Box 1179 (516) 765-1801 �tol ���� Southold, New York 11971 SOUTHOLD TOWN CONSERVATION ADVISORY COUNCIL ` MONDAY, DECEMBER 18, 1995 A meeting of the Southold Town Conservation Advisory Council was held Monday, December 18, 1995 at 4:30 P.M. in the Conference Room at Southold Town Hall. Present were: Stephen Angell, Chairman Robert Keith, Member John Hagerty III, Member Allan Connell, Member Scott Hilary, Member. Linda Cooper, Secretary Absent were: Bruce Loucka, Member Betty Wells, Member REPORTS Scott Hilary reported that the Shellfish Advisory Committee met and discussed. the possibility of churning for clam in the Goose Creek flats.. The CAC expressed concerns about the proposal. Robert Keith, who has been working on a permit handbook reported that. it has been submitted to the Town Board for its approval. APPROVAL OF MINUTES OF NOVEMBER 28, 1995 Moved by John Hagerty, seconded by Scott Hilary, it was RESOLVED to approve the minutes of November 28, 1995 as submitted. Vote of Council: Ayes: All Motion carried. RECOMMENDATION OF WETLAND APPLICATIONS No. 1297 (Recommended Disapproval as submitted 9/21/95) Moved by Allan Connell, seconded by Stephen Angell, it was RESOLVED to recommend to the Southold Town Board of Trustees DISAPPROVAL of the Wetland Application of NICOLO Di BARTOLO 127-3-6.1 8 6.2 to construct a 20' x 12' bridge, a 47' retaining wall on east side and CAC Meeting of 12/ :_. 95 a 30' retaining wall on west side, existing retaining wall on north side will be removed and every other stave will be removed from existing wall on south side, and approximately 10 c.y. of fill will be brought in from an upland source. The CAC recommends disapproval because the applicant did not submit an open bridge concept as requested by the CAC at its September 21, 1995 meeting. The Council would recommend approval if the applicant accepted the following recommendations: 1 . Replace in kind/in place existing south bulkhead and new 10' return to west excluding area of 20' span of the bridge. 2. Construct wingwall on northeast side of bridge to avoid marsh. 3. Bulkhead between wingwalls and south bulkhead to provide support for bridge to create proper channel. 4. Remove existing northern bulkhead and southern section to provide channel entire length of bridge structure. 5. Fill as appropriate to raise bridge to height of southern bulkhead. 2146 Main Road, Laurel Vote of Council: Ayes: All Motion carried. No. 1312 (Tabled 11/28/95) Moved by Robert Keith, seconded by John Hagerty, it was RESOLVED to recommend to the Southold Town Board of Trustees APPROVAL of the Wetland Application of SUSAN MACC 116-7-4 to construct catwalk 2025 Sigsbee Road, Mattituck Vote of Council: Ayes: Robert Keith, John Hagerty, Allan Connell, Scott Hilary Nays: Stephen Angell Motion carried. No. 1313 (Tabled 11/28/95) Moved by Stephen Angell, seconded by Allan Connell, it was RESOLVED to recommend to the Southold Town Board of Trustees APPROVAL WITH RECOMMENDATIONS of the Wetland Application of BERNHARD PEPER 115-11-6 to obtain a Wetland Permit for and existing house with attached deck, sanitary system, and existing stone wall and concrete block walk along property as per survey dated October 7, 1995. Applicant wishes to sell house and is trying to get all permits 955 Lupton Point, Mattituck The Council recommends approval but strongly recommend that applicant refrain from removing fringe marsh in front of house and a condition of the permit should be to restore the marsh. Vote of Council: Ayes: All Motion carried. Page 2 o CAC Meeting of 12/ 95 No. 1316 RESOLVED to recommend to the Southold Town Board of Trustees APPROVAL WITH STIPULATIONS of the Wetland Application of JOHN DeCENNARO 86-5-10 to construct a timber dock consisting of 3' x 21' fixed walk; 3' x 51' fixed walk (min. of 4' above grade); 3' x 16' hinged