MONDAY, APRIL 20, 1998
4:30 P.M.
A meeting of the Southold Town Conservation Advisory Council was held -on
Monday, April 20, 1998 _at 4:30 P.M. in the Conference Room at Southold Town
Hall; 52095 Main Road, Southold, New ,York.

APPROVAL OF MINUTES
Moved by Betty Wells, seconded by Sharon Shine, it was
RESOLVED to approve the minutes of March 23, 1998 as submitted.
Motion Carried .

RECOMMENDATION OF WETLAND PERMIT AND COASTAL EROSION PERMIT
APPLICATIONS
No. 1549
CHARLES and JANICE BOVINO 119-1-5 6 6 to construct a 206 +/-' secondary
retaining wall generally along toe of bluff slope landward of existing
retaining wall; southerly end of wall to tie into existing southerly return on
adjacent property to south; a 10' return to be constructed on the northerly
end; approximately 45 c.y. of clean sand to be trucked in and used for
backfill.
9775 Nassau Point Road, Cutchogue
The Wetland Application of Charles and Janice Bovino was TABLED.

W. LEE HANLEY 1-2-4 to repair and reset both of the existing 640 foot
north shore stone revetment and 420 foot south shore stone revetment ; to
reset the existing boulders to their original angel of 1 :15 to 1 :2 by adding a
maximum of 3000 tones of 1 to 3 ton stones along the base of the north shore
stone revetment and 2500 tons of 2 to 3 ton stones along the base of the south
shore stone revetment; the proposed stones to be placed above AHW and the
elevation not to exceed the elevation of the existing concrete and stone
seawall.
East End Road, Fishers Island
The CAC was unable to make an inspection, therefore, there is no
recommendation.

MATT-A-MAR MARINA 114-3-1 to construct a low profile 6' x 40' catwalk; 4'
x' 25' aluminum ramp to a 4' x 10' float; located east of "lift pit" and to be
parallel to shoreline.
Wickham Avenue, Mattituck
The Wetland Application of Matt-A-Mar Marina was TABLED.

ARTHUR HAF 103-10-25 to construct a 4' x 8' deck; 4' x 8' steps leading to
a 4' x 72' catwalk elevated 3 1/2' above grade of marsh; 3' x 12' ramp; 6' x
20' float to be secured by two 2-pile dolphins.

The Wetland Application of Arthur Haf was TABLED.

RESOLVED to recommend to the Southold Town Board of Trustees
DISAPPROVAL of the Wetland Permit Application of GERARD H.
BELLESHEIM 15-3-9 to construct 100 +/-' of timber bulkhead with a 10' return

to the west property line; armor with 1-2 ton stone; backfill with 35 +/- c.y.
of clean sand from an upland source; bulkhead to be in line with adjacent
bulkhead to east.
122 Soundview Road, Orient
The CAC recommends reiterates is comments from August 24, 1995: The CAC
recommends disapproval as submitted; the Council suggests a rock revetment
as per the DEC letter of .July 14, 1995 or bury the bulkhead as per Trustees'
policy for bulkheads on the Sound.

RESOLVED to recommend to the Southold Town Board of Trustees APPROVAL
WITH PROVISIONS of the Wetland Permit Application of VICTOR E. and GAIL
A. RERISI 35-5-37 to construct a single family dwelling with a buffer as per
Natural Resources.
800 Snug Harbor Road, Greenport
The CAC recommends approval provided that a. 20' non-turf buffer, is
maintained and that standard protection (i.e. hay bales, filter cloth, etc.)
are used during construction.
Motion Carried

LAURENCE NIEBLING 119-1-18 to construct a wood retaining wall 78' long
and approximately 4' above grade on the seaward side, with batter piles on
seaward side; with 20' return on north end and 7' return on south end.

The Wetland Permit Application of Laurence Niebling was TABLED.

RESOLVED to TABLE the Wetland Permit Application of THOMAS BRENNAN
52-2-7.4 to construct addition to house; addition to have two stories and 15'
x 20' footprint; rehabilitate existing formerly-connected tidal wetlands,
approximately 1600 s.f.
235 Carole Road, Southold
The CAC tabled the application because more information is needed regarding
the wetland restoration.

RESOLVED to recommend to the Southold Town Board of Trustees APPROVAL
WITH PROVISIONS of the Wetland ' Permit Application of .ANNETTE GOLDEN
CARNES 53-4-4 to reconstruct single family dwel.ling behind existing pool and
decks in approximately,location of house recently destroyed by fire.
Bayshore Road, Greenport
The CAC recommends approval provided extreme care is taken during the clean
up and construction. Use of filter cloth and hay bales is required to keep
debris from the clean up of the fire and construction from entering the water.

RECOMMENDATION OF WAIVER REQUESTS

RESOLVED to recommend to the Southold .Town Board of Trustees APPROVAL
of the Waiver Request of RICHARD and DEBORAH HEFFERNAN 80-1-48 to
construct a 15' x 33' deck onto existing dwelling.
730 West Shore Drive, Southold

RESOLVED 'to recommend to the Southold Town Board of Trustees APPROVAL
of the Waiver Request ,of ANDREW and BARBARA STYPE 70-4-49 to construct
a 4' x 26' addition to existing enclosed porch; a 22' x 30' addition to garage
with second story for storage; enclose 5' x 15' front entrance.

staying :in same foot print as indicated on drawing..

RECOMMENDATION OF AMENDMENT TO PERMITS

JOSEPH L. TURCHIANO 115-12-5 to repair existing bulkhead by installing
approximately 50 l.f. of whalers and sheeting on water- side of the existing
structure; the completed repair to extend the bulkhead an additional 8" past
the existing wood piling.

The Amendment to Permit request of Joseph L. Turchiano was TABLED.
SET NEXT, MEETING DATE
The next meeting of the Southold Town Conservation Advisory Council was
scheduled for THURSDAY, MAY 21, 1998 at 4:30 P.M. in the. Conference
Room at Southold Town Hall, 53095 Main Road, Southold. The meeting was
changed from its usual Monday' before the Trustees' meeting because Memorial
Day will be celebrated on Monday, ,May 25.
There being no further business to come before the CAC, the meeting was
adjourned at 5:30 P.M.
