A meeting of the Southold Town Conservation Advisory Council was held Thursday, December 2, 1993 at 4:00 P.M. in the Conference Room at Southold Town Hall, Main Road, Southold. Present were: John Holzapfel, Chairman Bruce Loucka, Member Stephen Angell, Member Robert Keith, Member Linda Cooper, Secretary Absent were: Betty Wells, Member John Hagerty, Member Patricia Isaksen, Member The meeting was called to order by Chairman John Holzapfel. REPORTS Robert Keith attended the CEQ meeting of November 17, 1993 in which Robin's Island's development plan was discussed. He reported the meeting was well attended and support was for the requirement of an EIS. John Holzapfel statedthat the Cooperative Extension Fishermen's Forum was scheduled for January 21, 1994. There is, tentatively scheduled, a joint meeting- the CACs and other groups to take place during the forum. Chairman Holzapfel also brought to the attention of the members that, a meeting of the Governor's Task Force on Agriculture and Mariculture would be held in Riverhead on December 6 or 7. 2 Chairman Holzapfel submitted to the members a list of projects the CAC could consider for future projects. The list contained the following suggestions: 1 . Bluff Erosion 2. Swans - signs and action 3. Review of past projects 4. Strom drains 5. Adopt a Highway 6. National Estuary Program 7. Goose Creek 8. Compost - Smithtown CAC 9. Carrying capacity of a creek 10. Policy - i.e. 4 boats to a dock, catwalk 4' wide RECOMMENDATION OF WETLAND APPLICATIONS Moved by Bruce Loucka, seconded by Robert Keith, it was RESOLVED to recommend to the Southold Town Trustees APPROVAL of the Wetland Application of JOSEPH W. SUDA 53-5-10 to remove and replace, (in-kind, in-place) 152' of timber bulkhead and 5' x 11' returns. Backfill with 15-20 c.y. of clean fill. 1280 Sage Boulevard, Greenport. Vote of Council: Ayes: All present Motion carried. Moved by Robert Keith, seconded by Stephen Angell, it was RESOLVED to recommend to the Southold Town Trustees APPROVAL of the Wetland Application of JOSEPH AND ELLEN SULLIVAN 116-7-7 to construct a single family residence and deck including garage, sanitary system, and filt. Meadow Beach Lane, Mattituck Vote of Council: Ayes: All present Motion carried. Moved by Robert Keith, seconded by Stephen Angell, it was RESOLVED to recommend to the Southold Town Trustees APPROVAL WITH CONDITIONS of the Wetland Application of .DOUGAL FRASER 118-4-7 to replace (within 18"') 99 +/- of existing timber .bulkhead and remove and replace in same locations and• configuration 3.5' x 8' stairs leading from bulkhead to beach. Approximately 15 c.y. of clean backfill to be trucked in from upland sire. Construct 13' x 20' wood deck to be located west of fixed walk and parallel to bulkhead. The CAC recommends approval- with the condition that the runoff onto the beach from the pipe connected to the catch basin be removed. Runoff should be contained by using drywells. 7955 Nassau Point Road, Cutchogue Vote of Council: Ayes: All present Motion carried. 3 Moved by Stephen Angell, seconded by Robert Keith, it was RESOLVED to recommend to the Southold Town Trustees APPROVAL of the Wetland Application of PHILIP R. MARRINER 144-5-28 & 29.2 to construct a timber dock consisting of a 4' x 40' fixed catwalk extending off an existing deck and steps and maintaining at least 4' above elevation of vegetated marsh; 3' x 12' hinged ramp, 6' x 20' float (arranged in "T" configuration) secured by two (2) 10" diameter pilings. Dock will replace owner's mooring which is located at easterly side of proposed float. There will be no greater extension into waterway and no blockage to navigation. 