ramp; 6' x 20' float secured by (2) sets of (2) 8" diameter x 25' dolphins. The CAC suggests the catwalk be aligned with the horseshoe area, being sure to place where there is no spartina growth. The catwalk is too long. It should be shortened to allow for 3' depth at seaward edge of float at low tide. 2213 Indian Neck Lane, Peconic Vote of Council: Ayes: All Motion carried. No. 1317 FREDERIC C. HAMILTON 5-2-4 to construct walks, terraces, court and gardens on areas which are currently lawns at a point 60' +/- landward of freshwater wetlands pond. A staked line of hay bales with silt fencing to be installed prior to and maintained during all periods of construction. Private Road, Fishers Island The Council has no recommendation because no inspection was made. AMENDMENTS TO PERMITS A-33 DR. ISIS BARTELS 10-3-10 to install 43' +/- of revetment which shall be placed between the still existing walls on either side. The revetment shall consist of 1 - 1 1/2 yard rock which shall be placed on filter fabric, backfilled with 75 +/- c.y. of soil and then planted with native vegetation. Fishers Island The CAC has no recommendation because no inspection was made. A-34 ROBERT AND JEAN CALHOUN 3-2-2 to construct a 6' x 180' fixed dock with an 8' x 46' "L" (constructed 4' over grade), a 4' x 20' ramp and 8' x 40' float. Fishers Island The CAC has no recommendation because no inspection was made. A-35 Moved by Scott Hilary, seconded by Allan Connell, it was RESOLVED to recommend to the Southold Town Board of Trustees DISAPPROVAL of the request for Amendment to permit of VICTOR BECK 87-3-59 to amend permit to allow a 6' x 20' floating dock instead of 5' x 201. 2215 Minnehaha Blvd., Southold Page 3 CAC Meeting of 12/ 35 The Council feels the width is adequate and no need is shown to widen. Vote of Council: Ayes: All Motion carried. A-36 Moved by Allan Connell, seconded by John Hagerty, it was RESOLVED to recommend to the , Southold Town Board of Trustees APPROVAL WITH STIPULATIONS' of the request to Amend Permit by GLORIA SIMON 91-1-9 to amend permit to change existing ramp and dock to the following: 20' x 6' dock and 3' ramp. 530 Sunset Way, Southold The CAC recommends approval of the amendment with the stipulation that the floating dock be limited to 5' x 16' to limit coverage of bay bottom and allow access at the canoe inlet. Vote of Council: Ayes: All Motion carried. RECOMMENDATION OF GRANDFATHER PERMIT GF-14 Moved by Allan Connell, seconded' by John Hagerty, it was RESOLVED to TABLE the request for a Grandfather Permit by JOSEPH ZEVITS 88-6-18.1 to replace 48' bulkhead in-kind, in-place. Backfill with 28 c.y. of clean fill. 1300 West Lane, Southold The CAC tabled because there was not sufficient information to make a recommendation and the Council questions whether the project falls under a Grandfather Permit. The Council also suggests the Trustees require the applicant to plant spartina in the fill area. Vote of Council: Ayes: All Motion carried. GF-15 ELSA RIVERS 10-9-15.4 to drive a sistering pile immediately forward of each of the two end piles, to strengthen and stabilize dock. To sister stringers into new pilings Fishers Island The CAC has no recommendation because it was unable to make an inspection. Page 4 CAC Meeting of 12/x.-sJ'95 GENERAL BUSINESS Chairman Stephen Angell expressed his gratitude to the CAC and wished it well in the future. He expressed regret for the projects he had hoped to see accomplished in his time on the Council and hoped that the CAC would continue to concern itself with projects like runoff, especially off farmlands. The Council was informed that Kenneth Meskill was selected by the Southold Town Board to fill the vacancy of Stephen Angell. NEXT MEETING The next meeting of the CAC will be held MONDAY, JANUARY 22, 1996 at 4:00 P.M. at the Southold Town Hall.
