CONSERVATION ADVISORY COUNCIL
WEDNESDAY, JUNE 21, 1995
4:30 P.M.
A meeting of the Southold Town Conservation Advisory Council was held
Wednesday, June 21, 1995 in the Conference Room at the Southold Town Hall,
Main Road, Southold, New York.
Present were: Stephen Angell, CAC Chairman

Absent was: Patricia Isaksen, Member
REPORTS
Allan Connell reported that he had check with his sources and was unable
to find any written recommendations concerning the correct width for catwalks.
The general opinion of those he spoke with was that the narrower the walkway,
the better for the environment. Allan suggested that the consider adopting the
policy of 3' wide by 3' elevation or 4' wide by 4' elevation when the catwalk
is crossing over spartina alterniflora.
Bruce Loucka and John Hagerty did not do any water sampling within the
past month.
John Hagerty questioned the status 'of the Goose Creek project. Stephen
Angell reported that he had asked. the Trustees about Goose Creek and was
told the money was there, the plans were ready and would be done. It was
suggested that the delay might be a result of obtaining permits.

RECOMMENDATION OF WETLAND APPLICATIONS
No. 1271
Moved by Stephen Angell, seconded by ',Robert Keith, it was
RESOLVED to recommend to the Southold Town Board of Trustees PARTIAL
APPROVAL of the Wetland Application of DR. JOHN ALOIA 118-4-9 to rebuild
14' offshore end of jetty; rebuild 3' x 3' access stairway from existing
platform to bulkhead; install 3' x 8' access stairs from bulkhead to beach;
rebolt top clamp on bulkhead.
The Council recommends approval to rebuild the 3' x 3' access stairway;
install 3' x 8' access stairs; and rebolt the top clamp on bulkhead.
The Council recommends DISAPPROVAL TO REBUILD 14' OFFSHORE END
OF JETTY.
The jetty is not currently functioning and is not needed.
The Council also recommends the applicant plant the area behind the
bulkhead with beachgrass to prevent erosion during overwash.

Moved by Stephen Angell, seconded by Allan Connell, it was
RESOLVED to recommend to the Southold Town Board of Trustees APPROVAL
WITH STIPULATIONS of the Wetland Application of EILEEN VILLANI 86-6-10
to construct 95' x 3' fixed dock; 15' x 3' ramp; 6' x 20' float. No dredging
or filling.
The CAC recommends approval of the project but not the scope of the
plans.
The length of the catwalk is an excessive intrusion. The Council recommends
the catwalk be shortened, but, cannot determine the length because there are
no accurate soundings. The CAC suggests the Bay Constable do soundings to
determine a proper length.
The CAC also recommend the width of the catwalk be held to 3' as shown
on the plans.
Also the Council suggests that a 10' non-turf buffer be installed.

Moved by Bruce Loucka, seconded by John Hagerty, it was
RESOLVED to recommend to the Southold Town Board of Trustees APPROVAL
WITH STIPULATIONS of the Wetland Application of BORIS CRZIC 50-2-19 to
construct a one family dwelling, decks, sanitary system, bluestone (or similar
pervious) driveway, all landward of crest of bluff. Construct a series of
platforms and 4' wide stairs above, at and below crest of bluff for pedestrian
access to beach.
The CAC recommends approval with the following stipulations:
1 . Keep all construction, including septic system, over 100' landward of
the Coastal Erosion Hazard Line. (Stairs excluded)
2. Be sure the stairs end at the toe of the bluff.
3. Elevate stairs 3' above the slope of the bluff.

Moved by Stephen Angell, seconded by Allan Connell, it was
RESOLVED to recommend to the Southold Town Board of Trustees APPROVAL
WITH STIPULATIONS of the Wetland Application of WILLIAM BEAL OR PAUL
CACIOPPO 116-3-18 to build a single family dwelling.
The CAC recommends approval with the stipulation that there be NO
DISTURBANCE OF A 50' BUFFER FROM THE WETLAND LINE and that hay
bales and silt fence be used landward of the buffer at the toe of the fill line
during construction.

Moved by Bruce Loucka, seconded by Allan Connell, it was
RESOLVED to recommend to the Southold Town Board of Trustees APPROVAL
of the Wetland Application of MARTIN J. BANCROFT, JR. 27-2-2.3 to
enlarge/enhance existing freshwater pond (only in width) to 300' x 240' from
300' x 100'. New pond to be connected to old pond (on northern edge), 20'
connector, with-a 40' berm in the middle as shown on submitted plans.

Vote of Council: Ayes: All
Motion carried.

Moved by Bruce Loucka, seconded by Stephen Angell, it was
RESOLVED to recommend to the Southold Town Board of Trustees APPROVAL
WITH CONDITIONS of the Wetland Application of DAVID CICHANOWICZ
66-3-16 to construct a fixed open walkway 3' x 35'; hinged ramp 3' x 161; two
floating docks, each 6' x 20'; and install three 2-pile dolphins to secure
floating docks.
The CAC recommends approval provided that application reduce the project
to ONLY ONE 6' x 20' FLOAT. Also the catwalk should be 3' wide and
elevated to 3' above the grade.
Vote of Council: Ayes: All
Motion carried.
RECOMMENDATION OF AMENDMENTS

Moved by Stephen Angell, seconded by Betty Wells, it was
RESOLVED to recommend to the Southold Town Board of Trustees
DISAPPROVAL of the Amendment Request of RICHARD MAUTNER 53-4-12 to
construct a 20' x 35' deck addition to existing home.
The Council recommends disapproval of this as an amendment. The'project
does not amend and is out of the scope of the permit issued. The Council

recommends that the Trustees require that Mr. Mautner apply for a permit for
the deck. The CAC would recommend approval for that permit.

GENERAL DISCUSSION
Stephen Angell suggested to members that it might be beneficial if a
member accompanied the Trustees on their inspections. He would not be
available to go on many, and suggested that interested members •take turns.
Stephen will discuss this matter with the Trustees.
John Hagerty reported that the stairs have already been completed on the
property of Dr. John Aloia (No. 1271) . John reminded the Council that this
has happened many times in the past and nothing is ever done about the
problem. He felt the Trustees should be notified and that they consider action
or a fine for work done without a permit. Stephen said he would speak to the
Trustees about the problem.
NEXT MEETING
The next meeting of the Southold Town Conservation Advisory Council was
scheduled for WEDNESDAY, JULY 19, 1995 at 4:00 P.M. The time was
returned to 4:00 P.M. for the duration of the summer.
There being no further business to come before the Council, the meeting was
adjourned at 5:35 P.M.
