New York 11971 �Ol y,`a S.OUTHOLD TOWN CONSERVATION ADVISORY COUNCIL DECEMBER 13, 1996 The Southold Town Conservation Advisory Council met December 13, 1996. Present were: Bruce Loucka, Member Robert Keith, Member Kenneth Meskill, Member Scott Hilary, Member Shannon Reidy, Member Christy Paliouras, Member Betty Wells, Member Linda Cooper, Secretary The meeting was called to order by Acting Chairman Bruce Loucka-at 4:00 P.M. in the Conference Room at Southold Town Hall. The council reviewed the resumes submitted for the vacant positions. Kenneth Meskill said he would sit in on the interviews and Robert Keith agreed to be there if Kenneth should be unable to attend. Interviews would be held Monday, December 30, 1996 beginning at 9:00 A.M. by the Town Board. SELECTION OF CHAIRMAN Kenneth Meskill is still interested in the Chairman position and was advised by the Town Attorney to take the matter. to the,Board of Ethics for a determination. APPROVAL OF MINUTES OF NOVEMBER 13, 1996 Moved by Robert Keith, seconded by Kenneth Meskill, it was RESOLVED to approve the minutes of November 13, 1996 as submitted. Vote of Council: Ayes: All Motion Carried December 13, 15 RECOMMENDATION OF WETLAND APPLICATIONS No. 1399 Moved by Bruce Loucka, seconded by Betty Wells, it was RESOLVED to recommend to the Southold Town Board of Trustees APPROVAL of the Wetland Application of DR. FRANK MONTELEONE 57-1-30 to. cover existing concrete porch and steps with timber decking; square off porch by adding 8' x 25' timber deck; install two sets of timber access stairs; and seek approval of an 8' x 12' deck landward of existing bulkhead. Blue Marlin Drive, Southold Vote of Council: Ayes: All Motion carried. No. 1400 Moved by Kenneth Meskill, seconded by Robert Keith, it was RESOLVED to recommend to the Southold Town Board of Trustees DISAPPROVAL of the Wetland Application of FRANK SCAVONE 137-4-35 to construct a bulkhead along base of hill, 8' .- 15' above average high water mark; length approx. .45' and approx. 41. The CAC reiterates its recommendation from the applicant's former request. The Council recommends disapproval because no need is shown. The Council suggests the applicant revegetate the exposed area of the bluff with suitable vegetation. Applicant needs a non-turf buffer at the top of the bluff back 201. Cutters and downspouts at the house should go into drywells to reduce any runoff from the top of the bluff. 1615 Fleetwood Road, Cutchogue Vote of Council: Ayes: All Motion Carried No. 1401 Moved by Scott Hilary, seconded by Bruce Loucka, it was RESOLVED to recommend to the Southold Town Board of Trustees APPROVAL of the Wetland Application of MARSHALL JOHNSON 13-1-6 to construct a 34 +/- linear foot retaining wall landward of existing deteriorated concrete wall on west side of house; construct a 6' linear foot return along westerly property line; backfill with 10 c:y. clean sand to be trucked in from an upland source. 320 Northview Dr., Orient Vote of Council: Ayes: All Motion Carried r No. 1402 Moved by Robert Keith, seconded by Kenneth Meskill, it was RESOLVED to recommend to the Southold Town Board of Trustees APPROVAL of the Wetland Application of RICHARD ZEIDLER 145-4-15 to remove and replace (in same location) 128 linear feet of bulkhead on southwest side of property; remove (2) angled section of bulkhead and replace with (1) 30' section to connect north and south bulkhead; dredge up to 10' in front of 100' Page 2 December 13, 19 bulkhead to maximum depth of 4' below ALW, resultant 25 c.y. of spoil to be used for backfill; bulkhead elevation to match adjacent bulkheads. ROW off Peconic Bay Blvd., Laurel Vote of Council: Ayes: All Motion Carried No. 1403 Moved by Bruce Loucka, seconded by Betty Wells, it was RESOLVED to recommend to the Southold Town Board of Trustees APPROVAL WITH STIPULATIONS of the Wetland Application of PHILIP and NANCY WEBER 21-5-7 to erect wooden stairway with landings. The Council recommends approval with the stipulations that the stairs cause a minimum of disruption to the bluff and that applicant stabilize the top of the bank, either by creating a non-turf buffer or by regrading away from the top, to contain runoff. 160 The Strand, East Marion Vote of Council: Ayes: All Motion Carried No. 1404 Moved by Bruce Loucka, seconded by Scott Hilary, it was RESOLVED to recommend to the Southold Town Board of Trustees DISAPPROVAL of the Wetland Application of JAMES GRACE SR. 26-2-6 to remove house from each of the two adjoining properties; join properties; build one house. Needs approval for building envelope. The CAC disapproves the application as submitted but would recommend approval provided the new structure is no closer to the high water mark than the closer of the existing structures. Willow Terrace ROW, Orient Vote of Council: Ayes: All Motion Carried No. 1405 Moved by Robert Keith, seconded by Kenneth Meskill, it was RESOLVED to recommend to the Southold Town Board of Trustees APPROVAL of the Wetland Application of DONNA I. WEXLER 72-1-p/o1, 1.9, 1.6 Emergency Permit to close 25' gap in the bulkhead between adjoining neighbors' bulkheads; restore to original pre-erosion condition; and plant. 