A meeting of the Southold Town Conservation Advisory Council was held , Monday, February 23, 1998 at 4:30 P.M. in the Conference Room at Southold Town Hail, 53095 Main Road, Southold, New York., Present were: Scott Hilary, CAC Chairman Mary Griffin, CAC Member Alicia Marin, CAC Youth Member Sharon Shine, CAC Member Betty Wells, CAC Member Kenneth Meskill, CAC Member Linda Cooper, CAC Secretary Absent were.: Melvyn Morris, CAC Member Bret Hedges, CAC Member Shannon Reidy, CAC Youth Member CHAIRMAN'S ANNOUNCEMENTS Chairman Scott Hilary reported on some of the actions taken by the Trustees at the January Trustee meeting. The Trustees tabled the Albertson Marina Grandfather Permit request which the CAC recommended disapproval; the Trustees also tabled the Peconic Landing application. Another inspection of the Peconic Landing property is scheduled for Wednesday, March 18, 1998 at 10:00 A.M. at the site with representatives of the applicant, DEC, Trustees and CAC. Scott reminded members that the Lloyd Harbor Village CAC will be hosting the 8th Semi-Annual North Shore Environmental Symposium on Mary 7, 1998, 9:00 A.M. through 1 :00 P.M. at the Banbury Conference Center, Lloyd Harbor. Topic of discussion will be HABITAT RESTORATION. All CAC members are welcomed and encourage to attend. s � February 23, 1998 Scott also reminded members that any signs of violations or problems they encounter during their inspections should be noted so the CAC secretary can send a memo to the Trustees advising them of the situation. A joint meeting between the CAC and the Board of Trustees is still being organized. Proposed meeting dates by the CAC .are: Wednesday, March 4; Friday March 13; Friday, March 20; Tuesday, March 24; and Friday March 27, 1998. Scott will submit the dates to the Trustees and try to find one with which the Trustees agree. REPORTS Kenneth Meskill reported that the water sampling project has been very intense this past month, with far more samplings taken than usual. POSSIBLE VIOLATIONS AND PROBLEMS REPORT Scott reported that the Suffolk County Vector Control has been working with heavy equipment at Paradise Point. This should be included in the memo sent to the Trustees to make them aware and to determine if a permit a permit was issued or if one is required. He also reported that vegetation was cut down to the freshwater area on Main Bayview (heading east, before General Wayne, on the left) Betty Wells spotted a concrete slab/trough directing runoff from the road into Mill Creek while making at inspection at Beverly Road. APPROVAL OF MINUTES Moved by Scott Hilary, seconded by Sharon Shine, it was RESOLVED to approve the minutes of January 26, 1998 as submitted. Vote of Council: Ayes: All Motion Carried RECOMMENDATION OF WETLAND PERMIT AND COASTAL EROSION PERMIT APPLICATIONS No. 1528 Moved by Scott Hilary, seconded by Sharon Shine, it was RESOLVED to recommend to the Southold Town Board of Trustees APPROVAL of the Wetland Permit application of CHRIS PICKERELL 52-5-59.9 for the restoration of a tidal salt marsh. Albertson Lane and Hashamomuck Pond, Southold Vote of Council: Ayes: All Motion Carried Page 2 February 23, 1998 No. 1529 Moved by Scott Hilary, seconded by Sharon Shine, it was RESOLVED to recommend to the Southold Town Board of Trustees APPROVAL WITH STIPULATION of the Wetland Permit application of MARIA PROIS 52-5-12 to add a second story to existing one story frame house, with gutters and leaders into drywells, and build a one story detached garage; also requests a permit for existing two tier retaining wall and stairs: 40' retaining wall with 3' and 6' returns and a 39' retaining wall with 3' and 6' returns, and a 3' x15' staircase; and existing 8' x 10' deck. Bayview Avenue, Southold Vote of Council: Ayes: All Motion Carried No. 1530 WILLIAM D. REED 10-3-12 to construct a single family dwelling, associated sanitary system, public water. Fine, driveway, patio and garage'. Fishers Island The CAC did not make an inspection and therefore does not have a recommendation. No. 1531 Moved by Scott Hilary, seconded by Mary Griffin, it was RESOLVED to recommend to the Southold Town Board of Trustees APPROVAL of the Wetland Permit and Coast Erosion Permit application of LOUIS and LUBA CORSO 83-2-11.4 to construct +/- 415' of timber retaining wall to be tied into existing retaining wall to east; construct 10' return on west end of structure; backfill with approximately 300 c.y. of clean sand; bluff slope to be planted (6" - 1' on center) with Ammophila breviligulata. ROW off Cobb Road, Cutchogue Vote of Council: Ayes: All Motion Carried No. 1532 Moved. by Mary Griffin, seconded by Betty Wells, the Wetland Permit application of WILLIAM and MILLICENT TUFANO 122-9-7.6 to remove existing house and construct new house and garage was TABLED. The property was not staked and septic system was not indicated on the map. 2482 Camp Mineola Road, Mattituck Vote of Council: Ayes: All Motion Carried No. 1533 Moved by Scott Hilary, seconded by Sharon Shine, it was RESOLVED to recommend to the Southold Town Board of Trustees APPROVAL WITH A SUGGESTION of the Wetland Permit application of SPYRIDON and LETTA KOUZIOS 87-6-4 to remove an existing 4' x 10' ramp, 4' x 16' dock, 3' Page 3 February 23, 1998 x 12' ramps