The Southold Town Conservation Advisory Council met THURSDAY, JULY
21, 1994 at 4:a0 P.M.

Also Present: John Holzapfel, Vice-President,Board of Trustees
The' meeting was called to order at 4:00 P.M.- by Chairman Bruce
Loucka.
John Holzapfel, Vice-President of the Southold Town Board of Trustees
was present to explain the Trustees' policy concerning bulkheading along the
Sound. The Trustees, when they allow bulkheading along the Sound, -will .
require that it be buried at the foot of the cliff and 'the bluff be returned to
its 'original state and revegetated. Owners would have to recover with sand
and replant the area should it become exposed. Work would be required within
one year..
Mr. Holzapfel also informed the Council that the Southold Town Assessors
have agreed to assess bulkhead.
REPORTS
Councilwoman Ruth Oliva has requested that the CAC -begin working- on
the Homeowners Manual which it had stated a few years ago. Robert Keith
volunteered to work on it.-

Chairman Loucka reported that the Trustees will be holding a Work Session
on July 28 with the -consultants and applicants to set up an new permit
application and process.

Jack Hagerty reported that the water sample program at two locations has
been started up.
Stephen Angell will write up a CAC policy for bulkheads and setbacks
along the Sound incorporating the Trustees' policy.
The Council discussed the need for follow-up and enforcement of permits.
Notification of Completion should be required.
DISCUSSION AND RECOMMENDATION OF WETLAND APPLICATIONS

(front) of existing home and a 6' x 2' chimney addition.

Moved by Robert Keith, seconded by Stephen Angell, it was
RESOLVED to recommend to the Southold Town Board of Trustees APPROVAL
WITH A PROVISION of the Wetland Application of MARY HOPE LO CASTRO
123-8-12 for a grandfather permit for the existing bulkhead.
The CAC recommends approval provided the applicant provides a buffer
area as set forth in the Town Code (100-215) .

Moved by Bruce Loucka, seconded by Stephen Angell,, it was
RESOLVED to recommend to the - Southold Town Board of Trustees
DISAPPROVAL AS SUBMITTED the Wetland Application of LUIS PORTAL
'70-5-52 to construct a 4' x 20' catwalk; 4' 'x 10' ramp; 6' x 18' float;
install (8-) pilings; dredge to 3' below MLW on south side of float to a maximum
of 20' out from VHWM. ,
The CAC recommends disapproval of the - dock as submitted but would
approve a shorter version of the dock. The dock should not be any longer
than that of the dock on the adjacent property to the east. The submitted
version was too long and would create navigational problems. Also, ' the
southerly piles must be removed. There is no need for them and they would
be a 'danger to navigation.
In addition, the Council approves a minimum of dredging and the dredge
spoils must be hauled off site.

RESOLVED to recommend to the Southold Town Board of Trustees APPROVAL
WITH STIPULATIONS of the Wetland Application of EDWARD HINDERMAN
136-1-7.1 to construct a fixed open walkway 41' x 3'; hinged ramp 121 x 31;
and floating dock 20' x 61; install two 2-pile dolphins to secure floating dock. -

The Council recommends approval with the stipulations that the walkway be
a minimum of 4' above the vegetation and that applicant replant all spartina
damaged during the work.

Moved by Stephen Angell, seconded by Allan Connell, it was
RESOLVED torecommend to the Southold Town Board of Trustees
DISAPPROVAL of the Wetland Application of HENRY LATHAM 66-2-4 to
amend permit for bulkheading and request permission to place 100 - 300 Ib.
armor stone immediately. seaward of 57' of that bulkhead.
The Council recommends disapproval because there is no need. . Council
suggests the applicant plant beachgrass. (NOTE: Applicant has indicated to
CAC members that he plans to withdraw the application.)

Moved by Allan Connell, seconded by Bruce Loucka, it was
RESOLVED to recommend to the- Southold Town Board of Trustees APPROVAL
WITH STIPULATIONS of the Wetland Application -,of ANN LENCESKI 87-3-5
for replacement of existing 75' bulkhead, in -kind/in place.
The Council recommends approval with the understanding that applicant
DO NOT TOUCH the 25'- to the west, work must begin from that point and also
,that a sand buffer is needed.

Moved by Bruce Loucka, seconded by Robert Keith, it was
RESOLVED to recommend to the Southold Town Board of Trustees APPROVAL
of the Wetland Application of .GARDINERS BAY ESTATES .114-10-1 requesting
a Grandfather Permit for 261 feet of bulkhead and decking on association land
on lagoon portion of. Spring Pond. Bulkhead has been in area since the
1930's. Present dock is. in need of repair. The repairs can - be accomplished
from the land. side.

CAC MEMBERS TO FISHERS ISLAND
The annual Southold Town Board meeting on Fishers Island would be held
Wednesday, August 3, 1994.. Jack Hagerty, Patricia Isaksen and Bruce Loucka
would be attending as the representatives of the CAC.

SET NEXT MEETING AND INSPECTION DATE
The next meeting of the Southold Town Conservation Advisory Council. was
scheduled for- Thursday, August 18, 1994 at 4:00 P.M. at Southold Town
Hall.
Group Inspections were scheduled for the same date, to begin at 3:00 P.M.
There being no further business to come before the Council, the meeting
was adjourned at 5:25 P.M.
