CONSERVATION ADVISORY COUNCIL
SEPTEMBER 21, 1998
4:30 P.M.
A meeting of the Southold Town Conservation Advisory Council was held
Monday, September 19, 1998 at 4:30 P.M. in the Conference Room at Southold
Town Hall, 53095 Main Road, Southold, New York.
Present were: Scott Hilary, CAC Chairman
Melvyn Morris, CAC Member
Bret Hedges, CAC Member
Sharon Shine, CAC Member
Kenneth Meskill, CAC Member
Linda Cooper, CAC Secretary
Absent was: Mary Griffin, CAC Member
CHAIRMAN'S ANNOUNCEMENTS
Scott announced that he had been in contact with Chris Pickerel[ and was
trying to make arrangements for the CAC to meet with Chris for a wetlands
identification seminar. Scott will have Chris- suggest a couple of weekend
dates and then contact members to choose the date that better fits most
members schedule.
REPORTS
Melvyn Morris advised the CAC that, due to his teaching schedule, he would
not be able to continue as a member of the Council if the CAC met on
Mondays. It was decided that the Council would meet on the Thursday prior
-to the Trustees' meeting. The meetings will be scheduled for 5:30 P.M.
instead of 4:30 P.M. for members' convenience.

Moved by Bret Hedges, seconded by Kenneth Meskill, it was
RESOLVED to approve the minutes of August 24, 1998as submitted.

RECOMMENDATION OF WETLAND PERMIT AND COASTAL EROSION PERMIT
.APPLICATIONS

Moved by Scott Hilary, seconded by Sharon Shine, it was
RESOLVED to recommend to the Southold Town Board of Trustees APPROVAL
of the Wetland Permit Application of JERRY and MARY KEECAN 70-10=63.1
to construct a 155 s.f. addition to an existing house on the southeast corner
and a 112 s.f. addition to the southwest corner of the house.

RESOLVED to TABLE the Wetland Permit Application of JERRY and MARY
KEECAN 70-10-52 to construct a 1813 x.f. single family dwelling with sanitary
system, 1660 s.f. permeable driveway and a 16' x 30' swimming pool.
200 Beachwood Lane, Southold
The CAC tabled the application because the proposed project was not staked.

RESOLVED to recommend to the Southold Town Board of Trustees APPROVAL
of the Wetland Permit Application of MARTIN and DENISE KRALL 98-2-7 to
construct a single family dwelling with septic system, driveway and deck.

RECOMMENDATION OF AMENDMENT TO PERMITS

Moved by Scott Hilary, seconded by Sharon Shine, it was
RESOLVED to recommend to the Southold Town Board of Trustees APPROVAL
WITH RESTRICTIONS of the Amendment to Permit Request of JANE
NORDSTROM 88-5-37 to plant deerproof trees, bushes and perennials; fill
side yard up to 25' from back of house; place privets along the 150' southerly
corner of property; fill drainage work area with topsoil to bring the easement
area up to level of driveway and backyard, approximately 20-30 c.y of topsoil
to be placed in the 25' backyard area; lattice work to be placed along the
supports of the deck and porch; and approximately 10-20 c.y. of topsoil to be
added for a lawn on north and south side of house.

The Council recommends approval provided the line of privets to be placed
along the southern easement be limited to the haybale line; privets should not
extend past that point.

RESOLVED to recommend to the Southold Town Board of Trustees APPROVAL
of the Amendment to Permit Request of DUANE PASCALE 87-3-8 to add two
(2) storm pilings off docks, to be placed approximately between 12' to 20' away
from dock.

RECOMMENDATION OF WAIVER REQUESTS

RESOLVED to recommend to the Southold Town Board of Trustees APPROVAL
of the Waiver Request of NORMAN J. WIEDERSUM 35-4-11 for an existing 5'
high stockade fence along northern property line.

Moved by Bret Hedges, seconded by Melvyn Morris, it was
RESOLVED to recommend to the Southold Town Board of Trustees APPROVAL
of the Waiver Request of LORRAINE WENDT 115-12-14 to relocate basement
storm door from western side of house to southern side; remove existing 719" x
14'2" porch and replace with 17' x 20' enclosed room, same height as porch, no
basement; a raised 12' x 28' wooden deck same height as new enclosed room;
replace steps in front of house with new steps; and install a roof over an 8" x
5' porch.

CAC recommends approval with the stipulation that runoff be contained during
construction.

RESOLVED to TABLE the Waiver Request of PETER ENNERS 106-4-2 to
install a waterline o the North side of East Mill Road.

the project.

RECOMMENDATION OF GRANDFATHER PERMITS

RESOLVED to recommend to the Southold Town Board of Trustees APPROVAL
of the Grandfather Permit Request of BARBARA STYPE 70-4-49 to resheath
130' timber bulkhead (wood on wood) .

SET NEXT MEETING DATE
The next meeting of the CAC was scheduled for MONDAY, OCTOBER 19,
1998 at 4:30 P.M. at Southold Town Hall. Due to scheduling problems, it
was decided to begin the Thursday meetings, as discussed earlier, in
November.
The meeting for November was scheduled for THURSDAY, NOVEMBER 12,
1998 at 5:30 P.M. at Southold Town Hall.
