A regular meeting of the Southold Town Conservation Advisory Council was held Monday, October 19, 1998 at 4:30 P.M. in the Meeting Hall of Southold Town Hall, Main Road, Southold, New York. Present were: Bret Hedges, CAC Member Sharon Shine, CAC Member Kenneth Meskill, CAC Member and Acting Chairman Linda Cooper, Secretary Absent were: Scott Hilary, CAC Chairman Mary Griffin, CAC Member Melvyn Morris, CAC Member Richard Smith, CAC Member CHAIRMAN'S ANNOUNCEMENTS None REPORTS None APPROVAL OF MINUTES Moved by Kenneth Meskill, seconded by Sharon Shine, it was RESOLVED to approve the minutes of September 2.1, 1998 as submitted. a October 19, 1998 RECOMMENDATION OF WETLAND PERMIT AND COASTAL EROSION PERMIT APPLICATIONS No. 1594 Moved by Bret Hedges, seconded by Sharon Shine, it was RESOLVED to recommend to the Southold Town Board of Trustees APPROVAL of the Wetland Permit Application of NICHOLAS and PATRICIA LaCONTI 123-7-9.2 to remove existing +/-171' timber bulkhead and replace (in place) with C-LOK vinyl bulkhead and replace (within 18") existing +/-171' timber retaining wall landward of bulkhead; backfill a +/-18' wide area behind bulkhead with 100 cubic yards of clean sand to be trucked in from an upland source and plant backfill area with Cape American beach grass (Ammophilia Breviligulata). 412 Park Avenue, Mattituck Vote of Council: Ayes: All Motion Carried No. 1595 Moved by Bret Hedges, seconded by Sharon Shine, it was RESOLVED to recommend to the Southold Town Board of Trustees APPROVAL of the Wetland Permit Application of HERBERT JACOBS 94-1-4 to construct a +/-101' timber retaining wall to be tied into existing retaining walls to east and west; approximately 250 c.y. of clean sand to be trucked in from an upland source and used as backfill and planted with Cape American beach grass, Ammophilia Breviligulata; place 1 - 3 ton stone armor at eastern end of retaining wall to mitigate potential erosion in corner created by tie-in to adjacent structure. 605 Sound View Avenue, Mattituck Vote of Council: Ayes: All Motion Carried No. 1596 Tho CAC TABLED the Wetland Permit Application of STELLA and RENE VANGUESTAINE 30-2-84.1 to construct a set of 4' x 85' timber stairs and platforms from existing gazebo to beach, as shown on site plan dated August 27, 1998. 760 the Strand, East Marion The CAC tabled the application because plans did not indicated the location of the stairs and platform, not was there any •indication as to the number and size of the platforms. No. 1597 Moved by Bret Hedges, seconded by Sharon Shine, it was RESOLVED to recommend to the Southold Town Board of Trustees APPROVAL of the Wetland Permit Application MATT-A-MAR MARINA 114-3-1 to install vinyl sea wall over existing sheeting not to extend past 18" with 4' x 6' waler thru bolted to existing waler and tie rods; plans are for 200' section this Page 2 October 19, 1998 year with additional areas as time permits; some pilings will be removed and replaced with new (all within the 18" from existing sea wall. 500' north for intersection of Rt. 48 and Wickham Avenue, Mattituck The CAC suggests the applicant try to find some temporary measure to slow the erosion process until the proper repairs be made. Vote of Council: Ayes: All Motion Carried No. 1598 MARY N. CODE 76-2-4 to construct fixed open walkway 4' x 72', hinged ramp 4' x 16', and floating dock 6' x 201; install two (2) spiles to secure floating dock. 1555 Smith Drive North, Southold The CAC did not make an inspection, therefore, it has no comment. RECOMMENDATION OF AMENDMENT TO PERMIT REQUESTS A-145 WILLIAM SHENONE 114-7-11.3 to extend the dock into deeper water approximately 6' and make dock 20' longer. 2124 Westphalia Road, Mattituck The CAC did not make an inspection, therefore, it has no comment. A-146 RICHARD CORAZZINI 118-5-4.1 to construct a 6' x 20' float accessed by a 4' x 12' ramp. 8500 Nassau Point Road, Cutchogue The CAC did not make an inspection, therefore, it has no comment. A-147 CHARLES and JANICE BOVINO 119-1-5 8 6 to enlarge the deck between preexisting bulkhead and new upper level bulkhead. 