Box 1179 Telephone (516) 765-1801 Southold, New York 11971 y�pl � ��® SOUTHOLD TOWN CONSERVATION ADVISORY COUNCIL MINUTES JANUARY 20, 1994 A meeting of the Southold Town Conservation Advisory Council was held THURSDAY, JANUARY 20, 1994 at the Southold Town Hall, Main Road, Southold, New York. Present were: Bruce Loucka, Member Stephen Angell, Member Robert Keith, Member John Hagerty, Member Patricia Isaksen, Member Linda Cooper, Secretary Absent was: Betty Wells, Member NOTE: A vacancy exists as a result of the resignation of John Holzapfei. Mr. Holzapfel was elected as a member of the Southold Town Board of Trustees. That office took effect January 1, 1994. The first order of business was the recommendation to the Southold Town Board of a chairman to the Conservation Advisory Council. Bruce Loucka was nominated by Robert Keith, seconded by Patricia Isaksen for the position of Chairman. The vote was unanimous to recommend that Bruce Loucka be appointed Chairman of the Southold Town Conservation Advisory Council. RECOMMENDATION OF WETLAND APPLICATIONS Moved by Bruce Loucka seconded by John Hagerty, it was RESOLVED to recommend to the Southold Town Board of Trustees APPROVAL of the Wetland Application of THOMAS BYRNE 52-5-1 to replace (within 18") an existing cement block retaining wall 851 in length (plus 5' return on north side and 10' return on south side) January 24, 1994 U. Page 2 with a new timber wall approximately 1' higher. Approximately 45 c.y. of clean backfill to be trucked in from upland source. An existing indentedblock stairway to be backfilled and replaced with a 4' x 8' wood stairway. 2345 Bayview Avenue, Southold Vote of Council: Ayes: All ` Motion carried. Moved, by- Robert Keith, seconded by Patricia Isaksen, it was RESOLVED to recommend to ' the Southold Town Board of Trustees APPROVAL of the Wetland Application of STEVEN SPARACINO 115-17-17.14 to construct an elevated timber walkway and fixed dock structure. The walkway will be 4' wide by 70' long and a minimum of 4' above grade. The dock to be 5' wide and 20' long and to be situated on the seaward edge of the existing wetlands providing access to the dredged creek.- Willis reek.-Willis Creek Drive, Mattituck Vote of Council: Ayes: All Motion' carried. The Southold Town CAC did not inspect the area of the Wetland Application of W.L. LYONS BROVlN, I'I'I 9-9-27.2 Fishers Island project of a proposed dock and request for letter of jurisdiction- for proposed house, garage, deck, retaining wall, drive, patio, and pool. The CAC may make comments at a later date. Fishers Island Moved by Stephen Angell, seconded by Robert Keith, it was RESOLVED to recommend to the Southold Town Board of Trustees DISAPPROVAL of the Wetland. Application of RAYMOND GOODWIN 104-3-3 remove and replace an existing concrete block .wall and construct a 65' retaining, wall and 34' return on south side. Wall will attach to' and be in line with railroad tie wall to north and will be above SHW. Backfill with 150 c.y." of clean fill to be trucked in from and upland source. The Council recommends disapproval of the bulkhead/retaining wall because there is no evidence of erosion, therefore, no need is shown. The Council does recommend approval for the construction of a dock(catwalk) consisting of a 4' x 50' fixed elevated walk; 3' x 14' hinged ramp; 6' x 20' float secured- by two 2 pile dolphins. Letter of ,non jurisdiction requested. to construct a garage more than 75' from MHW. 2445 Pine Tree Lane, .Cutchogue Vote of Council: Ayes: All Motion carried. Moved by Bruce Loucka, seconded by John Hagerty, it was RESOLVED to recommend to the Southold Town Board of Trustees APPROVAL of the Wetland Application of ROBERT HALL 71-2-7 to ! January 24, 1994 Page 3 construct 100 linear feet of replacement bulkhead no more than 18" in front of existing bulkhead; fill behind existing bulkhead and/or new b.ulkhead, as necessary, with not more than 100 c.y. of clean material from upland source. 75 Harbor Lights Drive, Southold Vote of Council: Ayes: All Motion carried. Moved by Stephen Angell, seconded by Bruce Loucka, it was RESOLVED to recommend to the Southold Town Board of Trustees APPROVAL WITH PROVISIONS of the Wetland Application of VICTOR E. RERISI 35-5-37 to construct a single family dwelling. The CAC recommends approval with the provision that, on the south side where there is no bulkhead, the applicant plant a natural vegetative buffer to direct the water (runoff) away from the creek. Also there should be a 10' - 15' buffer between the lawn and bulkhead (either natural vegetation or gravel). Snug Harbor Road, East Marion. Vote of Council: Ayes: All Motion carried. Moved by Bruce Loucka, seconded by Robert Keith, it was RESOLVED to recommend to the Southold Town Board of Trustees APPROVAL of the Wetland Application of IRVING FRICK 1.07-7-5 (formerly Conforti) to replace existing docking facility with a 5' x 30' fixed dock, 3' x 20' ramp., 6' x 46' floating dock and 6' x 28' "L" float extending no 'greater than 86' west of bulkhead. 