A meeting of the Southold Town Conservation Advisory Council iwas
held Tuesday, February 14, 1995 at the Southold Town Hall, Main
Road, Southold, New York. The meeting was called to order by CAC
Chairman Stephen Angell at 4:00 P.M.

The following recommendations were made:

RECOMMENDATION OF WETLAND APPLICATIONS
No. 1224

Moved by Allan Connell, seconded by Jack Hagerty, it was i
RESOLVED to recommend to the Southold Town Board of Trustees
DISAPPROVAL OF THE RETAINING WALL PORTION and APPROVAL
OF THE BUILDING of the Wetland Application of ROBERT
MELCHIONE 77-1-8.
The Council recommends approval of the plan to enlarge the living
area of his two story dwelling by constructing a frame addition.
Floor plans include an additional 1015 square feet which, together
with the existing '1090 +/- square feet, will total approximately
2105' of living space: The proposed addition will extend the length
and width of the house and will remain below the required 20°i lot
coverage.

The CAC RECOMMENDS DISAPPROVAL of the proposal of the
applicant to reconstruct approximately 80 linear feet of existing
timber retaining wall which has been damaged during recent storm
events. Proposed reconstruction will require removing the timber
poles which make up the existing wall in order to construct a
smoothed faced timber retaining wall in the same location and at the
same elevation. Materials will include C.C.A. pressure treated
timber sheathing, whalers, deadmen and galvanized tie rods. The
purpose of the replacement is to prevent any further erosion during
storm surges.
The Council recommends disapproval because there is no need
shown, the area does not show an erosion problem; the current
structure is not functioning in an erosion prevention capacity.
Applicant should plant spartina to prevent any possible erosion.

The CAC has TABLED the application of JOHN H. MULHOLLAND
AND MICHAEL P. BONTJE 57-2-23 & 24 to maintenance dredge 400
yards to 3 feet below mean law water on' Mulholland and Bontje
parcels (bottom privately held by Mulholland and Bontje) . Remove
200 yards each for 400 yard total. Dispose on Mulholland parcel
above mean spring high water (existing landscaped lawn area) .
Add/restore dock to Mulholland and twin pilings to each.
The Council tabled the application because the application is
incomplete. What is needed is a proper survey which would provide
the property owner lot lines and measurements: Survey should also
show existing conditions and elevations. No plans were submitted for
the dock and no indications of the pilings and the CAC cannot make a
recommendation without the information. Applicant needs to provide
details of the dredge spoils which should include the contour
elevation of the spoils.
These items are of major concern to the CAC and the Council
cannot make a recommendation without the information requested
above.

RESOLVED to recommend to the Southold Town Board of Trustees
APPROVAL WITH PROVISIONS of the Wetland Application of PETER
MICCCHE 78-6-4.1 to reconstruct within 18", 147' timber bulkhead
and to backfill structure with approximately 30 c.y. of clean sand
which shall be trucked in from an upland source. Northern section
of reconstructed bulkhead shall tie into 30' section reconstructed
within 18" under prior approval.
The CAC recommends approval provided the applicant provide a
vegetative buffer as per the Southold Town Code.

Moved by Allan Connell, seconded by Stephen Angell, it was
RESOLVED to recommend to the Southold Town Board of Trustees
APPROVAL WITH STIPULATIONS of the Wetland Application of
JOHN C. NEVILLE 64-3-6 to construct a fixed walkway 78' x 3',
hinged ramp 12' x 31, and floating dock 15' x 51.
The CAC recommends approval provided the project not extend
any further that the neighbor to the north and the elevation be 4'
above grade.
Also the CAC recommend the Trustees require the rock piles be
removed unless the owner has a permit for them.

Moved by Stephen Angell, seconded by Jack Hagerty, it was
RESOLVED to recommend to the Southold Town Board of Trustees
APPROVAL of the Wetland Application of ELLEN RUTH LEVY
13-2-7.9 to construct 40" wide, 2 x 1011, 4 x 4 post, 2 x 4 railing,
CCA stairs from top of bank to tow of bluff. Elevation 38 feet,
horizontal run 63 feet. Intend to keep stair 3' or more above ground.

Motion carried.

Moved by Allan Connell, seconded by Jack Hagerty, it was
RESOLVED to recommend to the Southold Town Board of- Trustees
APPROVAL WITH STIPULATIONS of the. Wetland Application of
WILLIAM GALATI 88-5-61.2 to construct a 60' low profile timber
groin extending from existing retaining wall and approximately 2'
west of existing 85' high profile groin which will be removed
immediately upon completion of new. Proposed groin will be of same
configuration as other replacement groins to west, and is in the
midst of a large groin field which extends both east and west.
The Council recommends approval only with the stipulation that
the groin does not extend any further than the groin to the west.
