Box 1179 (516) 765-1801 Southold, New York 11971 SOUTHOLD TOWN CONSERVATION ADVISORY COUNCIL AUGUST 26, 1996 The Southold Town Conservation Advisory Council met Monday, August 26, 1996 at 4:30 P.M.. in the Conference Room at Southold Town Hall. Present were Allan Connell, CAC Chairman Bruce Loucka, Member Robert Keith, Member Christy Paliouras, Member Shannon Reidy, Member Betty Wells, Member Kenneth Meskill, Member John Hagerty III, Member Linda Cooper, Secretary Absent was: Scott Hilary, Member REPORTS Chairman Allan Connell updated the members on the Peconic Estuary Program Citizen's Advisory Committee. He also spoke to the members about the Wetland Reserve Program. It is a federal program which purchases easements on agricultural lands to restore to its- natural state. Allan requested that members identify and submit possible sites for submission to the program. The federal government will pay the restoration costs when sites are accepted by the program. The deadline for submission is the-end of September. Allan also reported that the Hashamomaque project is awaiting the town to buy, materials. Bruce Loucka suggested that members think about possible projects that CAC could work on. Bruce also expressed concern that the Southold Town Highway Department has been dumping road sweepings along the marsh area at Cedar Beach. Allan Connell said he would speak to the Trustees concerning. this matter. Meeting of August 26, -1y96 APPROVAL OF MINUTES Moved by Robert Keith, seconded by Bruce Loucka, it was RESOLVED to approve the minutes of July 29, 1996 as submitted. Vote of Council: Ayes: All Motion carried. RECOMMENDATION OF WETLAND APPLICATIONS No. 1371 Moved by Bruce Loucka, seconded by John Hagerty, it was RESOLVED to recommend to the Southold Town Board of Trustees APPROVAL of the Wetland Application of DONALD and JEAN VAZQUEZ 31-17-5 to construct an 11' x 16' detached deck approximately 40' from the wetlands. (NOTE: Formerly WR-42 of 7/29/96) 2165 Bay Avenue, East Marion Vote of Council: Ayes: All Motion carried. No. 1372 Moved by Robert Keith, seconded by Kenneth Meskill, it was RESOLVED to recommend to the Southold Town Board of Trustees APPROVAL of the Wetland Application of JOHN and MARY IRVING 104-9-8 to construct a timber dock consisting of a 4' x 112' fixed elevated walkway (minimum 4' above grade of marsh) with 4' x 4' steps on inner end; 3' x 14' hinged ramp; 6' x 20' float secured by (2) 2 pile dolphins. 1620 Broadwaters Road, Cutchogue Vote of Council: Ayes: All Motion carried. RECOMMENDATION OF WAIVER REQUESTS WR-45 Moved by Allan Connell, seconded by John Hagerty, it was RESOLVED to recommend to the Southold Town Board of Trustees DISAPPROVAL of the Waiver Request of VINCENT and LINDA BASILICE 53-6-8 to construct an 84 square foot addition and enclose existing porch. 3255 Bay Shore Road, Greenport The Council recommends . disapproval because it feels a full permit must be required. The plans submitted with the application show an 18' x 51' patio which is not currently in place and is not mentioned in the letter but could cause possible problems if not addressed. See A-74 WR-47 Moved by Allan Connell, seconded by John Hagerty, it was RESOLVED to recommend to the Southold Town Board of Trustees APPROVAL of the Waiver Request of BARBARA H. CLAPS 52-8-1 to erect a 4' x 328' split rail fence on western property line. 2715 Long Creek Drive Vote of Council: Ayes: All Motion carried. WR-48 Moved by Bruce Loucka, seconded by John Hagerty, it was RESOLVED to recommend to the Southold Town Board of Trustees DISAPPROVAL of the Waiver Request of THOMAS and BARBARA BALL 66-2-46 to construct a 3' x 15' deck. 1890 Arshamomaque Avenue, Southold The Council recommends that the Trustees require a permit for the project. This type of project could create more runoff and a non-turf buffer should be required next to the bulkhead. Vote of Council: Ayes: Bruce Loucka, John Hagerty, Robert Keith, Kenneth Meskill, Betty Wells, Christy Paliouras and Shannon Reidy. Abstain: Allan Connell Motion carried. WR-49 Moved by Bruce Loucka, seconded by John Hagerty, it was RESOLVED to recommend to the Southold Town Board of Trustees APPROVAL WITH SUGGESTION of the Waiver Request of DAVID L. MERZ 34-5-13 to add a second story. 370 Robinson Road, Greenport The Council recommends approval but suggests the Trustees request a non-turf buffer next to the bulkhead. Vote of Council: Ayes: All Motion carried. Page 3 Meeting of August 26, 86 RECOMMENDATION OF AMENDMENT TO PERMITS A-72 Moved by Bruce Loucka, seconded by Betty Wells, it was RESOLVED to recommend to the Southold Town Board of Trustees APPROVAL of the Amendment to Permit request of DAVID WIIRTZ 37-4-13 to add a 3' x 10' ramp with a 4' x 10' float attached to bulkhead. 2805 Cedar Lane, East Marion Vote of Council: Ayes: All Motion carried. A-73 Moved by Bruce Loucka, seconded by John Hagerty, it was RESOLVED to recommend to the Southold Town Board of Trustees APPROVAL of the Amendment to Permit request of SANDRA ZATARAIN 31-16-8 to remove 2' of the deck on the east side, as the deck overlaps 2' onto Town property. End of Bay Avenue, East Marion Vote of Council: Ayes: All Motion carried. A-74 Moved by Bruce Loucka, seconded by John Hagerty, it was RESOLVED to recommend to the Southold Town Board of Trustees APPROVAL of the Amendment to Permit request of KAREN DALY 51-4-2 to replace 130 ' timber bulkhead within 18"; replace 16' return; replace 3' x 8' access stairs from bulkhead to beach; backfill with 76 c.y. of clean fill from an approved upland site. 19895 Soundview Avenue, Southold Vote of Council: Ayes: All Motion carried. RECOMMENDATION OF GRANDFATHER PERMITS GF-29 Moved by Bruce Loucka, seconded by Allan Connell, it was RESOLVED to recommend to the Southold Town Board of Trustees APPROVAL of the Grandfather Permit Application of CAROL T. KLEINFELD 37-4-8 for approximately 130' of timber bulkhead with 15' return on south side; 15' to 20' wide x 60' concrete boat ramp with approximately (2) 10' timber returns and 50' rock wall on both sides; approximately 20' x 18' boat house with deck attached to existing house. 2335 Cedar Lane, East Marion Vote of Council: Ayes: All Motion carried. 1 Page 4 Meeting of August 26, 1996 SET NEXT MEETING DATE The next meeting of the Southold Town Conservation Advisory Council was scheduled for MONDAY, SEPTEMBER 23, 1996 at 4:30 P.M. at the Southold Town Hall.