9775 Nassau Point Road, Cutchogue The CAC did not make an inspection, therefore, it has no comment. A-148 Moved by Sharon Shine, seconded by Kenneth Meskill, it was RESOLVED to recommend to the Southold Town Board of Trustees APPROVAL of the Amendment to Permit request of PATRICK MORTIMER 81-1-8 to extend a deck. 3895 Robinson Road, Southold Page 3 L a October 19, 1998 - Vote of Council: Ayes: All Motion Carried A-149 DUANE PASCALE 87-3-8 to add two additional pilings and a new 6' x 16' floating dock. 3520 Minnehaha Blvd., Southold The CAC did not make an inspection, therefore, it has no comment. RECOMMENDATION OF WAIVER REQUESTS WR-120 The CAC TABLED the Waiver Request of ROBERT BRUCE 34-1-9 to install a fence around property. Main Street, Greenport The CAC tabled the application because the type of fence was not indicated and the location of the fence in relation to the wetlands was not indicated. WR-121 Moved by Sharon Shine, seconded by Kenneth Meskill, it was RESOLVED to recommend to the Southold Town Board of Trustees APPROVAL of the Waiver Request of DANIEL J. JENNINGS 70-5-54.1 to install a 4' high, wood rail fence, to run from Jockey Creek bridge guard-rail approximately 100' south to the utility pole and plant shrubs inside the fence line. 3340 Oaklawn Avenue, Southold Vote of Council: Ayes: All Motion Carried WR-122 HARLEY B. ARNOLD 126-1-5 to construct a foundation for a single family dwelling. 200 Bray Avenue, Laurel The CAC did not make an inspection, therefore, it has no comment. WR-123 JANET T. SWANSON 15-3-2 to construct a 165' split rail fence along east border of the property up to the coastal erosion hazard line. 110 Soundview Avenue, Orient NO COMMENT - Determined to be a Non-Jurisdiction by Trustees Page 4 October 19, 1998 - WR-124 JOHN ALOIA 118-4-9 to construct 96' of stockade fencing along the south side of the house and to construct an addition to an existing deck. 8145 Nassau Point Road, Cutchogue The CAC did not make an inspection, therefore, it has no comment. WR-125 HARRY and JANET HOHN 118-6-3.2 to construct a 6' x 6' platform and stairs underneath the rear door of the house. 8800 Nassau Point Road, Cutchogue The CAC did not make an inspection, therefore, it has no comment. WR-126 CHARLES and BARBARA RODIN, 103-10-16 to construct a second floor addition and deck with the deck being built over the existing first floor porch/sunroom. 70 Strohson Road Cutchogue, New York The CAC did not make an inspection, therefore, it has no comment. RECOMMENDATION OF GRANDFATHER PERMIT REQUESTS GF- 70 DAVID CORCORAN 119-1-17 to repair retaining wall. Nassau Point Road, Cutchogue The CAC did not make an inspection, therefore, it has no comment. GR-71 Moved by Sharon Shine, seconded by Kenneth Meskill, it was RESOLVED to recommend to the Southold Town Board of Trustees APPROVAL of the Grandfather Permit Application of GORDON G. BARES 66-3-1 for dock and floating dock located on creek side of premises. 535 Arshamomaque Avenue, Southold Vote of Council: Ayes: All Motion Carried GR-72 Moved by Bret Hedges, seconded by Kenneth Meskill, it was RESOLVED to recommend to the Southold Town Board of Trustees APPROVAL of the Grandfather Permit Application of STRONG'S MARINE INC. 122-4-44.2 & 122-9-3 & 6.1 replace inkind, existing bulkhead. Camp Mineola Road, Mattituck Page 5 October 19, 1998 Vote of Council: Ayes: All Motion Carried GF-73 Moved by Sharon Shine, seconded by Kenneth Meskill, it was RESOLVED to recommend to the Southold Town Board of Trustees APPROVAL of the Grandfather Permit Application of JOSEPH HERZOG 78-5-8 to replace 163 linear feet of existing bulkhead inkind, inplace; replace existing decking 60' x 6' at grade behind bulkhead. 250 Williamsburg Drive, Southold Vote of Council: Ayes: All Motion Carried NEXT MEETING DATE The next meeting of the Conservation Advisory Council is scheduled for THURSDAY, NOVEMBER 12, 1998 at 5:30 P.M.
