The Southold Town Conservation Advisory Council met MONDAY, JUNE 22,
1998 at 5:00 P.M. in the Conference Room at Southold Town Hall, 53095 Main
Road, Southold, New York.
Present were: Melvyn Morris, CAC member

Sharon Shine, CAC member
Linda Cooper, CAC secretary
REPORTS
Mary Griffin has been attending the Kennys Beach Erosion Working Group.
One of the concerns of the group is, if it is decided to replenish the beach,
where will be sand come from

APPROVAL OF MINUTES
Moved by Melvyn Morris, seconded by Sharon Shine, it was
RESOLVED to accept the minutes of May 21, 1998 as submitted.

RECOMMENDATION OF WETLAND PERMIT AND COASTAL EROSION PERMIT
APPLICATIONS

Moved by Melvyn Morris, seconded by Kenneth Meskill, it was
RESOLVED to TABLE the Wetland Permit Application of LAUGHING WATERS
PROPERTY OWNERS ASSOCIATION 87-3-2.1 8 60 to dredge two irregularly
shaped areas used for marina to maximum depth of -4' at MHW; approximately
3950 c.y. of sand/silt spoil to be deposited on two spoil sites.
Minnehaha Blvd., Southold
The Council tabled the project because it was unable to make an inspection
based upon the plans received June 22, 1998.

Moved by Melvyn Morris, seconded by Bret Hedges, it was
RESOLVED to recommend to the Southold Town Board of Trustees
CONDITIONAL APPROVAL of the Wetland Permit Application and Coastal
Erosion Permit Application of JOSEPH CASARONA 83-1-1 to construct +/-100'
of timber bulkhead with a 10' return at either end along toe of eroded bluff
and to backfill structure with +/-30 c.y. of clean sand to be trucked in from
an upland source.
55 Glen Court, Cutchogue
The Council recommends approval with the following:
1 . Suggest applicant tie in with neighbor's bulkhead
2. Vegetate the bluff
3. There be acceptable access for construction activity

Moved by Bret Hedges, seconded by Sharon Shine, it was
RESOLVED to recommend to the Southold Town Board of Trustees APPROVAL
WITH PROVISION of the Wetland Permit Application of JOSEPH and JOAN
CHISHOLM 128-4-26 to construct a set of 3' wide timber stairs from crest of
embankment to beach, approximately 35' long, including a 5' x 5' platform and
4' x 7' platform.

The Council recommends approval provided the stairs are elevated adequately
to allow plant growth.

RESOLVED to recommend to the Southold Town Board of Trustees APPROVAL
of the Wetland Permit Application of ROBERT GREDICK 118-4-6 to demolish
existing 1 1/2 story residence to top of foundation wall; build a new two (2)

story residence on existing foundation with 20' x 16' addition and 16' x 13'
enclosed porch.

Moved by Sharon Shine, seconded by Kenneth Meskill, it was
RESOLVED to TABLE the Wetland Permit Application of ANTHONY and
MADELINE PISCIOTTA 87-5-23.7 E 23.8 to construct a two-story one-family
dwelling to be raised on pilings; deck; pervious driveway; two (2) drywells;
drinking water well; and sanitary system to be placed on approximately 380
c.y. of clean fill and contained within concrete retaining walls, all as
depicted on submitted site plan.

The Council tabled the application because it was unable to locate the
property. Council requests adequate location directions.

RECOMMENDATION OF AMENDMENT TO PERMITS

Moved by Kenneth Meskill, seconded by Sharon Shine, it was
RESOLVED to recommend to the Southold Town . Board of Trustees
DISAPPROVAL of the Amendment to Permit Request of EUGENE KESSLER
35-4-15 to extend length of float 30'.
470 Wiggins Lane, Greenport
The Council recommends disapproval because it feels that an amendment should
not be issued on a permit granted over 31 years ago.

Moved by Melvyn Morris, seconded by Kenneth Meskill, it was
RESOLVED to TABLE the Amendment to Permit request of ALAN A.
CARDINALE JR. 111-9-6.1 to include the planting of 10,000 plugs of American
Cape Beach Crass along with fill (approximately 150-200 yards of sand).
4365 Nassau Point Road, Cutchogue
The Council tabled the application because plans are needed to show the
location of the fill and plantings.

FISHERS ISLAND COUNTRY CLUB TO INSTALL A "boulder barrier" rock
revetment along the 8th hold.

The Council did not make an inspection, therefore, it -has no recommendation.

Moved by Sharon Shine, seconded by Kenneth Meskill, it was
RESOLVED to recommend to the Southold Town Board of Trustees APPROVAL
of the Amendment to Permit request of FRANK GILBERT, JR. 71-1-11 to
replace an 8' x 8' deteriorated timber landing and benches with an 8' octagonal
gazebo.
North Parish Drive, Southold
Vote of Council: Ayes: All

Moved by Sharon Shine, seconded by Bret Hedges, it was
RESOLVED to TABLE the Amendment to Permit request of JOHN RUSSELL
70-6-7 to have two 4' x 20' floats, a 4' x 12' ramp and add a 4' x 30'
catwalk, proposed dock will not go out further than neighbors.
3145 Oaklawn Avenue, Southold
The plans were unclear.
Vote of Council: Ayes: All

GENERAL BUSINESS
Kenneth Meskill suggested the CAC seriously consider undertaking some
projects, but cautioned against agreeing to undertake a project if the time was
not available to dedicate to job. Some suggested subjects were: Guide for
Non-turf Buffers, Update "Rookie" booklet, Planting guide, and nature walks.
Each member is asked to bring 3 or 4 suggested project topics to discuss at
the July meeting.
Among the paperwork the CAC received within the past month was a copy of a
letter from Richard Ryan, Chairman of the Land Preservation Committee to
Supervisor Cochran, asking for support and encouragement of placing another
land preservation bond referendum on the November ballot. The CAC will
discuss whether to support this request at its next meeting.

The next meeting of the Council is scheduled for THURSDAY, JULY 16, 1998
at 5:00 P.M. . Melvyn Morris advised members that he would be away at that
time and would be unable to attend the meeting.
There being no further business to come before the Council, the meeting was
adjourned. at 6:10 P.M.
