Box 1179 (516) 765-1801 �A Southold, New York 11971 SOUTHOLD TOWN CONSERVATION ADVISORY COUNCIL MINUTES FEBRUARY 17, 1994 A meeting of the Southold Town Conservation Advisory Council was held THURSDAY, FEBRUARY 17, 1994 at 4:00 P.M. in the Conference Room at Southold Town Hall, Main Road, Southold, New York. Present were: Bruce Loucka, Chairman "Jack" Hagerty, Member Patricia Isaksen, Member Allan Connell, Member Betty Wells, Member Linda Cooper, Secretary ' Absent were: Stephen Angell, Member (out of town) Robert Keith, Member (out of town) The meeting was called to order at 4:20 P.M. by Chairman Bruce Loucka. Moved by Jack Hagerty, seconded by Patricia Isaksen, it was RESOLVED to accept the minutes of January 22, 1994 and January 28, 1994. Vote of Council: Ayes: All Motion carried. WETLAND APPLICATIONS No. 1111 Moved by Allan Connell, -seconded by Jack Hagerty, it was RESOLVED to recommend to the Southold Town Board of Trustees APPROVAL WITH RECOMMENDATIONS of the Wetland Applications of FRANK MONTELEONE 57-1-30 to replace, in-kind, in-place, approximately 100+' bulkhead. B-ackfill with approximately 30 yards Minutes of 2/17/94 l of clean fill from an upland source. The CAC recommends approval provided the applicant maintain a 10' buffer with beachgrass, coastal panicgrass or some like material. Blue Marlin 'Drive, Southold Vote of Council: Ayes: All Motion carried. No. 1112 The ' CAC did not make an inspection of the project, . therefore, it is unable to make a recommendation for the Wetland Application of KIM CAMPBELL 4-4-16 to reconstruction of wood frame guest cottage with addition to same site as preexisting cottage with new septic system. Addition is on landward side of old cottage site. Fishers Island. No. 1113' Moved `by Patricia Isaksen, seconded by Jack Hagerty, it was RESOLVED to recommend to the Southold Town Board of Trustees APPROVAL of the Wetland Application of SANFORD FRIEMANN 117-3-8.4 to extend existing dock 100' - shoaling has decreased water depth to less than 1' at mean low water. Extension is to make possible mooring for small pleasure craft. 1165 Old Harbor Road, New Suffolk Vote of Council: Ayes: All Motion carried. No. 1114 Moved. by Bruce Loucka, seconded by Jack Hagerty, it was RESOLVED to recommend to the Southold Town Board of Trustees that a GRANDFATHER PERMIT be issued to CHESTER R. ALBERTSON 70-4-2 for an existing timber bulkhead, 15' dock and concrete wall. erected prior to 1968. Wells Avenue, Southold. Vote of Council: Ayes: All Motion carried. No. 1115 Moved by Allan Connell, seconded by Bruce Loucka, it was RESOLVED to recommend to the Southold Town Board of Trustees DISAPPROVAL of the Wetland Application of DR. ANDREW MCGOWAN 116-6-18, 19, 20 to remove and replace, (in-kind, in-place), four (4) timber jetties whose lengths are, west to east, 50+/- Lf., 85+/- Lf, 100+/- I.f. and 50+/ I.f. New structures will be low profile. Outer ends will be at elevation of AHW except for piling. Remove and replace (in kind and in placel 25+/- I.f. of timber bulkhead and backfill with 7 c.y. of clean sand to be trucked in.. New straight bulkhead to replace existing curved bulkhead. The Council recommends disapproval of the application as submitted. The Council suggests the applicant only replace the two outside, 50' jetties, (jetties must be low profile); DO NOT Page 2 . Minutes of 2/17/94 ra replace the two inside 'jetties. This would allow the beach to stabilize. The Council also suggests the applicant remove but DO NOT REPLACE the bulkhead, there is no need for a bulkhead. Plant the eroded area with spartina patens. No. 1116 Moved by Allan Connell, seconded by Bruce Loucka, it was RESOLVED to recommend to the Southold Town Board of Trustees APPROVAL WITH STIPULATIONS of the Wetland Application of GREGORY POULOS 15-3-3 to construct stairs from top of bluff to beach, approximately 56' x. 3' overall. The Council recommends approval provided the applicant replant -the exposed areas and under the stairs with beachgrass. 