and a 6' x 10' float; replace existing dock structures with a 4' x 42' fixed pier, 3' x 14' ramp and a 6' x 30' float; install (2) two-pile dolphins to secure float; add a 12' x 12' extension to existing deck on house. ROW off Bayview Road,Takaposa Road, Southold The CAC recommends approval and suggests the applicant install a 10' non-turf buffer. Vote of Council: Ayes: All Motion Carried No. 1534 Moved by Mary Griffin, seconded by Betty Wells, it was RESOLVED to recommend to the Southold Town Board of Trustees APPROVAL of the Wetland Permit application of FRANK POLACEK 139-1-3 to construct 12' section of bulkhead to" close opening of boat ramp in existing bulkhead; remove existing sidewalls of boat ramp; fill area of existing boat ramp behind new bulkhead with approximately 25 c.y. of clean fill. 1085 Westview Drive, Mattituck Vote of Council: Ayes: All Motion Carried No. 1535 Moved by Sharon Shine, seconded by Betty Wells, it was RESOLVED to recommend to the Southold Town Board of Trustees APPROVAL WITH A STIPULATION of the Wetland Permit .application of HENRY McNEILLY 71-1-42 to remove and replace in kind/in place, an existing 6' x 10' platform, 2.5' x 17' ramp and 6' x 44' float; resheath approximately 151' of existing timber bulkhead; backfill with approximately 50 c.y. of clean sand/ 250 Goose Creek Lane, Southold The CAC recommends approval contingent upon installation of a non-turf buffer. Vote of Council; Ayes: All Motion Carried No. 1536 Moved by Kenneth Meskill, seconded by Mary Griffin, it was RESOLVED to TABLE the Wetland Permit application of NEIL McGOLDRICK 116-4-16.4 to hydraulically dredge an irregular area (+/-55' max. width) through the inlet of Hall's Creek to a max depth of -5" at MLW at a 1 :3 slope; approximately 2000 c.y. of 100% sand spoil to be pumped 1) updrift of existing 80' groin on subject property and 2) downdrift of groin at end of Dean Drive to east; extend existing 70' groin on west side of inlet by 80'. Private Road off New Suffolk Avenue, Mattituck The CAC tabled the application because members were unable to locate the site. Applicant needs to supply better location directions; also the council has questions .concerning the dredging and the extension of the groin. Page 4 February 23, 1998 Vote of Council: Ayes: All Motion Carried No. 1537 Moved by Scott Hilary, seconded by Sharon Shine, it was RESOLVED to recommend to the Southold Town Board of Trustees APPROVAL of the Wetland Permit application of COVE CONDOMINIUMS HOMEOWNERS ASSOCIATION c/o 'FRANK SCIOTTO 87-5-20 to maintenance dredge to 3' below ordinary low water approximately 90 c.y. from channel to entrance to homeowners association docking area; spoil to be removed to upland location. RESOLVED to recommend to the Southold Town Board of Trustees DISAPPROVAL of the Wetland Permit application of COVE CONDOMINIUMS HOMEOWNERS ASSOCIATION c/o FRANK SCIOTTO 87-5-20 to dredge as necessary in the same area to maintain width and depth of entrance channel on a maximum of three additional occasions during the next ten years; Off Main Bayview Road, Southold Vote of Council: Ayes: All Motion Carried RECOMMENDATION OF WAIVER REQUESTS WR-99 Moved by Scott Hilary, seconded by Sharon Shine, it was RESOLVED to recommend to the Southold Town Board of Trustees DISAPPROVAL of the Waiver Request of ROBERT D'URSO 89-2-8 to construct a one-family dwelling with private sewage disposal system and private well. Orchard Lane, Southold The CAC feels the project needs a full wetland application. Vote of Council: Ayes: All Motion Carried WR-100 Moved by Scott Hilary, seconded by Sharon Shine, it was RESOLVED to recommend to the Southold Town Board of Trustees APPROVAL of the Waiver Request of RUTH MILLER 86-7-2.2 to construct an addition to an existing house. Indian Neck Road, Southold Vote of Council,: Ayes: All Motion Carried Page 5 February 23, 1998 RECOMMENDATION OF GRANDFATHER PERMIT REQUESTS GF-59 Moved by Betty Wells, seconded by Sharon Shine, it was RESOLVED to recommend to the Southold Town Board of Trustees APPROVAL of the Grandfather Permit request of James A. and FLORENCE M. COPE 37-5-22 to repair, replace existing bulkheading (in kind/in place) as needed. 1930 Bayview Avenue, East Marion Vote of Council: Ayes: All Motion Carried GF-60 Moved by Betty Wells, seconded by Sharon Shine, it was RESOLVED to recommend to the Southold Town Board of Trustees APPROVAL of the Grandfather Permit request of BARBARA ANN CALCAGNINI 37-5-21 for a bulkhead, approximately 64'. 50 Knoll Circle, East Marion Vote of Council: Ayes: All Motion Carried GF-61 FISHERS ISLAND FERRY DISTRICT 12-1-10 for a bulkhead and wharf. Fishers Island The CAC did not make an inspection and therefore has no recommendation. CF-62 Moved by Betty Wells, seconded by Sharon Shine, it was RESOLVED to recommend to the Southold Town Board of Trustees DISAPPROVAL of the Grandfather Permit- request of WILLIAM PROVENCHER 52-2-18 for a dock. Beverly Road, Southold The CAC recommends disapproval because the projects requiresa full. application; the structure is not longer functional. Vote. of Council: Ayes: All Motion Carried AMENDMENT TO PERMIT REQUESTS A-123 NEIL SIMON 71-2-11 .3 modified dock configuration Harbor Lights Drive, Southold The CAC has NO COMMENT.