1935 Westview Drive, Mattituck Vote of Council: Ayes: All Motion carried. Moved by Robert Keith, seconded by Patricia Isaksen, it was RESOLVED to recommend to the Southold Town 'Board of Trustees APPROVAL of the Wetland Application of GEORGE S. CASE, JR. 111-9-4.1 to construct 198 I.f. of timber' retaining wall extending from landward end of return to south, to corner of retaining- wall to north. Wall will run generally along toe of bluff and approximately 50' landward of AHW. Approximately 300 c.y. of clean sand to be brought in via right-of-way 400' north off Nassau Point Road for backfill. Rebuild existing 4' x 40+/-' stairway from crest of bluff to beach. A 4' x 4' wood platform at crest of bluff will also be replaced. 3745 Nassau Point Road, Cutchogue Vote of Council: Ayes: Bruce Loucka, Robert Keith, John Hagerty, Patricia Isaksen Nays: Stephen Angell Motion carried. Moved by John Hagerty, seconded by Bruce Loucka, it was January 24, 1994 Page 4 RESOLVED to TABLE the Wetland Application. of DR. SANDRA KIERSKY 66-2-35 to construct dock.The Council has tabled the application because the project is unclear and there were no construction plans submitted. Rogers Road, Southold. Vote of Council: Ayes: All Motion carried. Moved by Bruce Loucka, seconded by John Hagerty, it was RESOLVED to recommend- to the Southold Town Board of Trustees APPROVAL of the Wetland Application of THOMAS FALCO 70-6-32 for letter of non-jurisdiction for additions to existing house. Lighthouse Lane, Southold Vote of Council: Ayes: All Motion carried. Moved by Robert Keith, seconded by Stephen Angell, it was RESOLVED to recommend to the Southold Town Board of Trustees APPROVAL of the Wetland Application of EUGENE BURGER 104-3-4 to amend permit. by locating the float in a different configuration,. Pine Tree Road, Cutchogue Vote of Council: Ayes: All Motion carried. RECOMMENDATION OF WAIVER REQUESTS Moved by Robert Keith, seconded by Stephen ,Angell, it Was RESOLVED to recommend to the Southold Town Board of Trustees DISAPPROVAL- of the following three waiver requests for the reasons indicated for each. No. 1 Aristides Speres request waiver for construction of a 12' x 22' deck landward of bulkhead. Nassau Point Road, Cutchogue The Council disapproves the project as a waiver, the project should be submitted as an amendment to a previous, existing permit. No. 2 Jack Rice 1'15-1-0-3 request waiver to' add 8' x'22' deck. New Suffolk Avenue, Mattituck The Council recommends disapproval of the waiver request. The applicant should be required to submit a new wetland application for the project. No. 3 Richard Corizzini, Jr. 118-5-4.1 - request waiver to add an addition , approximately 17' x 17' to existing dwelling. Nassau Point Road, Cutchogue The Council recommends disapproval of the waiver request. Project should only require a letter of non-jurisdiction. January 24, 1994 Page 5 Vote of Council: Ayes: All Motion carried. SET NEXT MEETING AND INSPECTION DATE The next regular meeting of the Southold Town Conservation Advisory Council was scheduled for Thursday, February 17, 1994 at 4:00 P.M. in the Conference Room at Southold Town Hall. Group Inspections ,were scheduled for Thursday, February 17, 1994 at 3:00 P.M. It was suggested by Bruce Loucka and agreed upon by the members that all wetland applications be assigned to individuals and none to be assigned as group inspections. Any individual inspections that appear to be a problem would then be looked at by all the members during the group inspections. The secretary will henceforth send copies of all the applications to all the members. NEW BUSINESS Bruce Loucka suggested the CAC meet again before the next regular meeting to discuss possible future projects, responsibilities of the Council and general business, not wetland applications. It was decided that the Council would meet Monday, January 24, 1994 at 4:00 P.M. in the Conference Room. - ADJ.OURN There being . no further business to come before the Council, the meeting was adjourned at 6:05 P.M.
