Box 1179 +� � • (516) 765-1801 Southold, New York 11971 ' SOUTAOLD TOWN CONSERVATION ADVISORY COUNCIL OCTOBER, 20, 1994 The Southold Town Conservation Advisory Council met Thursday, October 20, 1994 at 4:00 P.M. at Southold Town Hall, Main Road, Southold. Present were: Stephen Angell, Member Jack Hagerty, Member Patricia{ Isaksen, ,Member Allan Connell, Member Betty Wells, Member Linda Cooper, Secretary Absent were: Bruce Loucka, Chairman Robert Keith,- Member The meeting was called to order by Stephen Angell, acting as chairman during Bruce Loucka's absence. REPORTS The entry submitted, by Stephen Angell to the NYSACC for the "Adopt a Creek" Project won the award for the Special Project category. Allan Connell reported that the Trustees had asked to meet with him concerning the Henry Latham project at Bexiedon Estates. The CAC had suggested beach grass instead, of armor. APPROVAL OF MINUTES OF SEPTEMBER 22, 1994 Moved by Stephen Angell., seconded by Jack Hagerty, it was RESOLVED to approve the minutes of September 22, 1994. Vote of Council: Ayes: All Motion carried. Meeting of October 20, 1994 RECOMMENDATION OF WETLAND APPLICATIONS No. 1193 Moved by Patricia Isaksen, seconded by Stephen Angell, it was RESOLVED to recommend to the Southold Town Board of Trustees APPROVAL of the Wetland Application of JEANNE WHATMOUGH 122-3-38 to, reconstruct a new entryway and porch; enlarging both and providing a roof over both structures. Entry way 6 x 13; porch 15 x-22. 180 North Riley Avenue, Mattituck Vote of Council:. Ayes: All Motion carried. No. 1194 Moved by Allan Connell, seconded by Jack Hagerty, it was RESOLVED to recommend to the Southold Town Board of Trustees. APPROVAL WITH PROVISIONS of the Wetland Application of EDWIN BERNHARDT 87-5-4 to replace 83 feet of existing bulkhead within 18". The CAC recommends approval provided the applicant uses caution and does not destroy spartina in front of the existing bulkhead and that a buffer of spartina patens is planted in accordance with the Town Code. 500 Koke Drive, Southold Vote of Council: Ayes: All Motion carried. No. 1195 Moved by Stephen Angell, seconded by Patricia Isaksen, it was RESOLVED to recommend to the Southold Town Board of Trustees APPROVAL WITH STIPULATIONS the Wetland Application of PATRICK COLAQUIURI 123-3-22, 23, 24 to replace within 18", 128 +/- I.f. of existing timber bulkhead. Easterly 16' return will be removed and replaced and extended by 14' to 30' inside of existing concrete return. Westerly 11' return will be removed, replaced and extended by 25' to 36' overall. Approximately 65 c..y. of clean fill will be trucked in from upland source for backfill. The , CAC recommends approval with the stipulation that the north side is replaced "in kind and in place",; the boardwalk not _exceed the current dimensions (do not extend to 5'); and plant all exposed and backfilled areas with spartina patens. 2950 Park Avenue, Mattituck Vote of Council: Ayes: All Motion carried. No. 1196 Moved by Stephen Angell, seconded by Allan Connell, it was RESOLVED to recommend to the Southold Town .Board of Trustees APPROVAL WITH STIPULATIONS of the Wetland Application of MICHAEL LEAHY, 64-3-4 to construct an addition of 20' x 24.81; 2 story addition to existing. 2 1/2 story house; addition of rear dormer at upper floors of existing house; addition 'of 15' x 42.7' deck at back of house; construction of dock. Page 2 1 Meeting of October 20, 1994 The Council recommends approval with the- following conditions: 1 . Dock - The Council approves the original configuration on the plan submitted 9/15/94 as it is a more appropriate configuration for the dock. The CAC cannot support a 110' walkway. 2. Wood Deck - The CAC recommends approval 3. Conservatory or greenhouse - The CAC recommends approval 4. Covered porch - The CAC recommends approval 5. Second story office - The CAC recommends approval however, if a bathroom is added, the CAC would need know the location of the cesspool system before recommending approval. 6. Second story addition to house - If bathrooms are added and a new cesspool system is needed, the applicant would have to locate the system and obtain a recommendation of approval from the CAC. The CAG recommends approval if there is no change to the system. 