Box 1179 Telephone (516) 765-1801 ®� Southold, New York 11971 _SOUTHOLD TOWN CONSERVATION ADVISORY COUNCIL JUNE 27, 1994 A meeting of the Southold Town Conservation Advisory Council was held Monday, June 27, 1994 at 4:00 P.M. in the Conference Room at Southold Town Hall, Main Raod, Southold, New York. Present were: Bruce Loucka, Chairman Stephen Angell, Member Robert Keith, Member John "Jack" Hagerty, Member Patricia Isaksen, Member Linda Cooper, Secretary Absent were: Betty Wells, Member .Allan Connel I, Member The meeting was called to order by Chairman Bruce Loucka. RECOMMENDATION OF WETLAND APPLICATIONS No. 1139 RESOLVED to recommend to the Southold Town Board of Trustees APPROVAL of the Wetland Application of HAROLD AVENT 115-10-2 to secure a :building footprint to construct a one family dwelling. South of New Suffolk Avenue, Mattituck. No. 1159 Moved by Patricia Isaksen, seconded by Stephan Angell, it was RESOLVED to recommend to the Southold Town Board of Trustees DISAPPROVAL of the Wetland Application of : LOUIS AND LUBA CORSO 83-2-10.4, 10.5, 10.6 to construct 460 +/- I.f. of armored timber retaining wall plus two (2) 12' angled returns. Wall to be at toe of bluff and to be armored with two (2)* courses' of 1 3 ton stone on filter cloth. - A 6' wide splash. pad landward of wall to consist of 8" - 12" stone on filter cloth. Approximately .200 c.y. of clean sand to be brought in via Duck Pond Road:. (NOTE: According to applicant, applicant attempted to stabilize .the bluff by ' Recommendations June 27, 1994 9plantings only but failed. Unless the toe is stabilized, slope will continue to move.) Following installation of wall, slope will again be planted in, accordance with plan of S.C.S The CAC recommends disapproval because there is no need for the bulkhead. No. 1160 ,Moved by Bruce Loucka, seconded by Patricia Isaksen, it was RESOLVED' to recommend to the Southold Town Board of' Trustees APPROVAL of the Wetland Application of DAN KELLY 26-1-20.1 to replace lower stringer on bulkhead; replace wooden sheathing 'on two jetties; extend existing dock facility by installing 3' x 20' aluminum ramp, and a 6' x 24{ float dock secured by.two 2-pile; dolphins. Village Lane; Orient Vote of Council: Ayes: All Motion carried. No. 1161 Moved by Rocker Keith, seconded by .Patricia Isaksen, it was RESOLVED to recommend to the Southold Town Board of Trustees APPROVAL WITH STIPULATIONS of the Wetland Application of IRENE MILLER 68-3-10 to install access walkway and stairway to beach: One (1) 4' x 19' walkway; two (2) 3' x .20' horizontal walkways; four (4) 3' x- 201 stairways; and one (1) 4' x 8' mid-platform. The CAC recommends approval provided the staircase is elevated a minimum of 4' above the grade and area under the stairs is -revegetated to prevent erosion. 160 Salt Marsh Lane, _Peconic Vote of Council: Ayes: All Motion carried. No. 1162 Moved by Jack Hagerty, seconded by Bruce Loucka, ,it was RESOLVED to recommend to the Southold Town Board of Trustees APPROVAL WITH STIPULATIONS of the Wetland Application of ELLEN LANG 70-4-11 to replace, in-kind, in-place, 3' x 27' catwalk and 6' x -28' timber dock; approximately " 100' bulkhead, which will connect to existing backing system; backfill void areas behind bulkhead with clean sand; approximately, 15 cubic yards; reinforce northerly section of bulkhead with two pilings. The CAC recommends approval provided the ramp is elevated 3'- 4' above the grade and there is a buffer area as specified in the Town Code (100-215) . 3055 Wells Avenue, Southold Vote of Council: Ayes: All .Motion carried: , Page 2 Recommendations June 27, 1994 No. 1163 Moved by Bruce Loucka, seconded by Jack Hagerty, it was RESOLVED to recommend to the Southold Town Board. of Trustees APPROVAL WITH STIPULATIONS of the Wetland Application of FRANK CADEDDU 35-5-23 to resheath outside below bottom stringer approximately 70' bulkhead and resheath ramp area, 25' x 15.1; replace tow broken face piling; backfill behind bulkhead with approximately 15 cubic yards of clean fill. , The CAC recommends approval provided the applicant either collect or divert any runoff, away from the ramp into a buffer area behind the bulkhead. The buffer area; to be in accordance with the Town Code (,100-215) .- 1380 Wiggins Lane, East Marion Vote -of Council: Ayes: All Motion carried., No. 1164 Moved by Patricia Isaksen, seconded by Robert Keith, it was RESOLVED to recommend to the Southold Town Board of Trustees APPROVAL WITH STIPULATIONS of the Wetland Application of ROBERT AND ANNE MITCHELL 86-2-14 to - reconstruct a 4' x 60' timber dock; 3' x 12' aluminum ramp; 6' x 20' float to be secured with one 3-pile dolphin on offshore end and two 2-pile- dolphins on inshore end of float. The CAC recommends approval provided the catwalk is shortened to 50' and a buffer is provided in accordance with the Town Code (100-215) . No. 1165 Moved by Bruce Loucka, seconded by Robert Keith, it- was RESOLVED to recommend to the Southold• Town Board of Trustees APPROVAL of the Wetland Application of THEODORE PETIKAS 135-1-27 to place 52' rock wall to prevent -erosion and add deck and 4' high fence. 