 Westview Drive, Mattituck Vote of Council: Ayes: All Motion carried. SET NEXT MEETING AND INSPECTION DATE The next meeting of the Southold Town Conservation Advisory Council was scheduled for THURSDAY, DECEMBER 2, 1993 at 4:00 P.M. in the Conference Room at Southold Town Hall. Group 1-nspections were scheduled for Thursday, December. 2, 1993. Members will meet at 3:00 P.M. in the lobby of Southold Town Hail.
