Box 1179 Telephone Southold, New York 11971 (516) 765-1801 SOUTHOLD TOWN CONSERVATION .ADVISORY COUNCIL OCTOBER 17, 1996 A meeting of the Southold Town Conservation Advisory Council was held on Thursday, October 17, 1996 in the Conference Room at Southold Town Hall, Main Road, Southold, New York. Present were: Allan Connell, Chairman Bruce Loucka, Member Robert Keith, Member Kenneth Meskill, Member Betty Wells, Member Scott Hilary, Member Shannon Reidy, Member Linda Cooper, Secretary Absent were: John Hagerty III, Member Christy Paliouras, Member REPORTS Betty Wells complained that it was difficult to locate some of the properties. Allan Connell requested that the secretary copy the tax map for each application to aid in locating the sites. Kenneth Meskill confirmed that he will be able to do the water sampling during the winter months while Bruce Loucka is away. Kenneth Meskill also reported that he will be contributing articles to the NORTH FORK COUNTRY, a local, free publication. Shannon Reidy asked the members for any suggestions they might have for an intership. The internship she had with Okeanos was no longer available. Bruce Loucka has not been taking any water samples because the DEC had a breakdown at the lab. October 17, 1996 RECOMMENDATION OF WETLAND APPLICATIONS No. 1384 Moved by Kenneth Meskill, seconded by Robert Keith, it was RESOLVED to recommend to the Southold Town Board of Trustees APPRVAL of the Wetland Application of WUNNEWETA POND ASSON. 118-1-11 to replace (within 18" from bottom of existing) 56 I.f., 5 I.f., 177 I.f., and 25 I.f. bulkheads. Add a new 10 linear foot return. Backfill with 65 c.y. clean sand to be trucked in from an upland source. Bridge Lane, Cutchogue Vote of Council: Ayes: All Motion carried. No. 1385 Moved by Robert Keith, seconded by Allan Connell, it was RESOLVED to recommend to the Southold Town Board of Trustees DISAPPROVAL of the Wetland Application of CAROL CASSEL 56-5-40 to attach a 12' x 10' deck on east side of existing catwalk. 800 Willow Point Road, Southold The CAC recommends the permit be denied because the project would have an impact on the wetland vegetation. The CAC suggests the deck be built upland (i.e. lawn area) Vote of Council: Ayes: All Motion carried. No. 1386 Moved by Bruce Loucka, seconded by Allan Connell, it was RESOLVED to recommend to the Southold Town Board of Trustees APPROVAL of the Wetland Application of MARK McDONALD 89-3-11.3 to construct a single family dwelling with pool and attached garage, sanitary system and deck. Private Road off Orchard Lane, Cedar Beach Farm, Southold Vote of Council: Ayes: All Motion carried. RECOMMENDATION OF WAIVER REQUESTS WR-52 Moved by Shannon Reidy, seconded by Robert Keith, it was RESOLVED to recommend to the Southold Town Board of Trustees APPROVAL of the Waiver Request of EDWIN J. and MARGARET PISANI 126-11-9.1 to build two dormers on the second story of the house. Peconic Bay Blvd., Laurel Vote of Council: Ayes: All Motion carried. Page 2 z October 17, 1996 WR-53 Moved by Robert Keith, seconded by Betty Wells, it was RESOLVED to recommend to the Southold Town Board of Trustees APPROVAL of the Waiver Request of JAMES HOMAN 111-1-14 to construct a 5'6" x 11' addition on existing deck that is- supported by pilings and girder system. 430 Private Road, Fishermans Beach, Cutchogue Vote of Council: Ayes: All Motion carried. RECOMMENDATION OF GRANDFATHER PERMITS GF-31 Moved by Bruce Loucka, seconded by Robert Keith, it was RESOLVED to recommend to the Southold Town Board of Trustees APPROVAL of the Grandfather Permit of IRENE MARY WARNY 56-5-39 for a 6' x 12' deck and stairs built prior to 1991 . 1077 Bay Home Road, Southold Vote of Council: Ayes: Bruce Loucka, Robert Keith, Allan Connell, Kenneth Meskill, Scott Hilary, and Shannon Reidy Abstain: Betty Wells Motion carried. GF-32 Moved by Robert Keith, seconded by Kenneth Meskill, it was RESOLVED to recommend to the Southold Town Board of Trustees APPROVAL of the Grandfather Permit for JANE WHITE COOKE 119-1-11, 12 E 13 for maintenance repairs to existing bulkhead structure. 10245 Nassau Point Road, Cutchogue Vote of Council: Ayes: All Motion carried. RECOMMENDATION OF AMENDMENTS TO PERMITS A-75 Moved by Scott Hilary, seconded by Bruce Loucka, it was RESOLVED to recommend to the Southold Town Board of Trustees APPROVAL of the Amendment to Permit request of WILLIAM A. HANDS JR. 26-2-21 to add a 14' x 39' porch, 14' x 14' to be screened-in. Willow Terrace Lane, Orient Vote of Council: Ayes: All Motion carried., Page 3 October 17, 1.996 RECOMMENDATION OF NON-JURISDICTION REQUESTS NJ-22 Moved by Bruce Loucka, seconded by Allan Connell, it was RESOLVED to recommend to the Southold Town Board of Trustees DISAPPROVAL of the request for a determination of Non-Jurisdiction for ROB DEFRESE 98-1-1.4 to construct a single family dwelling and do clearing on the site. Indian Neck Lane, Peconic The Council has not problem with the house but recommends the clearing request be denied until a plan for clearing the woodland area next to marsh be submitted. Vote of Council: Ayes: All Motion carried. REVIEW No. 1354 (6/24/96) MICHAEL RAYNOR 117-5-22 to remove approximately 80' of dock and leave 3' x 60' and 4' x 18' docks and construct approximately 130' bulkhead on south side of property, also to construct a single family dwelling. Survey dated 8/27/96 890 Old Harbor Road, New Suffolk The Council has TABLED this application until next month. The CAC was advised that a new survey showing the sanitary system and well would be available and that questions concerning the zoning line and aspects of same would be resolved. No. 1375 (9/23/96) BRUNO CIPPITELLI 104-10-7 to construct a timber dock, etc. 229 Broadwaters Road, Cutchogue CAC recommended approval but Trustees requested changes. As per request of Trustees, applicant is willing to relocate the proposed dock to center of property. GENERAL BUSINESS Does the CAC wish to comment on the Trustee proposal to change the residential limits from 1/2 bushel to 200 oysters per day. (Last month the Trustees recommended the Town change the commercial limit from 5 bushel to 2000 oysters per day.) Page 4 October 17, 1996 NEXT MEETING DATE The next meeting of the Southold Town Conservation Advisory Council was scheduled for Wednesday, November 13, 1996 at 4:30 P.M. in the Conference Room at Southold Town Hall.
