A meeting of the Southold Town Conservation Advisory Council was held Thursday, August 18, 1994 at 4:00 P.M. in the Conference Room at Southold Town Hall, Main Road, Southold, New York. Present were: Bruce Loucka, Chairman Stephen Angell, Member Robert Keith, Member Jack Hagerty, Member Patricia Isaksen, Member Allan Connell, Member Linda Cooper, Secretary Absent was: Betty Wells, Member The meeting was called to order by Chairman Bruce Loucka.--- C HAIRMANIS oucka.CHAIRMAN'S .ANNOUNCEMENTS Bruce Loucka advised members that the 23rd Annual NYS Conference on the Environment will be held October 14 - 16 at Glen Falls, New York. He suggested the CAC submit an entry into the NYS Association of Conservation Commissions. Project Awards. Since the Goose Creek Project was never submitted it was agreed that it would be an excellent entry. Member Stephen Angell volunteered to complete the entry form and submit it. REPORTS Members- were advised by Councilwoman Ruth Oliva that the CAC should not do any work on the Homeowners Manual. Each department would be -developing its own section of a manual. Member. Stephen Angell submitted his work on, a Policy on Bulkheads on Long Island Sound: Members reviewed the policy and made some suggestions. Mr Angell will incorporate the changes and submit the final policy to the Southold Town Board of Trustees. ] 1 � Meeting of 8/18/94 DISCUSSION AND RECOMMENDATION OF WETLAND APPLICATIONS No. 1178 Moved by Bruce Loucka, seconded by Jack Hagerty, it was RESOLVED to recommend to the Southold Town Board of Trustees APPROVAL. of the Wetland Application of GEORGE STARKIE 57-1-7 to resheath 125' bulkhead with shiplap planking from lower wale to 1' in canal bottom. Replace two bulkhead pilings. Tarpon Drive, Southold Vote of Council: Ayes: All Motion carried. P No. 1179 Moved by Robert Keith, seconded by Bruce Loucka, it was RESOLVED to recommend to the Southold Town Board of Trustees APPROVAL WITH CONDITIONS of the Wetland Application of NUNNAKOMA WATERS ASSOCIATION , INC. to remove existing pilings and catwalks, restructure floats to form a single float and build a single catwalk to access the main float. Add six (6) 3' x 20' finger floats.. The CAC recommends approval provided the applicant replants the area with spartina alterniflora. Also, if . applicant removes the floating docks during the winter, that they be stacked and placed on the least amount of land as possible. No. 1180 Moved by Allan Connell, seconded by Patricia Isaksen, it was RESOLVED to recommend to the Southold Town Board of Trustees APPROVAL WITH CONDITIONS the Wetland Application of McHUGH, PETER 13-2-8.19 to construct stairs with decks, from top of bluff to beach, on piles as per submitted plans. The Council recommends approval provided all decks are a minimum of 4' above'the ground and all exposed areas be planted with American Beachgrass. Hill Crest Drive North, Orient Vote of Council: Ayes: All Motion carried. No. 1181 Moved by Allan Connell, seconded by Robert Keith, it was RESOLVED to recommend to the Southold Town Board of Trustees DISAPPROVAL OF THE BULKHEAD; APPROVAL OF THE DOCK of the Wetland Application of HECKER, LEWIS 127-6-3 to remove and replace (in kind/in place) 62 +/- l.f. of timber bulkhead and construct two (2) 10' returns at ends. Remove and replace (in kind/in place) 15' x 18' timber dock. Dock to remain a minimum of 4' above grade supporting Spartina alterniflora fringe in front of bulkhead. The CAC disapproves the bulkhead and recommend stabilizing vegetatively following recommendations which can be obtained from Soil Conservation.. The Council suggests the applicant remove the bulkhead north of the dock and plant spartina. The bulkhead south of the dock should not be removed or repaired but allowed to fail naturally. Council recommends approval of the dock. Vote of Council: Ayes: All Page 2 Meeting of 8/18/94 Motion carried. 