320 Sailors Needle Road, Mattituck Vote of Council: Ayes: All present Motion carried. Moved by Robert Keith, seconded by Stephen Angell, it was RESOLVED to recommend to the Southold Town Trustees APPROVAL WITH CONDITIONS of the Wetland Application of BARBARA BRAATZ 111-10-14 to dredge by clam shell crane on barge to 5' below'mean low water approximately 160 cubic yards, and deposit on spoil sites on applicant's property and grade-. The CAC. recommends approval with the condition that concern be given to the adjacent tern nesting site. No work should, take place during the nesting season. Moved by Robert Keith, seconded by Bruce Loucka, it was RESOLVED to recommend to the Southold Town Trustees APPROVAL of the Wetland Application of BLUEPOINTS COMPANY, INC. 140-1-23.1 to construct 100' x 4' open pile pier and place four prefabricated 8' x 30' open tanks in adjacent area. Tanks would be serviced by a 2000 GPM pump enclosed in a 5' x 5' structure. Intake and outfall pipes would run underneath the pier and the tanks connected in parallel. Love Lane, Mattituck Vote of Council: Ayes: All present • Motion carried. Moved by Bruce Loucka, seconded by Robert Keith, it was RESOLVED to recommend to the Southold Town Trustees APPROVAL of the Wetland Application of ELI GREEN 78-7-7 to raise summer residence from present elevation of 6.7' to 12.0'.. No disturbance of existing grounds. Main Bayview Road, Southold• Vote of Council: Ayes: All present Motion carried. Moved by Bruce Loucka, seconded by Robert Keith, it was v . 4 RESOLVED to recommend to the Southold Town Trustees APPROVAL of the Wetland Application of JOHN CROKOS 14-2-3.11 to construct wood stairway down to beach from property. 2110 Grandview Drive, Orient Vote of Council: Ayes: All present Motion carried. Moved by Stephen Angell, seconded by Bruce Loucka, it was RESOLVED to TABLE the Wetland Application of LOUIS AND ELIZABETH FORMICA 114-7-10.6 to construct a single family dwelling with garage, well, and sanitary system. The application is tabled until a survey with proposed plans is received. Moved by Bruce Loucka, seconded- by Robert Keith, it was RESOLVED to recommend to the Southold Town Trustee DISAPPROVAL of the Wetland Application of SARA GFCALE 110-7-17 to construct 1-3 ton capstone groin over existing deteriorating 33+/-' groin for purpose of erosion control; maximum proposed elevation of groin = 7'3"+/-. Two yard tracked payloader to be used for construction; will access construction site from end of Hamilton Avenue. The CAC recommends disapproval because it is an inappropriate solution. 1 . It is too close to the groin to the west, therefore, it would not be effective. 2. It may increase the erosion to the east, placing the the bulkhead in peril. 3. What is presently there is'not functioning, therefore, it would not be a replacement. The Council suggests the removal of the groin to the west or put down sand. East Road, Cutchogue. Moved by Bruce Loucka, seconded by Robert Keith it was RESOLVED to recommend to the Southold Town Trustees APPROVAL of the Wetland Application of LORETTA HINDERLING 76-2-2..5 to extend existing deck from west side to north side of house. 1325 Smith Drive North, Southold Vote of Council: Ayes: All present Motion carried. Moved by Bruce Loucka seconded by Stephen Angell, it was RESOLVED to recommend to the Southold Town Trustees APPROVAL of the Wetland Application of JAMES KING 106-4-6 to construct 8' x 80' floats with two 6' x 20' finger floats and a 16' x 41- ramp from existing fixed dock. East Mill Road, Mattituck Vote of Council: Ayes: All present Motion carried. .Y Moved by Robert Keith, seconded by Bruce Loucka, it was RESOLVED to recommend to the Southold Town Trustees APPROVAL of the Wetland Application of NARROW RIVER MARINA 27-2-4 to replace 133' of storm damaged bulkhead. Remove 84' of storm damaged bulkhead and construct 34' of new bulkhead to replace the 84' of.bulkhead to be removed. Dredge approximately 150 c.y. Relocate 30' of storm damaged wave break. Relocate existing dock 10' to the north and extend it 20' to the west. Install six 2 112' x 8' finger floats. Replace 14 storm damaged or lost pilings. Narrow River Road, Orient Vote of Council: Ayes: All Motion carried. REQUEST FOR AMENDMENT TO PERMIT RESOLVED to recommend to the Southold Town Trustees APPROVAL of the request of CAROL CASSEL 56-5-40 to amend her Permit No. 4218 for a catwalk to beach-; patio off the northwestern corner, 1616" x 51611, steps 4 x 6. Willow Point Road, Southold. SET NEXT MEETING AND INSPECTION DATE The next meeting of the Southold Town Conservation Advisory Council was scheduled for THURSDAY, JANUARY 20, 1994 at 4:00 P.M. at Southold Town Hall. Group Inspections will be the same date. Members will meet at 3:00 P.M. in the lobby of Southold Town Hall. The meeting was adjourned at 6:13 _P.M. Respectfully submitted, Linda J.
