Box 1179 (516) 765-1801 SOI �� Southold, New-York 11971 _SOUTHOLD TOWN CONSERVATION ADVISORY COUNCIL JANUARY 23, 1995 A meeting of the Southold Town Conservation Advisory Council was held Monday, January 23, 1995. The meeting was called to order at 4:00 P.M. . by Chairman Stephen Angell Present were: Stephen Angell, Chairman Robert Keith, Member _------------------Ja_c_k Hagerty; Member Patricia Isaksen-, Member Allan Connell, Member Betty Wells, Member Linda Cooper, Secretary Absent was: Bruce Loucka, Member (on vacation) REPORTS Allan Connell reported that he had attended a Coastal Protection Program Workshop which was very informative and that he had material from the workshop which anyone,is welcome to borrow. APPROVAL OF MINUTES Moved by Robert Keith, seconded by Jack Hagerty, it was RESOLVED to approve the -minutes of December 19, 1994 as submitted. Vote of Council: Ayes: All. , Motion carried. RECOMMENDATION OF WETLAND APPLICATIONS No. 1216 Moved by Allan Connell, seconded by Jack Hagerty it was RESOLVED to recommend to the Southold Town Board of Trustees APPROVAL 'WITH SUGGESTIONS, of the Wetland Application of JOSEPH AND JUNE IAVARONE; JR. 86-6-4 to extend existing bulkhead out 18" plus add on 40' catwalk with a 2. 1/21 x 16' ramp leading to a 20' x 10' float. Meeting of 1/23/95 The Council suggests the applicant let the bulkhead deteriorate and plant with spartina. If the applicant insists on replacing the bulkhead the CAC recommends approval with the following stipulations: 1 . Returns on both -sides 2. Have an engineer plan on the proper reinforcement so it does not fail as the current bulkhead. 3. Maintain a buffer behind the bulkhead. The Council approves the catwalk, float and ramp as submitted. 405 Wood Lane, Peconic Vote of Council: Ayes: All Motion carried. No. 1217 Moved by Stephen Angell, seconded by Jack Hagerty, it was RESOLVED to recommend to the Southold Town Board of Trustees DISAPPROVAL of the Wetland Application of MICHAEL KEELY 79-1-3 to construct 75 +/- I.f. of timber retaining wall with (2) 8.' returns. Approximately 50 c.y. of screened, clean sand to be trucked in and used as backfill. The 'CAC recommends disapproval of the submitted plan and has an alternate plan. The Council would like a "soft solution" to allow the natural process to develope. Applicant should regrade and plant below the mean high water with spartina alterniflora and above the mean high water with spartina patens. The CAC suggests the Trustees waive -the fee for the alternate soft solution. 580 ,Goose Creek Lane, Southold Vote of Council: Ayes: Stephen Angell, Jack Hagerty, Allan Connell, Betty Wells Nays: Patricia Isaksen, Robert Keith Motion carried. No. 1218 Moved by Stephen Angell, seconded by Robert Keith, it was RESOLVED to TABLE the Wetland Application of HAROLD TRIBBLE 139-2-5 to construct a fixed walkway 4' x 40' and hinged ramp 4' x 20' providing access to main floating dock. 5' x 190', with two finger floating docks at ends of, and perpendicular to, main dock. Install seven 12" x 35' mooring piles and eight, 12' x 351. piles to secure main dock and finger docks, all as shown in Peconic Surveyors map 91-100, revised to 'show "prop dock" on 12/2/94. The CAC has tabled the application because it is incomplete. Applicant " needs to address the following CAC concerns: 1 . Depth and will dredging be needed currently or in the future. 2. . Development of remainder of. property. 3. Site plan is inadequate, how will people have access to boat. 4. Parking 5. Page 2 Meeting of 1,/23195 No. 1219 Moved ,by Allan Connell, seconded by Robert Keith, it was RESOLVED to recommend to the Southold Town Board of Trustees APPROVAL WITH PROVISIONS of the Wetland Application of PARADISE POINT ASSOCIATION, INC. 81-1-p/0 16.1 to maintenance dredge to original depth of 4' approximately 250 c.y. at entrance to basin and approximately 230 c.y. at 2 locations in the basin. To replace the approximately 250 c.y. washed out of the inside of the entrance jetty from the material removed from the entrance channel (now totally closed). It is proposed to place the approximately <230 c.y. from area #2 as beach replacement just east of_ the bulkheaded entrance. Option would be to remove and dispose of material at an upland source. The CAC recommends approval with the provision that the applicant plant the spoil/fill area with beach grass. Boat basin- with entrance from Southold Town Harbor; land access - Robinson Road and Basin Road to end. Vote of Council: Ayes: All Motion carried. No. 1220 Moved by Stephen Angell, seconded by Allan Connell, it was RESOLVED to recommend to the Southold Town Board of Trustees APPROVAL WITH STIPULATIONS of the Wetland Application of RONALD L. Van HEERTUM 107-4-2.12 to clear the underbrush from the beach area. (Issued violation for work) The Council recommends approval provided the applicant install a berm landward around the 10' contour line to prevent runoff from the upland site. The berm should extend easterly to the 13' contour line to prevent runoff from flowing around the ends of the berm. A 75' buffer area- should be replanted with native vegetation. No. 1221 Moved by Robert Keith, seconded by Stephen Angell, it was RESOLVED to recommend to the Southold Town Board of Trustees APPROVAL of the Wetland Application of FREDERIC ENDEMANN 117-5-23 to remove and dispose. of two feet of silt around ten slips for maintenance of marina. Remove five pilings on the north side of property bulkheading and replace with four pilings. Construct return at end of existing bulkheading. Plantings as per proposal from Soil Conservation Service. 840 Old Harbor Road, New Suffolk Vote of Council: Ayes: All Motion carried. No. 1222 Moved by Allan Connell, seconded by Jack Hagerty, it was RESOLVED to recommend to the Southold Town Board of Trustees APPROVAL of the Wetland Application of PORT OF EGYPT ENTERPRISES, INC. 56-6-4 'Z 6.1 to construct new accessory swimming pool, terrace and decks. . Alteration of existing building for cabana use. Installation of sub-surface sanitary Page 3 • 1 s Meeting .of 1/23/95 system for cabana and drywells for swimming pool filter waste water. Construction of access sidewalks. Main Road, Southold Vote of Council: Ayes: All Motion carried. No. 1223 Moved by Stephen Angell, seconded by Jack Hagerty, it was RESOLVED to recommend to the Southold Town Board of Trustees APPROVAL of the Wetland Application of KEN MORELLY 55-7-4 to construct a 45' x 6' dock; an 18' x 5' and 1 12' x 4' float; a 31x 10' ramp. 1735 Long Creek Drive, Southold Vote of Council: Ayes: All Motion carried. RECOMMENDATION OF LETTER OF NON-JURISDICTION ,NJ-11 Moved by Robert Keith, seconded by Stephen Angell, it was RESOLVED to recommend to the Southold Town Board of Trustees APPROVAL of the Letter of Non-Jurisdiction for MATTITUCK PARK DISTRICT 99-2-19.1 to construct a 12' x 25' deck onto existing building, 180' from MHW. Luthers Road, Mattituck Vote of Council: Ayes: All Motion carried. SET NEXT MEETING DATE The next meeting of the Southold Town Conservation Advisory Council was scheduled for Tuesday, February 14, 1995 at 4:00 P.M. in .the Conference Room at Southold Town Hall. Members shall contact the CAC secretary to advise of any Group Inspections. ADJOURN There being no further business to come before the Council, the meeting was adjourned at 5:05 P.M.