200 Private Road #25, Cutchogue Vote of Council: Ayes: All Motion Carried Page 3 December 13, 19:� No. 1406 Moved by Robert Keith, seconded by Kenneth Meskill, it was RESOLVED to recommend to the Southold Town Board of Trustees APPROVAL of the Wetland Application of PETER and ROSEMARY ENNERS 106-4-2 to place rocks in front of bulkhead; erect 4' x 10' platform; and install 4' x 35' dock with pilings. 15 East Mill Road, Mattituck Vote of Council: Ayes: All Motion Carried No. 1407 Moved by Betty Wells, seconded by Bruce Loucka, it was RESOLVED to recommend to the Southold Town Board of Trustees APPROVAL of the Wetland Application of SCOTT PATCHELL 70-4-24 to construct a single-family residence with deck; construct retaining wall approximately 4' high, 86' long with two 30' returns. 1075 West Hill Road, Southold Vote of Council: Ayes: All Motion Carried No. 1408 Moved by Kenneth Meskill, seconded by Robert Keith, it was RESOLVED to recommend to the Southold Town Board of Trustees APPROVAL of the Wetland Application of SEBASTIAN COVE PROPERTY OWNERS ASSOCIATION 100-3-11.11 & 11.12 to replace timber bulkhead including 45 I.f. replaced in-kind/in-place; 220.75 Lf. replaced in-kind/in-place within 18" of existing timber bulkhead; propose concrete launching ramp to replace existing ramp; and transplant 36 square feet of existing tidal wetlands in graded area south of boat ramp. All Motion Carried No. 1409 Moved by Robert Keith, seconded by Shannon Reidy, it was RESOLVED to recommend to the Southold Town Board of Trustees APPROVAL of the Wetland Application of JAMES E. and KAREN A. HOEC 115-17-17.10 to construct a single family dwelling with sanitary system, deck, concrete patio, pool and asphalt driveway. Willis Creek Drive, Mattituck Vote of Council: Ayes: Robert Keith, Shannon Reidy, Bruce Loucka, Scott Hilary, Betty Wells, and Christy Paliouras Abstain: Kenneth Meskill Motion Carried Page 4 December 13, 19 ` RECOMMENDATION OF WAIVER REQUESTS WR-50 Moved by Kenneth Meskill, seconded by Robert Keith, it was RESOLVED to recommend to the Southold Town Board of Trustees APPROVAL of the Waiver Request of TONY PANZARINO 103-10-23 to construct a 615" x 33" deck attached to existing residence. 800 Strohson Road, Cutchogue Vote of Council: Ayes: All Motion Carried WR-55 Moved by Bruce Loucka, seconded by Robert Keith, it was RESOLVED to recommend to the Southold Town Board of Trustees APPROVAL of the Waiver Request of ROBERT J. TURNER 88-6-17 for a deck build in 1987. The CAC recommends approval but it does question whether the application should be an amendment to the bulkhead permit, a waiver request, or a Wetland Permit.. - 1200 West Lane, Southold Vote of Council: Ayes: Bruce Loucka, Robert Keith, Kenneth Meskill, Scott Hilary, Shannon Reidy, and Christy Paliouras Nay: Betty Wells Motion Carried WR-56 Moved by Bruce Loucka, seconded by Shannon Reidy, it was RESOLVED to recommend to the Southold Town Board of Trustees APPROVAL of the Waiver Request of MARK, KAREN, SCOTT HANSEN 87-4-3 to build a 6' x 37' addition to existing building. Windy Point Road, Southold Vote of Council: Ayes: All Motion Carried RECOMMENDATION OF REQUESTS OF NON-JURISDICTION NJ-23 FISHERS ISLAND DEVELOPMENT CORPORATION 10-5-12.1 for the construction of a residence, associated sanitary system, porch, and driveway. Peninsula Road, Fishers Island The CAC did not inspect, therefore, cannot make a recommendation. Page 5 C December 13, 19_ RECOMMENDATION OF AMENDMENT TO PERMITS A-80 Moved by Bruce Loucka, seconded by Robert Keith, it was RESOLVED to recommend to the Southold Town Board of Trustees APPROVAL of the Amend Permit request of LOUIS M. BACON 117-8-20 to install one 2-pile dolphin and add a 6' x 24' extension to the existing float system. First Street, New Suffolk Vote of Council: Ayes: All Motion Carried A-81 Moved by Bruce Loucka, seconded by Robert Keith, it was RESOLVED to recommend to the Southold Town Board of Trustees APPROVAL of the Amend permit request of LOUIS M. BACON, ROBINS ISLAND to install two 14" galvanized pipes, approximately 30' in length into the bay bottom under the existing seaplane float. Pipe will have wall thickness of 5/16" with a mounting flange on top and will be installed approx. 6' above the bay bottom; install two inner steel pilings to be flange mounted between the floatation tubes using a 3' x 3' x1" mounting plate and welded to the existing tubes. Robins Island Vote of Council: Ayes: All Motion Carried A-82 Moved by Bruce Loucka, seconded by Scott Hilary, it was RESOLVED to recommend to the Southold Town Board of Trustees APPROVAL of the Amend Permit request of MARDIK and LOUISA DONIKYAN 52-1-4 to construct the retaining wall shorter and construct a secondary wall as per submitted plans to create a terraced effect. 54255 Route 48, Southold Vote of Council: Ayes: All Motion Carried SET NEXT MEETING DATE The next meeting of the Southold Town Conservation Advisory Council will be held Friday, January 17, 1997 at 4:30 P.M. in the Conference Room at Southold Town Hall, Main Road, Southold, New York.