52755 Soundview Avenue, Southold Vote of Council: Ayes: Bruce Loucka, Robert Keith, Patricia Isaksen, Jack Hagerty Nays: Stephen Angell Motion carried. No. 1166 Moved by Bruce Loucka, seconded by Jack Hagerty, it was RESOLVED to recommend to the Southold Town. Board of Trustees APPROVAL WITH PROVISIONS of , the Wetland Application of WALTER GREEN 70-6-20 to construct a 55' long catwalk, ramp and float'to accommodate dockage of private boat. The CAC recommends approval provided the length does not interfere with the neighbor's navigation and does not impinge on the use of the neighbor's, dock. (NOTE: Trustees' policy requires 15' from property line.) . Pine Neck Road, Southold Vote of Council: Ayes: All Motion carried. Page 3 Recommendations June 27, 1994 r No. 1167 Moved by Bruce Loucka, seconded by Stephen Angell, it was RESOLVED to recommend to the Southold; Town Board of Trustees DISAPPROVAL of the Wetland Application of WILLIAM AND GEORGIA MANOS 54-5-46.1 to construct a house: The CAC recommends disapproval because it would not be•within 75' of- the wetlands if the house was relocated on the property and if applicant build a smaller house to fit the lot size. No. 1168 -Moved by Bruce Loucka, seconded by Stephen Angell, it was RESOLVED to recommend to the Southold Town ; Board of Trustees APPROVAL 'WITH PROVISIONS of the Wetland Application of NANCY GILLIES 111-9-5.1 to rebuild. steps to beach 59 x 36. The CAC recommends approval provided the' bluff is revegetated. Nassau Point Road, Cutchogue Vote of Council: Ayes: All Motion carried: No. 1169 Moved by Robert Keith, seconded by Patricia -1 saksen, it was RESOLVED to recommend to the Southold Town Board of Trustees APPROVAL of the Wetland Application of LOUIS BACON 117-8-20 . to temporarily install a .20' x 70' launching ramp constructed with 8' x 20' x 8' sections- of Geo Web Grid system. Patricia (saksen, it was RESOLVED to recommend to the Southold Town, Board of Trustees APPROVAL of the Wetland Application of NEIL McGOLDRICH to maintenance dredge channel within Hall's Creek and approach channel from Great Peconic Bay. A total of 1040' +/- of channel will be dredged. G The width of the Channel will vary. The outer channel will be 50' wide (plust side slopes) and dug to depth of 5' below mean low water,- plus 1' overcut. The inner channel will vary from a minimum of 20' to a maximum of 30' (bot plus side slopes) and dug to a depth of ;2' +1' overcut. Approximately _5000 c.y. will be hydraulically removed and placed on owner's beach west of the creek both above and below the line of mean high and mean low water for use a beach nourishment. Multi-year maintenance. permit is requested. Existing bulkhead section nearest residence (14' return', 75') will be replaced within 18". The indented boat slip consisting of 15' c 24'c 31' 24, . 10' will be removed and replaced in kind. The 'remaining two sections, 20' and 10' return will be replaced- within 18". At the inlet to the creek, the' 70' groin 'on the west side of the inlet, will be re-piled and repaired and extended 50'.; "The 160' section of bulkhead Page 4 P 4 s - Recommendations June 27, 1994 immediately to the north of the groin will be removed and replaced in kind and in place. . The final northerly section of bulkhead will be left in place and a new 40' section, plus 10' return will be constructed landward of the marsh that. has grown behind the existing .bulkhead. An existing 80' groin west of the inlet will be re-piled and repaired. WAIVER REQUESTS WR-15 Moved by Stephen Angell, seconded by Robert Keith, it was RESOLVED to recommend to the Southold Town Board of Trustees DISAPPROVAL of the request for a Waiver Request of BETSY -DICKERSON 51-6-29 to construct a shed. The CAC feels the structure requires a permit. 1485 Mill Creek Drive, Southold Vote of Council: Ayes: All ` Motion carried. AMENDMENTS TO PERMITS A-6 Moved by Bruce Loucka, -seconded by Robert Keith; it was RESOLVED to recommend to the Southold Town Board of Trustees APPROVAL of the Request to Amend the permit of the CLEAVES POINT CLUB AND MARINA (plans 'revised at request of DEC) . Vote of Council: Ayes: All Motion carried. APROVAL OF MINUTES OF MAY 24, 1994 Moved .by- Patricia Isaksen, seconded by -Bruce Loucka, it was RESOLVED to approve the minutes of May 24, 1994 as submitted. SET NEXT MEETING AND INSPECTION DATE The next meeting of I the Southold Town Conservation Advisory Council was scheduled for Thursday, July 21, 1994 at 4:00 P.M. Group inspections were "scheduled for 3:00 P.M. on the same day.
