Council was held Wednesday, July 19, 1995 at 4:00 P.M. at the.-Southold Town. Hall, Main Road, Southold, New York. • Present were: Stephen Angell, CAC Chairman Robert Keith, CAC Member John Hagerty 111, CAC Member Linda Cooper, Secretary Absent were: Bruce Loucka, CAC Member Betty Wells, CAC Member Allan Connell, CAC Member (CAC member Patricia Isaksen has submitted her resignation.) Due to the lack of members present, the Chairman declared the meeting, to. be of the Executive Committee. Southold Town Board of Trustee Vice-President John Holzapfel met briefly with the Council to discuss -matters of mutual ,interest. APPROVAL OF MINUTES Moved by Stephen Angell, seconded by Robert Keith, it was RESOLVED to approve the minutes of. June 21, 1995. Vote of Council: Ayes: All Motion carried. Meeting of July 19, 1995 RECOMMENDATION OF WETLAND APPLICATIONS No. 1277 Moved by Stephen Angell, seconded by Robert Keith, it was RESOLVED to recommend to the Southold Town Board of Trustees DISAPPROVAL of the Wetland Application of MATT-A-MAR MARINA 114-3-1 to install a 3' wide catwalk, CCA with 6" x 6" x 20' spiles as supports, approximately 20 feet long running in a south/east direction from the "lift pit" area bulkhead, a3' wide aluminum ramp, 20 long secured to catwalk and floating on top of dock. A dock 6' wide 66' long build in 3 22' section, CCA wood held by 4 spiles 35' x 12' and the 2 end spiles to have dolphin batters attached (total of 6 spiles) . Dock to be positioned in a direction parallel to shoreline running east to west. The Council recommends disapproval based on a letter dated July 27, 1988 from Frank Kujawski, President of the Southold Town Board of Trustees to Donald Cocks of Matt-A-Mar Marina which resolved that the Trustees would grant a permit at that time provided there be no further expansion of the marina past the lift well on the south side. Wickham Avenue, Mattituck Vote of Council: Ayes: All Motion carried. No. 1278 The CAC TABLED the Wetland Application of GERALD RUPP 51-1-21 to construct 80 feet of timber bulkhead approximately 23 feet landward of the mean high water mark. One hundred (100) cubic yards of clean fill will utilized to backfill between the existing bluff and bulkhead. The CAC tabled the application because the property was not staked and was not accessible. Sound View Avenue, Southold No. 1279 The CAC TABLED the Wetland Application of WILLIAM TURNBULL 52-1-1 to construct 160 +/- I.f. of stone revetment against eroded bank and backfill with 85 +/- c.y. of clean sand to be trucked in from upland source. Construct a 4' x 30' stairway to connect to existing platform and stairs for pedestrian access over revetment. The Council tabled the application to research similar projects in the area. 54005 North Road, Southold Page 2 Meeting of July 19, 1995 No. 1280 Moved by John Hagerty, seconded by Stephen Angell, it was RESOLVED to recommend to the Southold Town Board of Trustees APPROVAL WITH STIPULATIONS of the Wetland Application of VICTOR AND ELLA BECK 87-3-59 to reinstall ramp and 5' x 20' floating dock similar as it existed before. The Council recommends approval with the stipulation that the applicant remove the two existing pilings seaward of the dock to help aid navigation. 2215 Minnehaha Blvd., Southold Vote of Council: Ayes: All Motion carried. No. 1281 The Council TABLED the Wetland Application of LOUIS BACON 134-3-5 to construct two board walkways for the purpose of crossing areas of intertidal marsh as located by the staff of the NYSDEC. The northern most walk shall be 18" x 147' and be constructed 18" over grade of the marsh. The southern most walk shall be 18" x 112' and be constructed 18" over the grade of the marsh. The CAC tabled the application until a group inspection is made. Robins Island SET NEXT MEETING DATE The next meeting of the Southold Town Conservation Adivisory Council was scheduled for THURSDAY, AUGUST 24, 1995 at 4:00 P.M. There being no further business to come before the Council, the meeting was adjourned at 5:20 P.M.