2600 North Oakwood Road, Laurel No. 1182 Moved by Stephen Angell, seconded by Robert Keith, it was RESOLVED to recommend to the Southold Town Board of Trustees DISAPPROVAL of the Wetland Application of NIGOGOS ARAIAN 52-1-7 to attach a 30' x 30' wooden deck and construct a 60' bulkhead. The Council disapproves the deck because it is too large. The CAC suggests the Trustees require applicant to removed the section which extends past the 'Coastal Erosion Hazard line. The applicant should have obtained a permit prior to building the deck. The CAC disapproves the bulkhead because no need is shown. 54365 County Road 48, Southold Vote of CoLincil: Ayes: Bruce Loucka, Stephen Angell, Robert Keith, Jack Hagerty and Patricia I saksen Abstain: Allan Connell Motion carried. DISCUSSION AND RECOMMENDATION OF WAIVER REQUESTS WR-16 Moved by Robert Keith, seconded by Stephen Angell, it was RESOLVED to recommend to the Southold Town Board of Trustees DISAPPROVAL of the Waiver Request of JEANNE WHATMOUGH 122-3-38 to add 15' x 22' covered porch and reconstruct 6' x 13' entryway. The CAC recommends disapproval because the project is within 75' of the wetlands and should be required to obtain a permit. The Council would approve the application for aep rmit. 180 North Riley Drive, Mattituck Vote of Council: Ayes: Bruce Loucka, Stephen Angell, Robert Keith, Jack Hagerty and Allan Connell Nays: Patricia Isaksen WR-17 Moved by Allan Connell, seconded by Jack Hagerty, it was RESOLVED to recommend to the Southold Town Board of Trustees DISAPPROVAL of the Waiver Request of VINCENT MANETTI 80-5-5.1 to construct a single level deck approximately 880 s.f. (40' x 28') . The CAC recommends disapproval because the project is within 75' of the wetlands and should be required to obtain a permit. The Council would approve the project when it is submitted as a Wetland Application. West Shore Drive, Southold Vote of Council: Ayes: All Motion carried. DISCUSSION AND RECOMMENDATION FOR REQUESTS OF NON-JURISDICTION NJ-9 Moved by Bruce Loucka, seconded by Jack Hagerty, it was Page 3 Meeting of 8/18/94 RESOLVED to recommend to the Southold Town Board of Trustees DISAPPROVAL of the request of Non-Jurisdiction of NICHOLAS DiCHIARO 59-1-21.5 to construct a house. The Council strongly feels this project needs the full permit process. Lake Drive, Southold Vote of Council: Ayes: All Motion carried. DISCUSSION AND RECOMMENDATION OF AMENDMENT TO PERMITS A-7 Moved by Allan Connell, seconded by Patricia I saksen, it was RESOLVED to recommend to the Southold Town Board of Trustees APPROVAL of the Amendment to permit of STEPHEN BUCZAK 115-17-17.11 to add a 10' wide gazebo. Willis Creek Drive, Mattituck Vote of Council: Ayes: All Motion carried. A-8 Moved by Allan Connell, seconded by Stephen Angell, it was RESOLVED to recommend to the Southold Town Board of Trustees DISAPPROVAL of the- request to Amend Permit submitted by VICTOR E. RERISI 35-5-37 to add two (2) 6' x 32' floating docks as shown on submitted plans. The CAC recommends disapproval because the Zoning Code allows only one dock per lot. Applicant would need approval from the ZBA before obtaining approval from the Board of Trustees. Snug Harbor Road, Greenport Vote of Council: Ayes: All Motion carried. APPROVAL OF MINUTES OF JUNE 27,. 1994 and JULY 21, 1994 Moved by Bruce Loucka, seconded by Robert Keith, it was RESOLVED to approve the minutes of June 27, 1994. Vote of Council: Ayes: All Motion carried. Moved by Stephen. Angell, seconded by Patricia Isaksen, it was RESOLVED to approve the minutes of. July 21, 1994. Vote of Council: Ayes: All Motion carried. SET NEXT MEETING AND INSPECTION DATE The next meeting of the Southold Town Conservation Advisory Council was scheduled for Thursday, September 22, 1994 at 4:00 P.M. at Southold Town Hall. Croup Inspections would begin at 3:00 P.M., members are to meet in the lobby of the Southold Town Hall. Chairman Loucka advised the CAC that he would not be in town for the September meeting of the CAC and would not be in town to cover the Page 4 1 . 9 Meeting of 8/18/94 September Trustees meeting. Member Jack Haggerty volunteered to cover the Trustee meeting in Bruce's absence. There being no further business to come before the Council the meeting was adjourned at 5:40 P.M.