135 Sound View Road, Orient. Vote of Council: Ayes: All Motion carried. No. 1117 Moved by Bruce Loucka, seconded by Jack Hagerty, it was RESOLVED to recommend to the Southold Town Board of Trustees APPROVAL WITH STIPULATIONS of the Wetland Application of DANIEL B. LYONS 90-4-22 to install 20' x 6' floating dock with necessary ramp and stationary platform required by law to pass over protected vegetation. Two (2) pilings to hold dock in place. The Council recommends approval with the stipulation that the project does not impede the navigation of others. The CAC suggests the applicant, plant the exposed bank with spartina alterniflora below the MHW mark and spartina patens above MHW. Cedar Beach Park, Southold Vote of Council: Ayes: All Motion carried. No. 1118 Moved by Patricia Isaksen, seconded by Bruce Loucka, it was RESOLVED to . recommend to the Southold Town Board of Trustees APPROVAL of the Wetland Application of JOAN HALLIGAN 144-4-5 to construct a 4' x 40' fixed wood catwalk (4' minimum elevation above grade. supporting Spartina alterniflora). 4' x 4' wide wood steps will be attached. to landward end to attain W elevation and a 4' wide ladder will be located at seaward end of catwalk. 2475 Bay Avenue, Mattituck Vote of Council: Ayes: All Motion carried.- No. arried:No. 1119 Moved by Betty Wells, seconded by Patricia Isaksen, it was Page 3 Minutes of 2/17/94 RESOLVED to recommend to the Southold Town Board- of Trustees APPROVAL of the Wetland Application of SERGE ROZENBAUM 59-5-12 to reconstruct preexisting 2 1/21 x 76' timber dock. New structure shall be constructed 3' over grade of marsh. Original dock . constructed- prior to 1968: 1295 Lake Drive, Southold Vote of Council: Ayes: . All Motion carried. No. 1120 Moved by Bruce Loucka, seconded by Patricia Isaksen, it was RESOLVED to recommend to the Southold Town Board of Trustees APPROVAL WITH STIPULATIONS of the Wetland Application of WILLIAM T. MOELLER 111-5-3 to construct walkway 100' x 41; hinged ramp 16' x 4'; floating dock 20'- x 61; install two single spiles and one 2-spile dolphin to secure floating dock. The Council recommends approval with the stipulation that the project does not block anyone inside the lagoon. 2530 Vanston Road, Cutchogue Vote of Council: Ayes: All Motion carried. WAIVER REQUESTS WR No. 4 Moved by Bruce Loucka, seconded by Jack Hagerty,. it was RESOLVED to recommend to the Southold Town Board of Trustees . DISAPPROVAL - of the Waiver Request of PULS 97-6-12 for construction of swimming pool (20' x 409 with Jacuzzi spa. The Council feels this project should require a permit. The area slopes toward the creek. Eugene's Road, Cutchogue Vote of Council: Ayes: All Motion carried. WR No. 5 Moved by Bruce Loucka, seconded by Patricia Isaksen— it was RESOLVED to recommend to the Southold. Town Board of Trustees APPROVAL of the Waiver Request of THORNTON E. SMITH 123-6-15 to make alterations to the kitchen at his cottage. Camp Mineola, Road, Mattituck Vote of Council: Ayes: All Motion carried. REPORTS Bruce Loucka reported that he had attended a meeting in Stony Brook with the DEC (NYSACC) concerning reimbursements available to CACs. Page 4 Minutes of 2/17/94 Bruce. also reported that he is working on the Goose Creek Project final report and should have it available by the next meeting. Jack Hagerty reported that he is awaiting the Christmas counts for ducks, geese, swans, etc. and the State's position and recommendation concerning swans. NEXT MEETING DATE The next meeting. was scheduled for TUESDAY, MARCH 22, 1994 at 4:00 P.M. : Group will meet at 3:00 P.M. for any group inspections.
