SOUTHOLD TOWN
CONSERVATION ADVISORY COUNCIL
MONDAY, JANUARY 22, 1996
A meeting of the Southold Town Conservation Advisory Council was held
Monday, January 22, 1996 at 4:00 P.M. in the Conference Rooth at Southold
Town Hall, Main Road, Southold,. New York.
Present were: Allan Connell, Chairman
Robert Keith, Member
John Hagerty III, Member
Scott Hilary, Member
Kenneth Meskill, Member
Linda Cooper, Secretary
Absent were: Bruce Loucka, Member
Betty Wells, Member
REPORTS
Scott Hilary reported that he attended the Shellfish Advisory Committee meeting
and the possibility of churning for clams was discussed again.
Allan Connell attended a Wetland forum which was part of the Fisherman's
Forum which was held recently.
APPROVAL OF MINUTES
Moved by Robert Keith, seconded by John Hagerty, it was
RESOLVED to accept the minutes of December 18, 1995 as submitted.
Vote of Council: Ayes: All
Motion carried.
RECOMMENDATION OF WETLAND APPLICATION
No. 1318
Moved by Allan Connell, seconded by Scott Hilary, it was
RESOLVED to recommend to the Southold Town Board of Trustees
DISAPPROVAL of the Wetland Application of N. CHARLES DeLUCA 81-1-15.8
Meeting of January 2`_ . 1996
and 15.9 to construct a 4' x 265' catwalk over heavy growth of Phragmites for
beach availability.
The CAC recommends disapproval because the project would allow
degradation of a wildlife habitat and infringe on a wildlife corridor.
The Council suggests that, since the applicant has a foot access, that he
continue with the 4' wide access in the present location along the property
line and continue (with Trustee approval) to keep the phragmites cut along the
pathway for access.

Moved by John Hagerty, seconded by Scott Hilary, it was
RESOLVED to TABLE the Wetland Application of VIVIEN SOO 90-3-9 to
construct a single family' residence approximately 54' x 36' overall, with
private sewage disposal system and private well. Construct dock consisting of
platform 3' x 61; ramp 3' x 16'; and float 6' x 20', with two (2) piles to
secure float.
The CAC tabled the application because the project was not staked and
members were unable to determine placement of the project.

Moved by Robert Keith, seconded by Allan Connell, it was
RESOLVED to recommend to the Southold Town Board of Trustees
DISAPPROVAL of the Wetland Application of DR. ANDREW McGOWAN
116-6-18, 19 and 20 to construct a 66 1.f. retaining wall extending between
landward ends of groins and well landward of AHW. Bury with approximately
10 c.y. clean sand to be trucked in from an upland source. Remove existing
26 I.f. retaining wall.
The Council recommends disapproval because no need is shown.
The CAC suggests the applicant fill with clean sand, recreate the dunes
and plant with appropriate beach grass. Also the CAC recommends the
applicant apply for a needed walkover structure from house to beach to protect
the current growing beach grass and dunes.

Moved by Allan Connell, seconded by Robert Keith, it was
RESOLVED to recommend to the Southold Town Board of Trustees
DISAPPROVAL of .the Wetland Application of FRANK SCAVONE 137-4-35 to
do plantings and install boulders as indicated on submitted plans.
The CAC recommends disapproval because no need is shown for the
boulders.
The Council suggests the applicant remove the debris which was thrown
down the bluff and revegetate the exposed area of the bluff with suitable

vegetation (ask for recommendations from the Soil Conservancy) or with beach
grass. Applicant needs a non-turf buffer at the top of the bluff back 20'.
Gutters and downspouts at the house should go into drywells to reduce any
runoff from the top of the bluff.

RECOMMENDATION OF AMENDMENTS TO PERMITS

Moved by John Hagerty, seconded by Allan Connell, it was
RESOLVED to recommend to the Southold Town Board of Trustees APPROVAL
of the Amendment to the Wetland Permit of VIRGINIA CROPPER 6 CECELIA
KEMPLER 66-3-9 to move the location of fixed catwalk, ramp and floats to
within 20' of the south property line.

Motion carried.

Moved by Robert Keith, seconded by Allan Connell, it was
RESOLVED to recommend to the Southold Town Board of Trustees APPROVAL
of the Amendment to the Wetland Permit of OSCAR AND BETH BLEVINS
104-5-23 to revise the location for the sanitary system to conform with
requirements by NYS DEC and SCDHS.

Motion carried.

Moved by Robert Keith, seconded by Allan Connell, it was
RESOLVED to recommend to the Southold Town Board of Trustees APPROVAL
WITH PROVISIONS of the Amendment to Permit request of FRANK SCAVONE
137-4-35 to amend permit for 4' x 54' catwalk to a 3' x 8' platform leading to
a 3' x 24' catwalk, 3' x 8' ramp and a 6' x 20' float placed 15' from property
line. Total proposed structure is less than original structure.
The CAC recommends approval provided the width is 3'.

Motion carried.
REQUESTS FOR LETTERS OF NON-JURISDICTION
NJ-16
NEW SUFFOLK SHIPYARD 117-5-29.1 to erect a structure (site of the
structure is now a deteriorated metal building).

The CAC was informed that the Trustees have already given a letter of
non-jurisdiction, therefore no recommendation was needed by the CAC.

SET NEXT MEETING DATE
The next meeting of the Southold Town Conservation Advisory Council will be
held MONDAY, FEBRUARY 26, 1996 at 4:00 P.M. at the Southold Town Hall.
There being no further business, the meeting was adjourned at 5:05 P.M.