2200 Hobart Road, Southold Vote of Council: Ayes: All Motion carried. No. 1197 Moved by Jack Hagerty, seconded by Patricia Isaksen, it was RESOLVED to recommend to the Southold Town Board of Trustees APPROVAL OF PART of the Wetland Application of PREM C. CHATPAR 90-2-9.1 to reconstruct 116' of bulkhead within 18" of the existing bulkhead plus return on south side; construct 85' retaining wall 245" above grade; repair 56' of bulkhead; construct 30' x 4' fixed dock; use approximately 100 c.y. of fill from an upland source. The CAC recommends approval of the 116' and 60' bulkhead. The Council recommends disapproval of the 56' bulkhead. The 56' bulkhead is not a bulkhead but a jetty and there is ' no need for a jetty. The CAC recommends approval of the dock but suggests the applicant place the dock along the 60' section, it would be a better configuration for the owner. 680 Midway Road, Southold Vote of Council: Ayes: All Motion carried. r No. 1198 The CAC did not inspect the application of LISA REALE 6-6-20.5 to construct a single family dwelling with sanitary system, decking; install a 12" culvert under existing drive; install crushed stone drive; and create a freshwater pond and therefore has NO RECOMMENDATION. Fishers Island No. 1199 Moved by -Jack Hagerty, seconded by Betty Wells, it was RESOLVED to recommend to the Southold Town Board of Trustees APPROVAL WITH PROVISIONS of the Wetland Application of STEVE PAPACIANAKIS 33-4-2 to cut back weeds and scrubs and cover with -top-soil near the bluff for reinforcing. The Council recommends approval with the provision the applicant slope the top away from the bluff to keep runoff from going over the top edge of the Page 3 Meeting of October 20, 1994 bluff; the applicant plant a temporary cover of winter rye; and maintain a buffer along the edge of the bluff. Sound Drive, Greenport Vote of Council: Ayes: All Motion carried. No. 1200 Moved by Allan Connell, seconded by Jack Hagerty, it was RESOLVED to recommend to the Southold Town Board of Trustees APPROVAL of the Wetland Application of ANDREAS PALIOURIS 59-9-4.2 to construct a single family residence within building envelope shown on submitted survey. Private Road off Soundview Avenue, Southold ,Vote of Council: Ayes: Jack Haggerty, Patricia Isaksen, Betty Wells, Allan Connell Nays: Stephen Angell Motion carried. No. 1201 Moved by Allan Connell, seconded by Jack Hagerty, it was RESOLVED to recommend to the Southold Town Board of Trustees APPROVAL WITH A CONDITION of the Wetland Application of EDMOND CURCURU 81-1-17 to install 75' upper retaining wall and 8' return, backfill with clean fill (approximately 10, c.y.) . To be constructed using 6" x 6" timbers . The Council recommends approval provided the applicant plant beach grass behind the existing bulkhead. 450 Basin Road, Southold Vote of Council: Ayes: All Motion carried. No. 1202 Moved by Jack Hagerty, seconded by Allan Connell, it was RESOLVED to recommend to the Southold Town Board of Trustees APPROVAL WITH CONDITIONS of the Wetiand Application of DAI AND SIM MOY 90-1-1 € 2 to resheath 150' bulkhead, install -12' return, rebolt, rebuild and repair six timber jetties, backfill return with 10 c.y. of clean fill. The CAC recommends approval for the applicant to resheath 150' bulkhead, install 12' return and, backfill. The CAC recommends disapproval of the work on the -six jetties. The six jetties are too close, they do not function properly in their current state. The CAC recommends that jetties 1 and 6 be repaired and the other four jetties be left to deteriorate West Lake Road, Southold Vote of Council: Ayes: All Motion carried. No. 1203 Moved by Stephen Angell, seconded by Jack Hagerty, it was RESOLVED to recommend to the Southold Town Board of Trustees APPROVAL of the Wetland Application of LOUIS BACON 1.34-3-5 for hand cutting, selective rotocutting, and small tractor for slip-chain removal of clumps of catbriar and multiflora rose and removal of certain invasive species of plants Page 4 �! Meeting of October 20, 1994 as explained in papers' submitted with the application. Robins Island Vote of Council: Ayes: All Motion carried. No. 1204 The CAC did not inspect the application of ANTHONY. PETRILLI 4-5-18 to construct a single family residence, sanitary system, deck, regrade and crushed stone driveway and therefore, has NO RECOMMENDATION. Fishers Island SET NEXT MEETING DATE The next meeting of the Southold Town Conservation Advisory Council`will be held TUESDAY, NOVEMBER 15, 1994 at 4:00 P.M. at the Southold Town Hall. . As agreed at the September meeting, the CAC members will use a phone check-in system to determine whether a Group Inspection would be required. . Any member with an application requiring a group inspection will call Linda Cooper by MONDAY, NOVEMBER 14. All other members will call Linda on TUESDAY, NOVEMBER -15 (meeting day) to find out if any group inspection were requested. If Group Inspections are necessary, members will meet at 3:00 P.M.
