SOUTHOLD TOWN
CONSERVATION ADVISORY COUNCIL
JANUARY 28, 1994
4:00 P.M.
A special meeting of the Southold Town Conservation Advisory
Council was held Friday, January 28, 1994 at Southold Town Hall,
Main Road, Southold, New York. The purpose of the meeting was to
discuss the Council's focus and future endeavors.
Present were: Bruce Loucka, Chairman
Stephen Angell, Member
"Jack" Hagerty, Member
Robert Keith, Member
Betty Wells, Member
Absent was: Patricia Isaksen, Member (out of town)
Allan Connell, New Member (out of town)
The meeting was called to order by Chairman Bruce Loucka at
4:00 P.M. He advised members that the Southold Town Board had
appointed Allan Connell to the CAC to fill John Holzapfelrs. unexpired
term. The Town Board also accepted the-recommendation of the .CAC
and appointed Bruce Loucka as chairman of the CAC for 1994.
At the last meeting of the CAC, Chairman Loucka had suggested
that Croup Inspections be made only if there was a recommendation of
disapproval or if the member(s) making the inspection felt .there
-might be a problem. Bruce amended that suggestion to include any .
application where only one member performs the inspection, even if
the recommendation of that member is for approval.
Bruce Loucka . reported. that. the town appeared to be very
serious about addressing the runoff problem. The town will first
identify the major and minor runoff area, then prioritize the list.
Costs for correcting the areas must be estimated and then the town
may float a bond to cover the costs. This plan of action would allow

a faster solution to the problem. Bruce also stated that
Superintendent of Highways, Raymond Jacobs has promised that all
moneys for road runoff in the 1994 budget would be expended, even
if it required contracting out to get the job 'done.
Members reviewed the charge to the Conservation Advisory
Council and reexamined the list of CAC Projects for consideration
proposed at the December meeting by John Holzapfel. The list
contained the following:
1 . Bluff Erosion
2. Swans - signs and action
3. Review of past projects
4. Storm drains
5. Adopt a Highway
6. National Estuary Program
7. Goose Creek
8. Compost - Smithtown CAC
9. Carrying capacity of a creek
10. Handbook
11 . Policies ( informal Rules)
After a discussion, it was decided that the Council would
address only some of the items on the list.
1 . Bluff Erosion - the Council needs to recommend a policy.
Stephen Angell volunteered to coordinate this issue.
2. Swans - the public needs to be educated. It will be
necessary to gather backup data. Jack Hagerty will contact the
Nature' Conservancy and/or the Audubon to see if they have a "swan
count" and a count for other- waterfowl which may be adversely
affected by the swan population. Bruce Loucka will check into
obtaining a permit from the DEC to addle the eggs. He will also
check with Trustee John Holzapfel about reinstalling signs to
discourage the public from feeding swans and ducks.
7. Goose Creek - this project needs to be finalized. Since
Bruce has the data from Goose Creek in his computer he will put
together a summary of the data, including the different tides
involved. The CAC would like to see a drainage ring installed on
Waterview Road sometime .in the near future. There is a definite
runoff problem in that' area. Members also feel that cesspools in the
area of Goose Creek may have an influence on the water quality. It
might be possible to obtain funds from the "runoff bond" (if it is
approved) to help homeowners relocate problem cesspools. If that
money is not available, it may be possible to obtain funds as part of
the Peconic Estuary. Jack Hagerty volunteered to assist Bruce on
this project.
10. Handbook - the Council will put this project on hold until
it receives a clear directive from the Town Board. If the handbook
is to be a guide for all the departments in Town Hall, it would be
best to have each department prepare its own requirements and

procedures. The CAC could serve as the overseer of the project.
The CAC's original intent of the handbook was to help a person to
obtain a permit for a project on the water. The handbook would walk
the person through the process step-by-step and explain why each
.step was required. It would also contain suggestions to help an
individual be more environmentally sensitive.'
11 . Policy (Informal rules) - The Council needs an actual list
of policies which may not be written into the law but serve as
guidelines. (For example, no more than four boats to a dock,
catwalks a minimum of 4' above grade. )' The Trustees' secretary is
putting some of their policies into written form. Robert Keith
volunteered to obtain that list and add others that were not included.
Betty Wells . stated she would help where needed since she had
not volunteered for a specific project.
The meeting adjourned at 5:30 P.M.
